Amendment 0003

I. THIS AMENDMENT IS BEING ISSUED FOR THE FOLLOWING REASONS:

A. To answer the below seven questions:

1. QUESTION: Can the due date be extended by 30 days?

ANSWER: The solicitation due date has been extended by fourteen days until 1500 EST on Tuesday 02AUG2022.

2. QUESTION: CLIN TX99C7, Military Submarine Tiles, Demil-required via RCRA Incineration: The load weight of this material can vary significantly from light weight insulation weighing <250 lbs cubic yard to heavier rubber/tile debris. Due to this, it is virtually impossible to determine actual transportation costs “per lb”. This offeror is requesting that this line item be broken out like the other Bulk Loads, i.e. TX96 using CLIN Suffixes B1, B2, B3, B4 & B6.

ANSWER: DLA has changed the Price Schedule by removing the one TX99C7 CLIN and adding the five requested TX99B CLINs.

Offerors must use, complete, and submit the attached ‘revised with Amend0003 SP450022R0015 Attachment 1 Price Schedule.xlsx’ with their proposal.

3. QUESTION: The unit of measure for CLIN PC01C8 is per “KG”. This material appears to be drums of very lightweight WASTE PCB MIXTURE, SOLID (D004, D008), 9, PCB >50 PPM SOLID DEBRIS WITH METALS. Please consider adding the CLIN suffixes C1, C2, C3, C4, C5, C6 for the various container sizes similar to the other hazardous CLINs.

ANSWER: DLA has transitioned from a longstanding CLIN Suffix C7 (LB) to CLIN Suffix C8 (KG) for all PCB CLINs at the request of various DLA Contractors and TSDF industry leaders, including at least one RCRA incineration company. DoD requires tracking of all regulated PCBs by weight. Therefore, DLA is unable to change the PCB CLIN Suffix C8 to container size-based suffixes (C1-C6) at this time.

4. QUESTION: CLIN NR12B4 – I did not see this on the historic data, quantity is estimated at 400,000lbs. Please provide a waste material profile for this bulk material.

ANSWER: CLIN NR12B4 is primarily for the disposal of concrete keel blocks and related debris containing NORM, for which there have been no prior removals. DLA understands loading of this waste stream for transportation may be outside the normal scope of work, and may require a contract modification to add management services CLIN(s) to cover the Contractor’s additional related costs. As such, bid pricing for this CLIN should be based on already-loaded conveyance, transportation, and ultimate disposal of keel blocks and related debris at a RCRA Sub D or Sub C Landfill.

Offerors may submit in addition to T&D pricing, caveats pertaining to the pricing for this CLIN. Please note CLIN NR12B4 may also be used for Non-RCRA sandblast media and other solids containing NORM should those waste streams be generated during the life of the contract.

5. QUESTION: CLIN PF03 - AFFF and other PFAS-related Liquids/Waters, Non-RCRA, >100 ppm PFAS. What is the highest concentration of known PFAS?

ANSWER: Since PF03 applies not only to AFFF rinsates, but also to AFFF concentrates, concentrations of PFAS may be as high as 6% or 60,000 ppm.

6. QUESTION: Who is the incumbent contractor? And what is the current contract number?

ANSWER: Black Gold Industries, 527 N Rice Ave, Oxnard, CA 93030. SP450018D0001 is the current contract number.

7. QUESTION: Can the DLA please provide the most current pricing from the last successful winning bidder?

ANSWER: The current pricing is available online at the following website. Search for the current contract SP450018D0001. https://public.logisticsinformationservice.dla.mil/hazmat/

B. To announce a fourth amendment will be posted within the next week to answer additional questions received.

C. To extend the solicitation due date from 1500 EST 19JUL2022 to 1500 EST 02AUG2022.

II. NO OTHER CHANGES ARE AUTHORIZED.
