9A. AMENDMENT OF SOLICITATION NO.
9B. DATED (SEE ITEM 11)
13. THIS APPLIES ONLY TO MODIFICATIONS OF CONTRACTS/ORDERS.
IT MODIFIES THE CONTRACT/ORDER NO. AS DESCRIBED IN ITEM 14.
CONTINUED ON NEXT PAGE
1. THE PURPOSE OF THIS AMENDMENT IS TO ANSWER THE FOLLOWING QUESTIONS:
A. QUESTION: Why do roll-offs have to have outside rails? Is PSNS open to using roll-offs with inside rails?
RESPONSE: The roll-offs are generally delivered to a staging area. NAVFAC will transport them to locations as needed. The outside rails are required to be consistent with the NABFAC truck.
B. QUESTION: In reviewing disposal details, it appears that some of the bulk CLINs are managed in small volumes. Please clarify minimum number of pounds that may be ordered under the -06 CLINs?
RESPONSE: Volumes of various waste streams fluctuate, depending on the workload at the PSNS and the Intermediate Maintenance Facility (IMF). Some shipments may have a small volume and some shipments may have a large volume.
C. QUESTION: What is the anticipated percentage of small containers on the contract? Section 1.2.9 discusses the use of -01 CLINs yet there are no -01 CLINs on the schedule. Will small container CLINs be added to the contract to be consistent with Clause 1.2.9?
RESPONSE: There is only one small container CLIN – 9701PI (See revised schedule.) No additional CLINs are anticipated.
D. QUESTION: What is anticipated timeframe from proposal submittal to contract award?
RESPONSE: Anticipated award date is prior to December 15, 2012.
E. QUESTION: What is the anticipated contract start date?
RESPONSE: See Solicitation Page 73.
F. QUESTION: When multiple orders are issued, can they be handled during a single pick-up?
RESPONSE: It is the contractor’s responsibility to schedule pick-up dates, in coordination with the COR/COTR. Nothing in the contract prohibits picking up more than one task order on the same shipment.
G. QUESTION: Upon contract award, is it possible to get electronic database of profiles in order to facilitate input and issuance of profiles?
RESPONSE: The Government will provide copies of all waste generator profiles as soon after award as possible.
H. QUESTION: Can batteries be managed as universal waste? If so, would appropriate CLINs with –U be added?
RESPONSE: Universal waste CLINs are already on the schedule. PSNS recently started managing several waste streams as universal waste and are phasing it in on a shop-by-shop basis. Therefore it is anticipated that the universal waste CLINs will be ordered in future. Additionally, it is the generator’s decision on whether to manage specific waste as hazardous or universal waste. Several thing factor into the decision – storage capacity, storage time frames, and disposal costs.
I. QUESTION: If reverse auction is utilized, will it be required to adjust individual CLINs or just overall cost per contract period.
RESPONSE: When the reverse auction is conducted, it will contain some individual CLINs for pricing and some “buckets” of similar CLINs. Additional guidance will be provided to offerors in the competitive range prior to the auction being conducted.

J. QUESTION: CLIN 9206-Bulk liquids: do you know off-hand if this is shipped on bulk tankers or tote tanks?
RESPONSE: Both tanks and totes have been used in the past.
K. QUESTION: Can you tell me what the predominate waste stream is under 9802? Also 9804?
RESPONSE: Please refer to the ERS Reports provided as attachment to this solicitation.
L. QUESTION: Under non-hazardous CLINs, can you tell me what is the predominate waste stream under 9902?
What about 9906?
RESPONSE: Please to refer to attached ERS Reports.
M. QUESTION: Typically, how much do the bulk liquids (9906) weigh?
RESPONSE: Please refer to attached ERS reports.
N. QUESTION: Can we please have the base profile for 9304 Item 320-0004 – “320-0004, UN3132, WASTE WATER-REACTIVE SOLID, FLAMMABLE, N.O.S., 4.3,(4.1), II, D001, D003, ASH/DUST/SLAG, AMADA/PLASMA ARC
CUTTE/CUTTING”?
