About this file
This is an Information Paper providing salient characteristics and mission justification for the procurement of industrial warehouse fans at DLA Distribution Robins Air Force Base.
The procurement is driven by mission-critical safety requirements to mitigate extreme heat conditions common in the southern region. Industrial warehouse fans are essential for preventing heat-related injuries to personnel, maintaining stable production levels during summer months, and ensuring a safer working environment. The required equipment must meet specific technical specifications: physical dimensions of 36 1/2" x 37 7/8" x 18 5/8" (W x H x D); power compatibility with 120V standard outlets or 208V/480V 3-phase electrical panels; a minimum 10' 7" integrated power cord to eliminate unauthorized extension cords; maximum operating noise level of 77 dB for OSHA compliance; totally enclosed motor design (TENV or TEFC) to protect against dust and particulates; and OSHA-compliant finger guards to prevent blade contact. Procuring equipment meeting these specifications ensures seamless integration with existing electrical infrastructure and material handling equipment at Robins AFB while maintaining OSHA compliance. Failure to meet these specifications risks increased safety hazards, regulatory non-compliance, and reduced warehouse production during peak heat periods. The requirement has been coordinated to align with facility safety and operational goals, with ongoing coordination with the Deputy to ensure all procurement actions meet necessary mission requirements.

INFORMATION PAPER
Subject: Salient Characteristics and Mission Justification for Warehouse Equipment Procurement – DLA Distribution Robins Air Force Base (AFB)
1. PURPOSE
To provide the salient characteristics and mission justification for the procurement of industrial warehouse fans required to support operations at DLA Distribution
Robins AFB.
2. MISSION JUSTIFICATION
These items are essential for maintaining operational safety, efficiency, and personnel welfare at DLA Distribution Robins AFB.
• Industrial Warehouse Fans: A critical safety requirement to mitigate extreme heat conditions common in the southern region. These fans prevent heat-related injuries and ensure that production levels remain stable during the summer months by maintaining a safer and more manageable working environment.
3. ITEM SPECIFICATIONS
Item 2: Industrial Warehouse Fans
The following technical requirements are necessary for compatibility with existing infrastructure and compliance with safety regulations:
• Physical Dimensions: 36 1/2" x 37 7/8" x 18 5/8" (W x H x D).
• Power Requirements: Compatible with 120V standard outlet, or 208V/480V 3-phase electrical panels.
• Power Cord Length: Minimum 10' 7" integrated cord (to eliminate the need for unauthorized extension cords).
• Noise Level: Maximum operating volume of 77 dB (to maintain OSHA compliance and situational awareness).
• Motor Specifications: Totally Enclosed (TENV or TEFC) to protect internal components from dust and particulates.
• Safety Features: OSHA-compliant finger guards to prevent accidental contact with fan blades.
4. OPERATIONAL IMPACT
Procuring equipment that meets these specific salient characteristics ensures seamless integration with Robins AFB’s existing electrical infrastructure and material handling equipment. Failure to meet these specifications may result in increased safety risks, non-compliance with OSHA standards, and a decrease in warehouse production during peak heat periods.
5. COORDINATION
This requirement has been reviewed to ensure alignment with facility safety and operational goals.
Ongoing coordination with the Deputy will continue to ensure all procurement actions meet the necessary mission requirements.
