Amendment No. 0002

1. The purpose of this amendment is to answer offeror questions:

1) The reverse auction process is listed on page 4. Will this process be utilized for this contract? How does it work with an IDIQ contract? Once the task order is issued, is there going to be a reverse auction for each order? Will the reverse auction take place as part of the initial award?

The reverse auction will take place as part of the initial award. It will be utilized as part of an offeror’s FPR (final proposal revision).

2) Will this contract be awarded to one company or will there be multiple companies awarded contracts? There will be a single award.

3) Incumbent? Who is the current incumbent? What was the award amount?

That information is available on our website at https://www.dispositionservices.dla.mil/hazmat/servlet/Main

4) Was the previous contract award procured in a similar manner?

Yes it was

5) If this is a best value evaluation, why use the reverse auction process?

Reverse auction can be utilized in a best value decision. The goal of the reverse auction is to get the best possible pricing for the military customer. That doesn’t necessarily mean that the lowest price is the best value.

6) Page 76 lists contract maximum and minimums. What is the estimated value of this period?

I am not able to reveal the government estimate

7) Does the offeror need to complete all parts PPI 1-5?

No, only the parts that are applicable to your offer

8) Manifest Tracking Log – is any action required for the proposal submission? Or is it just noted that this must be required with the execution of the contract?

Just noted that this must be required with the execution of the contract

9) Certificate of Recycling – is any action required for the proposal submission? Or is it just noted that this must be required with the execution of the contract?

Just noted that this must be required with the execution of the contract

10) Disclosure of Lobbying Activities: Can’t open the document. Is anything required for the proposal submission?

No action required

11) Hazardous Waste Disposal Sheet – Is any action required for the proposal submission?

No action required

12) Acceptable Performance Levels – is any action required for the proposal submission?

No action required

13) Page 72, Format states that Volume I, Volume II, and Volume III will be required to submit. There isn’t any information on Volume III. What should be included in this section?

Please disregard the reference to Volume III

14) Please clarify the Past Performance section. We understand that Sections 1 & 3 must be completed. What about the other sections? How do we know if we need to submit these forms?

Section 2 must be completed if you are submitting a principal subcontractor for evaluation or key personnel in your company. Section 4 is report cards for your customers to fill out and submit to the government about your firm’s performance on current work. Section 5 is related to Section 2. If you are using a principal subcontractor for evaluation, they need to grant permission.

15) Can we submit more than five references?

Yes, you may, but the five most relevant references is generally more than enough info.

16) If we need to have our references complete the evaluation form, do we have them send it directly to the CO or can they be submitted by the offeror?

Sent directly to the CO

Amendment No. 0002

17) We have reviewed all for the documentation. It appears that we must submit pricing, SF1449, and past performance. Is there a section to submit company history, overview of services, staff, etc.? Or is this not required for the proposal?

It is not required, but you are welcome to submit

18) Page 69, Contractor Representative, asks that a contact be provided on a 24 hour basis. Is there also a requirement regarding how many hours/days the contractor must provide service in the event of a spill?

Yes, that info is available in the PWS
