Laboratory Field Sampling, Testing, and Analysis Schedule

This document is a Laboratory Field Sampling, Testing, and Analysis Schedule for water sampling, testing, and analysis services at DLA Distribution San Joaquin, California. The schedule outlines on-call services conducted throughout all performance periods for five primary monitoring programs with specific testing protocols, methods, and collection locations.

The Water Supply Well Resampling Program requires total and fecal coliform testing using SM 9221 B,C,E methodology on grab samples from government water wells. Upon detection of positive results, resampling must occur within 24 hours, consisting of five samples taken at intervals of immediate, 30 seconds, 1 minute, 5 minutes, and between 15-30 minutes, with repeat sample sets required until two consecutive sets show no coliform detection. The Distribution System Resampling Program tests for total coliform organisms at government-designated locations using the same methodology, with repeat sampling consisting of three samples collected from the positive location and upstream and downstream service connections. The Disinfection Verification Program requires total coliform testing with sample pickup within 4 business hours, with results reported via email to the Environmental Protection Office. The Sludge Monitoring Program, collected by the contractor from sludge bins at the wastewater plant, includes testing for acid/base-neutral organics and 18 metals using EPA methods 8270C and 6010B, with constituents measured in mg/L or mg/kg and moisture content in percent. The Storm Water Monitoring Program requires 27 constituents tested at the storm water collection system inlet and discharge pumping station, including metals, organics, physical parameters, and petroleum hydrocarbons, with initial sampling at the beginning of the first significant storm event (greater than 0.5 inches precipitation) and subsequent sampling as determined by the Contracting Officer Representative (COR). All sampling processes must comply with Title 22, Chapter 15, Article 3 of California Code of Regulations, with the contractor providing labeled containers and notifying the COR within 24 hours of any positive coliform detections.
