Amendment 1

1. Amendment 0001 is issued to address questions received, to adjust the QTY for CLIN PC04C8 and to update the POC information for proposal submissions

2. Questions and responses are below:

A.QUESTION: Please provide a CLIN usage report for the most recent 2-year period available. Please include the volumes by generating location as well as total volume by CLIN.

DLA Disposition Services Response: Please see Attachment 1, titled “24 Month HIN Usage and Totals Report 17-D-0010”.

This report will only show what HINs and HIN suffixes were utilized over the last 24-month period along with total quantities of each as a whole. Please keep in mind the attached 24-month HIN usage report will show numbers that will not be the same as the Price Schedule for numerous reasons. Although a usage report has been provided, prospective bidders are to reminded that fair and reasonable pricing must be provided for all the HINs listed on the Price Schedule and not just price the HINs listed on the attached 24 month usage report.

B.QUESTION: Do any of the locations require rolloffs on a swap out basis and if so what location and rolloff size?

DLA Disposition Services Response: Any location listed on the contract will have the option of ordering any size rolloff box (ROB) that is listed on the Price Schedule during the contract life cycle. ROB management can be found in the Performance Work Statement (PWS) Section 3.1 – 3.5. Section 3.2 paragraph (b) explains “Continuous Associability”, Section 3.10 provides detailed information on CLIN 1200RE “Initial Placement or Removal of an Empty ROB or VAC box”.

C.QUESTION: Are pickups currently managed on a milk run basis by a geographic region? If yes, what has been the historic practice?

DLA Disposition Services Response: Managers will try to combine multiple locations on a single Task/Deliver order when possible and or feasible. With that said, the PWS does not require Generators to manage their waste pick-up’s using a “milk run” mind set. Per the PWS, Section 0.0, paragraph (l), there is a $2,000.00 USD Task/Delivery order minimum, unless otherwise specified.

D.QUESTION: Which locations historically require the largest number of containers to be supplied?

DLA Disposition Services Response: Containers have not been offered under this contract in the past, therefore we have no historical data.

E.QUESTION: CLIN# PC04C8 PCB Mineral Oil, Water, Other fluids, >4,000ppm PCBs. Which location(s) historically generate the majority of this material and/or do you anticipate generating the majority of this material? 209,460 KG is a very high volume for this type of material, is this est. volume accurate?

DLA Disposition Services Response: The quantity listed on the Price Schedule for PC04C8 (base and option periods) are incorrect. The Price Schedule has been updated to reflect the correct quantity for PC04C8 of 250 KG (per, base and option periods). Please see Attachment 2, Rev Price Schedule, SP450022R0013_v05162022.

F.QUESTION: Please provide a Profile for PC04C8.

DLA Disposition Services Response: Each Generator will have their own unique profile for HIN PC04, that profile would be available for review at time of turn-in (once a Task/Delivery order was issued). In the interim please utilized the HIN definition for PC04 as a general profile.

G.QUESTION: Bulk AFFF and Other PFAS-related Wastes, (CLIN# PF03B5, PF31B5, PF32B5, PF33B5,PF34B6, PF35B6, PF37B6, PF38B6, PF39B6), which locations(s) historically generate this material and/or are anticipated to generate this material?

DLA Disposition Services Response: This is the first introduction of our newly established AFFF and other PFAS-related waste landfill HINs also referred to as our “PF” series HINs to this contract.

H.QUESTION: CLIN# BA99C7 Lead Acid Batteries, Demil-required, how are these batteries packaged and what location(s) are generating this material? May we have a copy of a Profile and/or SDS?

DLA Disposition Services Response: The BA99 batteries were used in support of the ICBM program located at Minot AFB, North Dakota. Section 3.34 of the PWS provides detailed information regarding these batteries. Each battery weighs approximately 1,525 pounds with an average of 800 pounds of recyclable lead. The Generator will be responsible for palatizing the batteries for removal. Attachment 3, SDS attached titled “ICBM Battery SDS – Minot AFB”.

3. The QTY on the Price Schedule for CLIN PC04C8 has been changed from 209,460 KG to 250 KG. Please refer to the updated Price Schedule, Attachment 2, Rev Price Schedule, SP450022R0013_v05162022.

4.POC for proposals has been updated to:

Proposals are due by 1500 EST on May 20, 2022. Proposals shall be emailed to amy.corder@dla.mil and hazardouscontractswest@dla.mil.

5. All other terms and conditions remain unchanged.

6. Positive acknowledgement of receipt of this amendment by completion of block 15 and returning along with your submission package to amy.corder@dla.mil is due by 3:00 p.m. Eastern on May 20, 2022.
