About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for Solicitation SP330026Q0007, issued by DLA Distribution Acquisition Operations. The solicitation has been extended to 1300 EST on Friday, 10/17/2025, with key updates including changes to delivery schedules and clarifications on tank and cylinder specifications.

The amendment incorporates a series of questions and answers that provide additional context about the contract, including delivery frequency (now twice per week on Tuesdays and Fridays), estimated annual usage of approximately 250,000 gallons, and ownership of existing tanks and cylinders by DLA. The current contract number is SP396, and the solicitation indicates flexibility for additional cylinders and storage racks to be added as separate line items if needed. Potential vendors should note the variations in tank sizes, with more 33lb tanks than 43lb tanks, and the government-owned equipment at the delivery locations.

SP330026Q0007

Amendment 0002

Solicitation SP330026Q0007 is hereby extended to 1300 EST on Friday,10/17/2025.

The following questions and answers are hereby incorporated into this solicitation:

1. Are there any specific tank sizes or fill volumes required per delivery stop (Warehouses 1221, 1331, and 814)?

A. -814 is not a location. That is part of the address for MCLB- 814 Radford Blvd.

-2 delivery locations- B1221 and B1331 -No. No specific tank sizes or fill volumes.

2. Is there a preferred fill schedule or route established by the previous vendor?

A. Deliveries will be made two times per week on Tuesdays and Fridays. If a holiday falls on that Friday, then the day before. *NOTE: This is an update from the original SOW, which stated deliveries once per week on Wednesdays. An updated SOW will be provided to the awardee stating deliveries twice per week on Tuesdays and Fridays.

3. Can you help us understand the approximate total gallons per week?

A. Past 6 months have averaged 150 gal ï 270 gal per week. Depends on the production load/ overtime/ etc.

4. How many tanks per warehouse total?

A. Unable to answer this due to the number of moving MHEs. B1221 racks contains more tanks than B1331 racks. B1221 racks can hold up to approximately 44 tanks and B1331 up to 20 tanks. However, the racks are never full.

5. Is there an incumbent contract and if so can you please share the contract number?

A. Yes, the current contract is SP3300-24-P-1506.

6. I understand the SOW says the government-owned cylinders, but do the government really own those 43lbs and 33lbs cylinders or tanks and the cages that they are housed in?

A. Yes, DLA owns the current tanks and racks.

7. Is the 12,000 gallons listed on the pricing sheet an estimate to be used over the course of the year, or is that the actual quantity used in the last contract year?

A. 12,000 gallons is an estimate to be used over the course of the contract year. This should be enough to cover the increased production distribution for the year.

8. If the 12,000 gallons is an estimate, what was the actual quantity the client used in the last contract year?

A. 2024-2025 - 9747 gallons (still have 17 days to go)

2023-2024 - 8996 gallons 2022-2023 - 8348 gallons

9.

10.

11.

Can i. you provide which warehouse will need the 43lbs tanks and which will need the 33lbs tanks?

A. No. But there are more 33lb tanks than 43lb tanks.

What is the quantity for each size tank?

A. Do not know. But there are more 33lb tanks than 43lb tanks.

The solicitation states "Contractor shall provide extra cylinders and storage racks(loaned) as needed." Will this be separate line items for extra cylinders and racks? Because we will not know what to charge for unforeseen racks and cylinders.

A. Yes, any additional cylinders or racks will be added as a separate line item if/when needed.
