About this file
This is Amendment 0002 to a Defense Logistics Agency (DLA) solicitation for the procurement of portable drum fans.
Solicitation SP330026Q0183 is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside for supply items under NAICS code 333413. The requirement includes 36-inch portable standard drum fans with specifications of a 15-foot cord length and a maximum decibel rating of 79 dB, as specified in the CSS schedule description. The solicitation closing date and time has been extended to 1:00 PM EST on June 24, 2026. The amendment clarifies that the CSS schedule values control over conflicting specifications in Attachment 1 regarding cord length and noise levels. A second unresolved question regarding the applicability of the Nonmanufacturer Rule to this acquisition remains pending, with the Contract Specialist indicated to provide clarification in a forthcoming amendment. Offerors must acknowledge receipt of this amendment prior to the revised closing time by completing the required form items and returning copies or by separate letter or electronic communication referencing the solicitation and amendment numbers. DLA Distribution Acquisition Operations in New Cumberland, Pennsylvania, issued this amendment, with Morgan Costanzo serving as the point of contact.

Amendment 0002
The following questions and answers are hereby incorporated into this solicitation:
1. We noticed one inconsistency between the CLIN 0002 schedule description and Attachment 1 - Salient Characteristics for the 36-inch portable standard drum fan. The CSS schedule states the drum fan requires a 15-foot cord and a decibel rating of 79. Attachment 1 states a minimum 10-foot 7-inch integrated cord and a maximum operating volume of 77 dB.
For purposes of preparing a compliant quote, please confirm which values control for CLIN 0002: the CSS schedule values, or the Attachment 1 salient-characteristics values.
2. Because this is a 100% SDVOSB small business set-aside for a supply requirement under NAICS 333413, and because offerors may be nonmanufacturers sourcing commercial products rather than manufacturing the fans themselves, please confirm whether the Nonmanufacturer Rule applies to this acquisition.
If the Nonmanufacturer Rule applies, please also confirm whether offerors must provide the products of a small business manufacturer or whether an SBA individual waiver or class waiver applies to this requirement.
The requirement for the 36-inch portable standard drum fan is a 15-foot cord length and a maximum decibel rating of 79 dB, as specified in the CSS schedule description.
Contract Specialist is getting clarification on this. A forthcoming amendment will be posted answering this question.
The solicitation closing date and time has been extended to 1:00PM EST, 6/24/2026.
