About this file
This is Amendment 0001 to Solicitation SP330026Q5007, issued by Defense Logistics Agency (DLA) Distribution on March 26, 2026, modifying the original solicitation dated March 18, 2026. The amendment updates the Schedule of Supplies and provides clarifications and answers to contractor questions regarding the wooden shipping containers requirement.
The solicitation requires contractors to fabricate and deliver wooden shipping containers in three sizes (36", 48", and 60" widths) in accordance with ASTM B660-23 standards. Containers may be constructed from plywood or paper-overlaid veneer (fiberboard sheets), with specifications detailed in attached technical documentation and figures. Contractors must submit one sample of each container type within 15 calendar days of contract award to DLA Distribution Oklahoma City for approval, with government notification of acceptability within 10 days; unacceptable samples must be corrected at contractor expense, and the government reserves termination rights if acceptable samples cannot be provided. Delivery is FOB Destination with a 30-day lead time from order date. Primary shipment destination is Defense Distribution San Joaquin (DDJC) in Tracy, California, which serves as a transshipment point to SB3180 DLA Distribution in Okinawa, Japan; however, contractors located overseas may deliver directly to the final destination if FOB Destination requirements are met. Typical truck-load quantities are 40-80 units for 36" and 48" widths and 10-20 units for 60" widths. The amendment clarifies that winged pallet requirements have been removed, plastic banding may substitute for steel if it provides sufficient tensile strength, and MIL-STD-129R labeling standards apply to personnel packing for shipment. The amendment also confirms that 30-day delivery lead times apply per delivery order for each CLIN, single delivery orders may be fulfilled across multiple shipments, and new entrants without past performance will be rated as "unknown" and determined acceptable.

1. The purpose of this amendment is to provide changes to SP330026Q5007. Comment by Smith, Erik J CIV DLA DISTRIBUTION (USA): #2 should be your to update your schedule of supplies. You don’t reference attachment for the schedule of supplies anywhere.
2. Update Schedule of Supplies See attachment 1. Ensure all items are completed.
3. Provide Answers to the following questions:
a. Section 4 Packing talks about marked in accordance with MIL-STD-129R Will these labels be provided?
ANSWER: Mil-Std 129 applies to the personnel packing the crate for shipment. It shows how the labels are placed. Will these labels be provided? No
b. Are we responsible for shipping the crates to Japan or will one of the locations in California ship them to Japan?
ANSWER:
Contractors will Ship-to: Defense Distribution San Joaquin, CA (DDJC), and Mark For: SB3180 DLA Distribution DDYJ -OK, DDJC will ship to DDYJ.
c. Can the bands be plastic instead of steel?
ANSWER:
For the banding. The crate will be empty coming in. So long as the plastic banding has the tinsel strength to hold the cap to the crate its fine. If we were talking about banding units together, then the steel needs to be utilized to prevent breaking under pressure.
The contractor can test the plastic banding on site for up to 5 pieces to ensure it holds. Again, they will need to use one with high enough tinsel strength not to snap under pressure and movement.
d. Can you please ask the customer to send pictures and specs of the 48"x40" wing pallets they want the crates shipped on.
ANSWER:
Per DDOO: Winged Pallet requirement has been removed.
e. Can you please ask the customer to send good pictures of the front, side, back, top, and bottom of all the crates they want.
Pictures are attached All crates are built the same, except for the width. The gentlemen who work with the crates daily wanted to remind us that the inside measurements need have the ½” (e.i.36 ½”x144 ½”) added to it.All specs are sited in ASTM-B-660-23 Figure S1.2 and can be purchased from ASTM.
f. Can you please ask the customer to send pictures and specs of the 48"x40" wing pallets they want the crates shipped on.
ANSWER: Winged Pallets have been removed as a requirement
g. The solicitation states FOB Destination and directs large shipments to Okinawa, Japan through DLA Distribution San Joaquin (Tracy, CA) as a transshipment point. Does the contractor's freight obligation end at the Tracy, CA facility, or does the unit price need to include ANSWER: Yes, the contractor’s obligation ends when they arrive at the DLA Distribution San Joaquin (DDJC)
h. What is the required delivery lead time (days ARO) per delivery order for each CLIN?
ANSWER: 30 days from date of order
i. May a single delivery order be fulfilled across multiple shipments, or must each order ship complete?
ANSWER: Yes
j. The description references "ASTM B660, most recent version (modified)." Can the government provide specific modifications or deviations from the standard that apply to this solicitation? An engineering drawing or technical data package for each CLIN would also be greatly appreciated.
Answer: Per the Supplies Requirement Specifications Document, 2.0 A, The Contractor shall provide shipping containers fabricated in accordance with American Society for Testing Materials ASTM-B-660-23 (last updated in 2023) as designated in the attached Supplies Item List – Wooden Shipping Containers.

ANSWER: Answers are provided in the ASTM guidelines, but otherwise you would need to refer to the pictures. “Paper overlaid veneer” are fiberboard sheets. Since they are so long, as for the order quantities, we usually can get the following per truck load.
36” 40 to 80 EA 48” 40 to 80 EA 60” 10 to 20 EA

D. If the Contractor cannot provide acceptable samples, the Government reserves the right to terminate the contract award and either issue an award to the next lowest offeror or resolicit the requirement.
E. The Government reserves the right to waive the sample requirement in writing, at its own discretion.
s. Will this be delivered to 2 different locations?
ANSWER: Please refer to the Combined Synopsis Solicitation:
3.4 DELIVERY INFORMATION
t. Are these deliveries all over 70 lbs?
ANSWER: Yes
u. Direct Shipment to Okinawa (SB3180): The solicitation provides shipping instructions for OCONUS (Okinawa, JP) via a transshipment point (CCP) in San Joaquin, CA. Given our strategic location in South Korea, we can offer more cost-effective and faster direct delivery to Camp Kinser, Okinawa. Is the Government open to receiving shipments directly at the destination (FOB Destination) from an overseas location, provided all customs and marking requirements are met?
ANSWER: Yes, given that your location is OCONUS it would be more cost effective to deliver direct versus using the CCP
v. Economic Price Adjustment (EPA) Index: The solicitation incorporates FAR 52.216-2. To ensure a realistic and reasonable quote for the 5-year ordering period, could the Government specify the exact Bureau of Labor Statistics (BLS) Producer Price Index (PPI) or the specific "market price" source that will be used to trigger price adjustments.
ANSWER: Site used for EPA Index is https://fred.stlouisfed.org/series/PCU321920321920M
