Amendment 0001 Questions and Answers SP45002R0027
1a. Question: If a company has DLA contracts, do we need to submit the PPI questionnaire at attachment 8?
1b. Answer: (3 parts)
‐As noted in Attachment 11: Instruction to Offers, all offers must complete and provide all portions of the proposal, including Volume II: Past Performance Information.
‐Offerors with DLA contracts may omit using attachment 8 PPI questionnaire; however, you must also submit a Volume II document addressing the top 3 contracts you have worked, in an order that represent the work the firm has had satisfactory or better performance and represent work most closely related to the solicitation requirement. Reference Attachment 9
Past Performance Proposal and Evaluation to assist with determining how you would like to present this information in you offer.

3b. Answer: No, a completed offer must bid all CLINs and areas. See Attachment 11 Instructions to Offers Basic and Option Period Unit Pricing at item (a):
(a)Offerors are cautioned against offering more than one price, a range of prices, or a split bid with respect to any contract line item and are advised that, for purposes of this procurement, DLA Disposition Services will consider any such method of pricing to be a material deviation from the bid schedule and/or a nonconforming proposal that will be excluded from further consideration. Offerors must list only one price for any individual CLIN in any single contract period. NOTE: Zero ($0.00) unit pricing will NOT be accepted.
4a. Question: Will the contract be awarded to a single contractor?
4b. Answer: Yes.
5a. Question: Is the pricing required to be the same for all countries ‐as there is only one
Pricing Schedule Provided for all the "Eastern‐Southern Europe and Israel" locations?
5b. Answer: There is only one price schedule. Again, reference Attachment 11 Instructions to
Offers Basic and Option Period Unit Pricing at item (a). Pricing will be applied to all locations, or as specified in the CLIN. In addition, refer to the answer to 3b for advisements in pricing. Please also read further instructions in the Performance Work Statement (PWS) as well as ensuring descriptions in the price schedule are at full height to see all details/if a CLINs specifies location where the CLIN will be utilized. Lastly, an ordering history has been provided as attachment 12 which will show utilization and assist with pricing. Again, pricing will still be applied to all locations, or as specified in the CLIN/PWS.
The following questions are related to the PWS (Performance Work Statement) Attachment 3:
6a. Question: 1.7. MINIMUM TASK ORDER SERVICE CHARGE – CLIN N75000 What is the amount of the minimum task order?
6b. Answer: 2,000 Euro. See Attachment 10, FAR 52.216‐19. The PWS has been revised at 1.7.
MINIMUM TASK ORDER SERVICE CHARGE – CLIN N75000
(NOTE: Minimum task order amounts do not apply to Laboratory Analysis/Labels/Document Preparation/Reports/Containers/Special Services under CLINs N66000 through N68990 and CLINs N69200 and N69300)
7a. Question: 1.8. HOLIDAYS AND HOURS OF OPERATION: Are Monday and Friday possible to use for pickups or are they only travel days for DLA staff?
7b. Answer: The Contractor can schedule removals any day of the week with the exception being the holidays listed in 1.8.2. The services performed under this contract will not be performed during U.S. holidays and official national, state, or provincial public holidays in the
Host Nation.
8a. Question: 2.1.2. SHIPPING/DISPOSAL DOCUMENTATION
The PWS says under 2.1.2.2 that the contractor shall provide the COR with a draft of manifests at least five days in advance. Many countries, especially Poland, have no printed manifest. They are only visible web‐based after the pick‐up. Also, PWS 2.1.2.3 requires a manifest, but by host nations law another, only web‐based form, is required. Especially in Israel there is nothing like that. The disposal company is solely responsible when handing over the waste when the generator has less 50 tons hazardous waste per year. Will this be addressed?
8a. Answer: PWS will be revised to acknowledge many countries (e.g., Poland) have electronic manifesting systems and they are not created or available until day of the removal.
9a. Question: 2.2.3.2. LABELS: There is no line item with CLIN 66600 at the Attachment 1. We found labels with CLIN 69200, but the measurement 10 x 13,5 cm is very small. When we print all required information on them it would not be readable.
9a. Answer: PWS and Price Schedule will be revised to CLIN N69200 that required label size of
20cm x 27cm
10a Question: 2.2.3.4. The Contractor shall be required to provide all the containers at the
HWSA. Must the contractor deliver enough containers at its own expense?
10b. Answer: Yes, for all locations where required to provide all the containers at the (HWSA) and the HWAPs where the Contractor is required to provide containers in performance of providing management services. However, WMS for this contract do not require the Contractor to furnish containers at the HWSA or HWAP. Generators will purchase containers using the supply’s aspect of the awarded price schedule.
