About this file

This document is a set of vendor questions and answers for a Defense Logistics Agency (DLA) solicitation (SP3300-25-Q-0280) for foam planks at the DLA Distribution Oklahoma City facility. The questions address three key technical specifications: (1) material thickness tolerance for Class 4 Special Purpose Skived Sheet foam planks, with confirmation that a (+/-) 2mm tolerance is acceptable, (2) pallet sizing requirements, with guidance that pallets should be approximately the length of the 48x108 inch sheets to facilitate proper unloading, and (3) material composition, with a recommendation to use extruded material rather than laminated sheets to ensure precise thickness and prevent potential manufacturing complications. The solicitation is for commercial products and follows Federal Acquisition Regulation (FAR) parts 12 and 13 guidelines, with no indication of response or award dates in this specific document.

Vendor questions for SP3300-25-Q-0280 Foam Planks at DDOO

1) The description calls out a Class 4 – Special Purpose Skived Sheet. Normally 2” x 48” x 108 plank is 2” nominal, between 2” and 2-1/8 Do you need these planks skived to exactly 2” or is nominal acceptable?

Answer: The tolerance for class 4 sheets is (+/-) 2mm. Since they are stating that the thickness may be up to 2 1/8” which is 1.175mm thicker than the allowed tolerance, we should advise that the material must be skived to as close to 2” as possible & within the specified tolerance of (+/-) 2mm

2) Under “Requirements for Pallets” it states must be shipped on pallets per MD00100452. These pallets are only 40x48 in size and product is 48x108. Can these ship on heat treated pallets to fit?

Answer: They usually come on pallets that are sized to the material. I believe standard pallets (40”x48”) would be too short for successfully unloading the material from a box trailer. To prevent damage to the bottom sheet on each stack the pallets the material is shipped on should be roughly the length of the sheets. A small amount of overhang in the length might be acceptable if you can still get under the end with a forklift or pallet jack

3) Can this be laminated or does this need to be extruded material. Trying to determine what is needed for the Type 4 material.

Answer: Regarding laminated vs. extruded: To error on the side of caution we should ask for extruded material. Laminating thinner sheets to achieve the 2” thickness requested may cause other unsuspected issues & might compound the issue related to thickness tolerances.
