Questions and Answers

1. Is the delivery order minimum applicable to an individual location or may multiple locations be listed on the same delivery order?

Response: Minimum TO charges will not apply to this contract, per Section 7.0(b)

1. Please consider adding a stop fee that would apply by location. The geographic areas are very large and the contractor could be traveling to multiple states to remove a few drums from each locations. It is not possible to estimate transportation per container or per lb. with all the potential variables in location and volume per stop.

Response: DLA understands that each of the three (3) multi-state regional contracts represent large geographic areas, and that transportation costs can vary widely between removal locations. Offerors are encouraged to consider such potential variability when providing pricing for disposal CLINs, which must include all transportation associated with removal and disposal of the subject waste.

1. Please provide a copy of any inventory by location that was used to develop the estimated quantities.

Response: The current estimated inventory is provided. Please keep in mind that these inventories were provided at the time of solicitation and are subject to change.

1. Please provide an excel copy of delivery order volumes shipped during the most recent one year period available for the 3 contracts that were held by Heritage

Response: See attached list of last ordering period quantities.

1. Please consider increasing the Delivery Order response time for waste removals. The material is non-hazardous and does not have the same regulatory removal requirements as a RCRA waste for a large generator. A longer response time would allow for more efficient transportation and lower costs to the government

Response: AFFF is regulated by some states. DLA’s customers have requested a 30-day removal time.

1. Please confirm that containers will be suitable for shipment and the contract will only have to supply Totes under the contract.

Response: Confirmed

1. Please confirm that it is acceptable to terminate the paperwork at a RCRA permitted TSDF prior to shipping the waste to the final RCRA Incineration facility.

Response: Confirmed. However, all work under this contract, including submittal of all required reports and final disposal documentation shall be completed and submitted to the KO within 270 calendar days after issuance of each written TO, per 7.0(d).

1. Will the contractor be required to drain AFFF material from tanks or fire suppression systems into totes or will the government transfer the material into totes?

Response: The Contractor may be required to pump/vacuum bulk liquids from totes and/or storage tanks, some of which may be connected to fire suppression systems. The Contractor will not be required to pump/vacuum other equipment for the purpose of draining/purging the equipment, e.g., fire trucks, sprinkler systems, etc.

1. Due to the foaming nature of AFFF, pumping into vacuum tankers of bulk concentrate is problematic. Will bulk concentrate be shipped only in totes?

Response: No. Bulk concentrate and rinsate may be turned in and removed via totes or by vacuum truck or tanker. The Contractor may choose to utilize a demulsifying agent to facilitate transfer of the liquids for transport.

1. Please provide a list of generators by region.

Response: This may be found in the provided inventory.

1. Does DLA have information on who the generators of the AFFF are and what the quantities are at the generator’s location?

Response: The current estimated inventory is provided. Please keep in mind that these inventories were provided at the time of solicitation and are subject to change.

1. Are the generator’s mandated to use the DLA contract once issued?

Response: No.

1. Can the generators use services outside of the DLA contract for the disposal of AFFF?

Response: Yes.

1. If DLA cannot provide information to assist potential bidders with the locations and quantities that can be expected, will DLA consider modifying the bid schedule to include a CLIN for transportation costs? Presently, a prospective bidder has now way to mitigate any risk whatsoever.

Response: The current estimated inventory is provided. Please keep in mind that these inventories were provided at the time of solicitation and are subject to change.

1. Do you have a list of the locations that may utilize this contract? (western region)

Response: Refer to the inventory as a guideline for current locations and quantities, subject to change.

1. Can you identify which locations may require roll-off bins?

Response: There are currently approximately 660K Lbs of bulk solids in storage, pending contract award. Most of the estimated bulk solids quantities are project/event-based quantities not yet identified by the MILSVCS.

1. Can you identify which locations may require tanker/vacuum trucks?

Response: Refer to the inventory as a guideline for current locations and quantities, subject to change.

1. Since the waste is Non-RCRA/Non-hazardous would it be possible to commingle AFFF from more than one location into a tanker/vacuum truck?

Response: Refer to Section 1.2.12.a of the PWS.

1. Is there any way you can apply estimated quantities to the generators as well?” (asked but not addressed)

Response: Refer to the inventory as a guideline for current locations and quantities, subject to change.

1. Is it possible to provide estimated quantities by military base (most desirable) or at least by State in lieu of by region? The transportation cost varies tremendously across these broad geographic regions, and more detailed information is needed in order to price accurately.

Response: Refer to the inventory as a guideline for current locations and quantities, subject to change.

1. For CLIN’s NR94B5 and NR 93B5 can the pricing for the totes be separated from the pricing for bulk liquids? These two items have vastly different cost basis and cannot be accurately priced as a single item. At the very least can you provide the % of the volume of each estimated quantity you anticipate shipping in totes vs. shipping in bulk?

Response: Generators were only able to provide DLA with estimated bulk gallons of concentrate (NR93B5) and rinsate (NR94B5) in tanks. DLA then derived the quantities of totes based on these estimated volumes. An estimation of totes being turned in for disposal could be derived from the quantities being purchased under the contract (CLIN 6314TP+6314TQ+6314TR).