11a. Question: 2.2.4. UNITED STATES GOVERNMENT EQUIPMENT & PERSONNEL: Please explain which are the few exceptions.
11b. Answer: As stated in the PWS: With few exceptions, the U.S. Government will not furnish equipment or personnel to assist in the performance of this contract. Exceptions may include the use of U.S. Government‐owned loading equipment (Section 2.2.6 ‐ Loading) and U.S.
Government‐owned scales (Section 2.2.8 – Weighing of Items). However, in both cases, usage of such equipment is only permitted when authorized by the COR or the IEO and only if such equipment is available for use.
12a Question: 2.2.8. WEIGHING OF ITEMS: On other contracts it is to read, if the generator has already weighted the waste and the contactor agrees with this, it is not required to weight again in presents of a COR. In addition, there has been no COR during the HW pickups in case of the Covid Pandemic, except of Poland. This passus we miss in the PWS. At the most HWSA it is required to measure the weight when the waste turns in.
12b Answer: PWS 2.2.8.1 revised and 2.2.8.1.1. added:
2.2.8.1. The Contractor shall be responsible for providing at the pickup location all scales necessary to weigh containerized wastes and IBCs where U.S. Government scales are not available. The Contractor may utilize pallet‐jack scales, fork‐lift scales, tailgate lift scales or floor scales to weigh containers if the scale utilized is capable of weighing to the nearest kilogram and is properly maintained and calibrated IAW with manufacturer guidelines, industry standards and applicable regulations. For bulk wastes, the Contractor shall utilize either U.S.
Government owned and maintained truck scales (weighbridges) or offsite commercial truck scales (weighbridges) that are operable and accurate through certification or demonstration.
The use of commercial truck scales (weighbridges) is not authorized for containerized items and
IBCs.
2.2.8.1.1. If the U.S. Government has weighed the containers and weight is annotated on the container, turn in documents, and the Contactor agrees with the weight, the containers will not be reweighed in the presence of the COR. If the Contractor disputes the submitted weights those identified containers will be required to weighed in the presence of the COR or U.S.
Government designated representative.
13a Question: 2.2.15.1. EXPEDITED REMOVAL: The CLIN 63330 within 5 days is not possible in
Israel and Greece!
13b Answer: PWS revised to state Expedited removals will be not used in removals for Israel and Greece.
4.8 WASTE MANAGEMENT SERVICES – CLINs N62PD1 – N62PD4:
14a Question: At the four locations new waste collection points were built, just 20 by 20 meter with a roof and a fence around. What about electrical energy and are there required equipment such as scales, and pallet‐jacks?
14a Answer: EUCOM USAR Customer states electrical outlets and pallet‐jack are available.
14b Question: For reasons of occupational health and safety, what kind of office container should also be available. Does the contractor have to set it up or is it still being built?
14b Answer: EUCOM USAR Customer states there in no office spaces planned for construction.
15a Question: In 4.8.1.2.1 is to read, that the contractor must collect HW from HWAP and transfer to the HWSA. To perform this is a truck or van needed which is good for transport of
Dangerous Goods with a lift gate. This paragraph also includes onward transport to the final disposal facility. Are you sure that all this is part of the WMS?
The U/M for these CLIN’s is EA, one EA is one working day. It could be, that all these four locations order to the same time the service. That means that we must have four people and four vehicles at the same time.
15b Answer: U/M is EA whereas 1EA equals one standard 8‐hour workday. Although the U.S.
Government does not expect to have the requirement for WMS to be provided simultaneously at all four locations, the bidder should plan accordingly.
The unit of measure of EA for daily is correct, as the U.S. Government does not anticipate having WMS as a reoccurring monthly requirement at these locations, but rather as an “as needed”.
NOTE: Price Scheduled updated and N62PD1 – N62PD4 replaced with new numbering system of
N80WMS ‐N83WMS for WMS in Poland.
16a. Question: 7.5. CONTRACTOR ACCESS TO MILITARY INSTALLATIONS
Has it been ensured that the staff has access? We have had the experience several times that our foreign staff (residents of a NATO country and CAC holder) was prevented from entering without giving any reason.
16b. Answer: The Contractor should coordinate with the CORs and KO to obtain a CAC for the purpose of a means of identification as U.S. Government Contractor. NOTE: CAC issuance is not guarantee of access to any installation specifically NATO installations where the U.S.
Government is a tenant (e.g., Poland). Contractor must ensure timely submission of all installation access requirements prior to removals or requirement to access said installation.
