About this file

This is Amendment 0002 to Solicitation SP3300-26-Q-0053 issued by the Defense Logistics Agency (DLA) Distribution Acquisition Operations on March 9, 2026. The amendment extends the offer due date from 5:00 PM EST on March 11, 2026 to 5:00 PM EST on March 13, 2026, and provides responses to vendor questions submitted during the question period. Contractors must acknowledge receipt of this amendment prior to the new offer deadline using one of three methods: completing items 8 and 15 and returning one copy of the amendment; acknowledging receipt on each copy of the offer submitted; or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers. Failure to acknowledge receipt at the designated location prior to the deadline may result in rejection of the offer.

The solicitation requires three items of plywood boxes for sheet metal storage: Item 0001 (145" L × 48.5" W × 3/4" H, Stock Number 8115006094082, Qty 45 each); Item 0002 (97" L × 48.5" W × 3/4" H, Stock Number 8115006095263, Qty 45 each); and Item 0003 (145" L × 36.5" W × 3/4" H, Stock Number 8115006094081, Qty 45 each). All boxes must comply with ASTM D6251 Type III, Class 2, Style A, Treatment A, Load-Type 2, Assembled-A specifications, be shipped assembled with un-nailed top panel closures, have flat bottoms with no skids, and be strapped to three wooden 4x4s to facilitate forklift handling. The Government has clarified that plywood thickness is not specified in the solicitation, no engineering drawings or box sketches are available, no internal bracing beyond ASTM compliance is required, partial deliveries are acceptable with no limit on quantity per delivery, and ISPM 15 heat treatment is required for the boxes.

Questions

1. Question: Are these sheet metal boxes flat on bottom or do they have skids?

Answer: The boxes are flat on the bottom.

Picture below show the boxes stacked and strapped to 4x4’s

2. Special Requirements for pallets- Does this apply? The special pallets are 40x48 and these are longer and wider.

Answer: No pallet needed. Boxes are shipped strapped for three wooden 4x4’s to allow us to use a forklift to transfer the boxes.

3. For the dimensions listed can you please specify the length, width and height?

For example on the first one listed is it:

145" Length 48 1/2" Width 3/4" Height

Answer:

ITEM 0001 : 145" Length x 48 1/2" Width x 3/4" Height ITEM 0002 : 97" Length x 48 1/2" Width x 3/4" Height ITEM 0003 : 145" Length x 36 1/2" Width x 3/4" Height

4. Do you have a photo or illustration for the boxes?

Answer: I only have stock fund number 4081 on hand for a picture reference, hopefully the picture helps. It shows what the boxes look like when they arrive, strapped and secured. You can see underneath that the boxes are all flat. This picture should clear up most of the questions the vendor asked, attachment number 3 is another stock fund item of plywood boxes we have on hand, which I attached just for another reference.

5. Can you provide pictures or drawings of the items mentioned. This will help us better understand the specifications.

Answer:

The boxes are assembled and stacked on top of each other with detached lid

6. Would this illustration I created based on the information provided work and meet your standards?

Answer: I do not have any engineering drawings or box sketches for reference. See answer to question 4.

7. Is the height the same for all three different sizes of box at 3/4"? If so, is the height requirement able to be changed? The issue that has been brought to my attention by subcontractors is meeting that height (it's very short for manufacturing purposes). Also is the required plywood thickness listed anywhere?

Answer: yes, all heights are ¾

8. While the solicitation references ASTM D6251 Type III, Class 2, Style A, Treatment A, Load-Type 2, Assembled-A construction, we would like to confirm whether there are any drawings, schematics, or additional dimensional details available beyond the listed external dimensions.

Specifically, could you please advise:

• Are there Government drawings associated with the listed stock numbers?

Answer: N/A

• Are there internal bracing or reinforcement details required beyond ASTM compliance?

Answer: no there is not

• Are there marking, stenciling, or labeling diagrams to follow?

Answer: N/A

• Are there any packaging configuration drawings related to palletization?

Answer: N/A

9. 1. What thickness of plywood is required for the crates (e.g., 1/4", 3/8", 1/2", 5/8", 3/4", etc.)?

2. Are there specific dimensional requirements for the winged pallets, including how far inset the two outside skids must be?

Answer: No skids or pallets used

3. Regarding palletization, should the crate be secured to the pallet after packaging using banding or another method, or is the crate required to be fixed to the pallet prior to packaging?

Answer: No skids or pallets used

4. Please confirm whether the dimensions previously provided represent the inside dimensions of the crates. If not, kindly specify the required inside dimensions.

10. 1. Do you have a drawing? I am trying to find the stock numbers listed but am not having any luck. The plywood measurements are very clear, what I am questioning is what is an "un-nailed top panel closure"? Is this just something to cover the plywood for shipping purposes?

2. In order to price the freight, is there a limit to how many you wanted delivered at once?

Answer: Yes, we accept partial deliveries, no limit on how many to be delivered at once.

Unfortunately, I do not have any engineering drawings or box sketches for reference.

The material is an opened box with an unattached lid to allow us to put sheets of metal inside.

11. • Is there a specific DLA packaging data sheet or drawing associated with the listed NSNs?"

• Can you confirm whether ISPM 15 heat treatment is required for the pallet or the box itself?

Answer: yes – see picture

• Will partial deliveries be accepted, or must all 45 units per CLIN be delivered simultaneously?

Answer: Yes partial deliveries are fine.

12. During coordination with potential manufacturers, we were advised that a box drawing or reference image is required in order to accurately understand the construction and provide a compliant quotation. While the RFQ provides dimensions and ASTM D6251 specification references, suppliers are requesting drawings or visual references to avoid misinterpretation of the configuration (for example, clarification of plywood thickness versus overall box dimensions).

Could you please confirm whether any of the following are available for this requirement:

• Engineering drawings

• Box sketches or dimensional diagrams

• Reference photos or previously used item images

• Any additional technical data package (TDP) or packaging illustrations If available, kindly share them or advise where they can be accessed.

Answer: I do not have any engineering drawings or box sketches for reference. See answer to question 4.
