Amendment 0001
1. The purpose of this modification is to answer offeror questions and to make the following corrections.
A. The Submission Date has been extended to Oct 7, 2016 at 4:00pm Eastern time.
Q. If we are submitting a Federal contract as a Past Performance reference where they have an existing review already in CPARS…do they need to complete the Part 4A questionnaire or can the Government just look at the existing CPARS?
(A): Please provide the Part 4A questionnaire.
Q. On page 1, Note #4 it states that the” Generators are responsible for ensuring their containerized wastes sent for disposal via this contract are in DOT shippable packaging” while Section 6.3 (Packaging, Marking and Labeling) says “the contractor shall package, mark, label and placard all items in such a manner that all …DOT regulations are met”. I would just like to confirm that unless a service CLIN is ordered for the contractor to perform packaging services (i.e. Packaging for Compliance), all waste will be in DOT shippable condition when placed on a task order.
(A): That is correct.
Q. Does a subcontracting plan need to be submitted with the bid?
(A): Yes
Q. Clause 3.10 on page 46 in the solicitation talks about trace explosives but mentions no CLINs or line items they would fall under?
(A): These are in the HyBrid Schedule.
Q. What line items in the price schedule do the trace explosives fall under?
(A): There are approximately eight (8) waste streams/profiles that will be turned in under the HYBRID BID schedule.
Q. What are the trace explosives that area present and what concentration ranges?
(A): Generator will provide that information each time this waste is offered for disposal.
Q. What location(s) generate the trace explosives?
(A): R&D Facility Stumpneck may be one or two other R&D facilities also.
Q. Please confirm the below CLIN should be priced as one each equals 25 pails. Does the bid line item below represent a total of 20 X 25 pails for 500 pails total. I saw several supply lines that had this type of terminology.
Provide container, 5 GL, UN 1H2/Y30/S open screw-top plastic pail with locking lid, new. (1EA = Qty 25) 6312C3 Each 20
(A): When the Generator orders CLIN 6312C3 1EA the Contractor will provide a lot of 25 containers.
Q. On CLIN 6373 there is no estimated qty. Can this be updated?
(A): Estimated qty should be 10 per period.
Q. On CLIN NR01B6, why is this in cubic yards when the industry standard in this area for disposal is in per pound or per ton?
(A): Pricing on this contract is by container size, not weight. There was a Generator that provided their estimated container size to be in CY.
Q. On CLIN NR99B6, why cubic yard if we are pricing by the pound?
(A): Generator intends to pack and ship uniforms in CY boxes.
Q. CLIN 6502 on the CLIN list states operate 90-Day or CSF, but in clause, it states nothing about the 90-sites or CSFs. Please advise whether or not that the management of 90-day sites or CSF’s will be included in this CLIN.
(A): May include but is not limited to what is written in the standard description. These are examples of things that may or may not be done under this CLIN 6502.
Q. CLIN RE08 is very confusing. There is no data on the history showing that any Dental Amalgams have been shipped. Please advise if this is a real estimate.
(A): This is what was estimated and provided by 5 separate Generators. Dental Amalgams are currently disposed of using CLIN 9401.
Q. Will lab packing services CLINs be used in conjunction with 6502?
(A): No. Lap packing CLINs are 6321, 6322 and 6323 on this BID schedule.
Q. Please elaborate on CLIN RE14, there is no clause explaining what this clause and the requirements are for this material.3
(A): These are any lead articles or spent munitions that qualify for recovery/recycling.
Q. What is the difference between NR01, RE15 and PC07 when it pertains to Non-PCB items.
(A): NR01 allows for the direct landfill of Non-PCB ballasts, capacitors and drained and dry non-PCB transformers and related equipment.
RE15 is for the recycling of Non-PCB ballasts, capacitors and drained and dry non-PCB transformers and related equipment.
PC07 is Oil-filled transformers, 1-49 ppm PCBs. PC07 is not a Non-PCB CLIN.
Q. On page 6 of the subject solicitation in section 1, the document states “While operating on a DOD facility, the Contractor may be required to use forklifts. Contractor operated forklifts must meet the specifications listed in the applicable permit.”
In order to price our offer correctly, please provide a list of DOD facilities that will require the contractor to provide a forklift, and the type of forklift required by each of these locations permits. The cost for different types of forklifts varies greatly.
(A): Unless otherwise specified in Section the Contractor will be required to provide the forklift at every location on the solicitation.
Q. In reviewing the price sheet more carefully, there is a CLIN for LP12B5. This would be a lab pack that is a “bulk waste”. Is this supposed to be LP12C5 for labpack in a 55-95 gallon drum? It seems like a simple typo to me.
(A): Generator stated they would be disposing of U-Listed Chemotherapy waste in a tote, which is considered bulk liquid. Thus assigning it with the B5 suffix.
Q. Please clarify Clause 3.12 on page 46. Please provide examples of the types of items that would fall under the pressurized for use containers that are not compressed gas cylinders? What line items in the bid schedule would these fall under?
(A): The item at NSA was Tetraethyl Silicate. It looks like it might go out as either FL07 or LP03.
The items at Adelphi were Trimethylaluminum, Tetrakis (Dimethylamido) Titanium (IV), and Tris(Diethylamido)(Tert Butylimido) Niobium (V). It looks like these would go out as RX10.
