About this file

This is Amendment 0002 to solicitation SP3300-26-Q-5007, issued by the Defense Logistics Agency (DLA) Distribution on April 15, 2026. The amendment extends the quote submission deadline to April 24, 2026, and provides answers to 40 contractor questions regarding the manufacturing and delivery of wooden shipping crates.

The solicitation requires contractors to manufacture three standardized crate sizes that must meet ASTM B660 specifications. Crates must be fully assembled, constructed with double-walled weather-resistant fiberboard lids and lumber components meeting ISPM-15 heat treatment standards for international shipment to Japan. All lumber placed on the exterior must have smooth surfaces to permit legible marking. Key construction details include 1x4 cleats as bases, 1x12 length boards, and 3/4" plywood interior reinforcements acceptable for lid securing. The government will not provide training, technical drawings, or sample delivery orders, though contractors must submit sample crates to DDOO within 30 days of award for approval. Delivery is required within 30 days of order issuance. Crates will be priced per unit (each), with FOB Destination terms requiring vendors to include all shipping costs in their pricing. The government cannot estimate volume distributions by location and will not provide estimated usage percentages, leaving contractors to assume worst-case freight scenarios. Monthly ordering is limited to 250 total crates across all three sizes (maximum 120 units of 36" and 48" sizes, 80 units of 60" size every 30 days). All shipments must include ISPM-15 certification stamps, and no labeling is applied at the manufacturing stage.

Amendment 0002

1. The purpose of this amendment is to provide changes to SP330026Q5007.

2. Provide Answers to the following questions:

a. Is there a required thickness on the fiberboard top? Fiberboard thickness has increments of thickness available which obviously can affect pricing. This is the one thing in the build pictures that is facing directly at the photographer and doesn’t show an edge with potential thickness.

ANSWER:

Fiberboard needs to be DW and weather resistant. It also came to my attention that when our box shop builds these crates they both glue and tack the fiberboard into place on the lid.

b. Does the customer want the crates to be assembled?

ANSWER:

Yes

c. Would you please indicate what percentage of the QTY stated for clin 001, clin 002, and clin 003 will be shipping to each destination.

We cannot estimate what percentage would be going to each location

d. Will DLA expect the units manufactured under future contract be similar in design/material to pictures of sample you have posted or as long they meet the specification ASTM B660?

Crates will have to meet ASTM B660 standards.

e. Due to destination being so far apart, will DLA place the delivery order based on truck load for each cline or combination of clines?

Orders are usually made to have full truckloads.

f. Clin 0003: The overall outside length of this item will be around 148" therefore we cannot load 40 units on a flatbed which is usually 48' long.

The width of the flatbeds that are usually used would only fit 30 units. The Government typically receives a combination to fit the flatbeds.

g. Will contractors require to submit a sample for approval after receiving the award?

h. Which destination will inspect and approve the sample?

DDOO

i. The amendment mentions ASTM B660-23, Figure S1.2 as the spec for how these containers need to be built. Does DLA have any drawings or a technical data package they can share for the three sizes? We want to make sure we're building them exactly to spec, especially since there's a sample requirement within 15 days of award.

ANSWER:

The ASTM B660 figures would have to be followed. The cutting list should be an accurate list of all components sizes and the numbers of each component and our box shop is an example, which has been attached. It shows the cut list used to build the 36x144 crate.

j. Looking at the photos it looks like each crate is a two-piece setup, a tray and a cap that slide over it. Is that correct for all three sizes?

k. Do the lumber components need to be ISPM-15 heat treated since these are eventually going to Japan?

ANSWER:

All lumber used will need to meet ISPM-15 standards, note that one side of lumber, placed on the outside of boxes needs to be smooth to permit legible marking, stenciling or printing.

l. Will complete schematics and specifications be provided for each crate, including detailed construction requirements and wood material standards? Are specific wood specifications (e.g., kiln-dried, heat-treated, grade requirements) included with each work request?

Complete schematics can be found and the standard ASTM B660-23.

m. Will crate requests include applicable domestic and/or international shipping identifiers to ensure compliance with all regulations and proper billing classification?

ANSWER:

Vendor is responsible for following contract terms and conditions as it relates to the shipping and billing.

n. Are there required markings, stamps, or certifications (e.g., ISPM-15, kiln-dried stamps) that must be applied to each crate prior to shipment?

Yes, they need the ISPM-15 stamp

o. Will detailed labeling and documentation templates be provided for printing and placement on each crate?

There is no labeling on the crates when shipped to DDOO

p. Will there be an expected load capacity or weight rating included in each request to ensure proper structural design?

ANSWER:

No, The ASTM does state that the Gross Weight of the crate should not exceed 500 pounds.

q. Are crate dimensions limited to the three standard sizes referenced in the contract, or should additional/custom sizes be anticipated?

