This is Amendment 0002 to a Defense Logistics Agency (DLA) Distribution solicitation for gel pack refrigerants. The amendment extends the offer submission deadline to August 24, 2026, at 2:00 PM EDT. DLA Distribution Acquisition Operations (J7), located in New Cumberland, Pennsylvania, issued this amendment on August 19, 2026, with Adrienne Hawkins serving as the point of contact. Offers must acknowledge receipt of the amendment by completing the required forms and returning them, or by submitting a separate letter or electronic communication referencing both the solicitation and amendment numbers prior to the deadline.

The solicitation requests pricing for 3,000 boxes of Gel Pack Refrigerant - Ice Brix IB48 units (10-1/4" x 8" x 1-1/2", 48oz, with 12 packs per box, Stock Number 685000L080059). Bidders must ensure their proposed product meets four salient characteristics: a 4.1 mil minimum polyethylene outer pouch that is puncture resistant; non-toxic, non-hazardous, biodegradable gel formulation based on saline solution with Liquisorb, H2O, and Bioside; capability to be refrigerated to 40°F or frozen to 1°F for at least 24 hours (or 30 days for large quantities); and ability to maintain cargo temperatures between 36°-46°F or -4°-46°F for 72 hours during shipment. Bidders proposing alternative gel formulations must submit technical brochures, manufacturer specifications, or descriptive literature demonstrating compliance with all salient characteristics; failure to provide sufficient documentation may result in technical rejection.
