If the offeror elects to provide principal subcontractor past performance, the offeror shall provide the principal subcontractor’s consent allowing the Government to disclose negative past performance information to the offeror.
Please clarify, does this mean if we were a subcontractor to a Prime contractor (on a Government contract) and we received NEGATIVE past performance information and wanted that information relayed back to us from the Prime contractor, then we would need to send the prime contractor a consent letter to sign and send back with their questionnaire to the DLA buyer (to send to us the offeror)? Or should the letter be sent back directly to us (the offeror)?
Answer: The offeror (Prime) shall be required to provide consent from the subcontractor to the Government allowing the Government to disclose negative past performance information on the subcontractor to the offeror (Prime).

Answer: Typically, the waste will consist of NR03B5 and NR05B5.
20. Question: CLIN NR03 lists the Volume at 3,000,000 gallons. This number appears too potentially “Grossly” overestimated. Doing the rough estimates on this volume by a 5000 gal tanker estimates, put this volume at over 20 trucks per week on average?
Answer: The correct amount is 300,000 gallons per option.
(A) Is this remotely close? B) Does this waste have any special disposal requirements, (i.e. contaminated with any constituents that affect normal WWT and Disposal?
Answer: No
21. Question: CLINS NR91-NR93-NR94 under the Base Period are referenced as NOTE: * OPTION ONLY –AVIALABLE ONLY DURING OPTON PERIOD
Answer. Quantities under Base period should reflect zero for NR91-NR93 and NR94.
A) Question: If there is no intent to order any quantity of waste during this period then why is there volumes listed?
Answer: They were listed in error. There’s a AFFF contract in place that covers the base period.
B) Question: Shouldn’t the volumes be (0) for this period?
Answer: Correct, it should be zero (0).
22. Question: CLIN6318 – TOTE RETURN. This request for services leads to multiple questions.
(A) Can a TSDF return TOTEs without being Triple Rinsed and Pressure Tested?
Answer: They will need to be triple rinsed.
(B) What waste would be in these specific totes? This would need to be known in order to know what Facility the empties would be shipped to and returned from.
Answer: It may contain anything under the contract with B5.
(C) How many totes are expected to be returned at one given time? It’s very difficult to provide a reasonable price without a minimum quantity. This should be done by the SHIPMENT (1 each = one Shipment). This will take the guess work out of the volumes and allows for a reasonable price for both the customer and contractor.
Answer: The CLIN is for 1 each, it may have more than one shipped to the same facility.
23. Question: The current due date for this solicitation is on November 29, 2019. This date happens to fall on the day following after the Thanksgiving Holiday. This day is also a day that many companies offer as a floating Holiday to allow for a longer Holiday weekend. Also, many in our company take this whole week for vacation. Given this, the current due date essentially makes this an extremely short return on a proposal that requires a rather large amount of work to be done in what is a two week window. It is our position that this due should be extended through December 13.
Answer: Please refer to the answer to question 1.
24. Question: historically you have been using 6377AX for 55 GAL plastic drum liners, I assume this is a typo in the current price schedule?
6377AW
30 GAL plastic drum liner MIL.
6377AX
30 GAL plastic drum liner MIL.
Answer: Yes it’s a typo. Please refer to the revised price schedule that is an attachment to this amendment.