The dimensions are limited to the three sizes referenced in the solicitation.

r. Is there a standard formula or pricing structure (e.g., cubic feet calculation) used for estimating and billing purposes?

ANSWER: Unit of Issue will be each (EA)

s. Can you provide a sample work order or request to better understand the required terminology, documentation, and scope expectations?

ANSWER: No we cannot provide a sample delivery order as it contains pricing of the current contract holder.

t. Will contractors be responsible for packing items into the crates, or is the scope limited strictly to crate construction?

ANSWER:

Crate construction

u. What is the typical order volume, and how many units may be requested per order?

ANSWER:

Can only order 120 every 30 days of the 36” and 48” and 80 of the 60”; can only order 250 total a month between the 3 sizes; this was what our constrictions were before with anywhere from 40-120 of the 36” and 48” ordered monthly and 10-30 of 60” ordered monthly.

v. Is there an initial trial period or onboarding phase for new contractors?

ANSWER: Contractor will be required to provide a sample within 30 days, delivered to DDOO.

w. Will training be provided regarding construction standards, compliance requirements, and administrative processes?

ANSWER:

No

x. Are there preferred or approved shipping carriers that offer government rates or discounts?

ANSWER:

No.

y. What factors influenced the decision to source contractors in Oklahoma versus locations closer to shipment destinations?

ANSWER: We are not sourcing contractors located in Oklahoma, that is just where the current Contract provides the items is sent too.

z. Could we please get the specifications of the corrugated sheet on the lid? Type of corrugated material, thickness, water resistant, etc.?

Weather resistant double walled fiberboard. Please reference ASTM D 4727 DW.

aa. Can the corrugated sheathing for the lid be 2 pieces as long as the joint is centered on one of the 1x4 cleats?

ANSWER:

Yes, if joint is supported on both sides, top and bottom.

ab. Inside the lid there are 3/4" pieces used to help secure the corrugate; is it acceptable to use 3/4" plywood pieces for this? If not, could you please provide the width of these pieces (1x3, etc.)?

ac.) We can see from the photos that most of the base cleats are 1x4 pieces, but the 2 lead boards appear to be wider. Could you please provide the nominal measurements of these boards (1x6, 1x8, etc.)?

The length boards are 1x12 and the cleats are usually 1x4.

ad). For the portion where the forks are, could you please provide the dimensions of these boards? The thickness appears to be 1/2", which is less thick than a 1x board. Is it acceptable to use the same width in 1/2" ply for these pieces?

They use 1x12 boards.

ae) Since you are asking for delivered pricing, is there a way you can provide us estimated volumes for each location? The difference in freight to PA is vastly different than CA, so if we do not know an estimated mix of shipment locations, we will need to plan for worst case freight situation. Could you please provide estimated usage by location so we can adjust our pricing accordingly?

ANSWER: DLA Distribution does not have estimated volumes for each location.

af. Since volumes by location are not provided, could the government change the solicitation to FOB origin so we as the manufacturers (and small businesses) do not have to bear the burden of the risk involved with the shipment locations?

ANSWER: All shipments will need to be FOB Destination.

ag. What factors influenced the decision to source contractors in Oklahoma versus locations closer to shipment destinations?

The current contract was specific to DDOO and the other sites were added on.

ah. Will training be provided regarding construction standards, compliance requirements, and administrative processes?

ANSWER:

No, the government will not provide any training.

ai. What is the typical order volume, and how many units may be requested per order?

ANSWER:

We are unable to determine an estimated amount per location, per order.

aj. Can you provide a sample work order or request to better understand the required terminology, documentation, and scope expectations?

ANSWER:

A delivery will be issued with a quantity of the requested item and the vendor will need to furnished each item within 30 days to the final destination.

ak. Is there a standard formula or pricing structure (e.g., cubic feet calculation) used for estimating and billing purposes?

Containers unit are each, pricing would be per container.

al. Due to destination being so far apart, will DLA place the delivery order based on truck load for each clin or combination of clins?

ANSWER:

Delivery Orders could be for a single CLIN or combination.

am).Since you are asking for delivered pricing, is there a way you can provide us estimated volumes for each location? The difference in freight to PA is vastly different than CA, so if we do not know an estimated mix of shipment locations, we will need to plan for worst case freight situation. Could you please provide estimated usage by location so we can adjust our pricing accordingly?

ANSWER:

We are unable to determine the estimated volumes for each location.

an) Since volumes by location are not provided, could the government change the solicitation to FOB origin so we as the manufacturers (and small businesses) do not have to bear the burden of the risk involved with shipment locations?

ANSWER:

No, all shipments will be FOB Destination, vendors should factor in any shipping cost into the price of the containers.

3. The date of the quotes has been extended to April 24, 2026.

4. All other terms and conditions remain unchanged and in full force and effect.
