1. I would just like to confirm that there is no sort of waiver for the Qualified Facility List (QFL) / Qualified Transporter List (QTL) stipulation. Neither South Iraq nor Northern Iraq are on the above lists. This would mean exporting the Hazmat Material to either a Turkish or Kuwaiti Facility on the list. As well as utilizing Transporters from that list. Is that accurate?
A. The contractor will export the HW to a TSDF only if the country of generation does not have in country disposal facility as outlined in Article 4 Section 9 of the International transboundary agreement.
2. Based on our understanding, DLA intends to ship the waste outside of Iraq to an approved TSDR facility. Can you please confirm?
A. The contractor will export the HW to a TSDF only if the country of generation does not have in country disposal facility as outlined in Article 4 Section 9 of the International transboundary agreement.
3. Can DLA accept disposal of waste in a licensed facility in Iraq?
A. Yes, but the facility must be properly vetted and added to the DLA Disposition Services
Qualified Facilities List (QFL) prior to any removal.