RESPONSE: See attached profile.
O. QUESTION: Would the Government consider adding the 10-day expedite HIN back to the contract and adjust the pick-up timeframes back to 21 days?
RESPONSE: Puget Sound Naval Shipyard requested that the removal timeframe be revised from 14 days on the current contract to 10 days for this requirement, due to limited storage space compared to the volume of waste and to eliminate the need for the high number of expedites on previous contracts.
P. QUESTION: 1.1.2.a – How often does PSNS elect to prepare their own manifests?
RESPONSE: PSNS and IMF does reserve the right to prepare their own manifests, but typically, they provide a draft manifest to assist the contractor in preparation of the final manifest.
Q. QUESTION: 1.2.9- Is it the Government’s intent to add -01 CLINs to this contract?
RESPONSE: It is not anticipated that small container CLINs will be used, except for non-viable pharmaceutical waste.
R. QUESTION: 2.2.d – To ensure that the certificate of recycling contains the PSNS barcode information, at what point will the contractor be provided with the PSNS label barcode? Is it included on the 1155? Will 6503 be ordered for recycle items or is this outside the scope of that CLIN?
RESPONSE: CLIN 6503 will only be ordered when the generator requires a certificate of destruction for line items/HIN don’t already have a mandatory requirement for certificate of destruction/recycling (e.g. - PCBs, 9902AF). PSNS barcode numbers are included on the DD Form 1155.
S. QUESTION: 3.8 – 6335BW: Does the generator have an estimated range of cyanide contamination in the ballast water?
RESPONSE: 6335BW is part of a contingency plan. While not planned, it is feasible that some vessels undergoing services at PSNS and IMF might require removal of contaminated ballast water (see below). The quantity could be a little as a few thousand gallons or as high as 100,000 gallons. The inorganic

contaminants are not from an electroplating or cleaning process, nor were the organic constituents used as solvents, but are simply contaminants. Anticipated contaminants and ranges are:
Cyanide: 3-20 milligrams/liter Arsenic: <.005 milligrams/liter Barium: <1.0 milligrams/liter Cadmium: 0.1-2 milligrams/liter Chromium: <.05 milligrams/liter Copper: 0.5-2 milligrams/liter Lead: 0.4-3.4 milligrams/liter Mercury: <0.0006 milligrams/liter Nickel: 0.1-1.2 milligrams/liter Silver: <0.03 milligrams/liter 1,1,1 Trichloroethane: 9-507 micrograms/liter Benzene: 175-321 micrograms/liter Toluene: 33-90 micrograms/liter
T. QUESTION: As per the ERS data provided, the estimated quantities for several lines – 9104, 9206, 9207, 9304BA, 9404, 9404FT, 9404PP, 9406, 9406BP, 9407AP, 9502, 9504, 9534, 9536, 9537, 9800UA, 9800UB, 9800UC, 9800UD, 9800UG, 9800UH, 9800UL, 9800UM, 9800UN, 9800UU, 9800UZ, 9802, 9802AF - are grossly overestimated.
Please review. This will result in unbalanced pricing if not corrected.
RESPONSE: Many of the waste streams and the quantities are determined by the workload at the time, such as scheduled maintenance on an aircraft carrier or a submarine. The shipyard also receives older vessels for dismantling and decommissioning. Each vessel presents different waste streams and volumes. Some wastestreams (e.g. 9406BP) are seen infrequently, but the installation needs to insure they are on the contract when the need arises.
U. QUESTION: Why are universal waste batteries managed under 9404?
RESPONSE: See the response to Question “H”.
V. QUESTION: Does PSNS own any of their own rolloff boxes?
RESPONSE: PSNS does own a few roll-offs, but they aren’t used for hazardous waste. They are only used for non-hazardous waste destined for local landfill.
