Attachment 1 - Statement of Work Vehicle Lease
DLA Distribution Bahrain Site
1. DESCRIPTION OF SERVICE
DLA Distribution Bahrain Site has been directed to take over MPC operations, which includes, Receiving, and Transportation operations from our Contractor Owned Contractor Operated (COCO) facility to Juffair , Banz Bay 6 which will be a Government Owned Government Operated (GOGO) facility.
This would require three single cab (Wide) body truck with three side gates drops that would need to be leased currently as assets are currently not available with Base Public Works Department. A request for the requirement is submitted but would take approximately two years to fill. The lease is expected to be for a one-year period but may be extended depending on the Public Works department fulfilling our work order.
2. SCOPE OF WORK
The Contractor shall provide Straight Lease services of three (3) 5-6 ton single cab (Wide body) with flat load bed with drop gate on three sides type trucks. The vehicles will be used to transport material. The vehicles shall be new, unused (except for required testing) and of the newest model and year at the time of delivery.
The vehicle needs to be diesel motor equipment, components, assemblies, sub-assemblies and accessories shall meet or exceed the Kingdom of Bahrain, Ministry of Transportation requirement. The vehicles shall be configured for right side of the road and the driver's seat is on the left-hand side within Bahrain.
The trucks shall be Kingdom of Bahrain registered and fully insured by the Contractor and road ready.
The trucks shall be fully serviced when delivered to the U. S. Government. Service shall include, but not limited to, proper lubrication levels, battery water levels, electrical check, and all other maintenance requirements set forth in the manufacturer's operation and maintenance manuals.
The Contractor for the vehicles has to be a Kingdom of Bahrain commercial Registered Company/Organization on the ownership card of the vehicle information for registration. The U.
S. Government reserves the right to reject any motor vehicle that does not meet the specifications of this contract. The Contractor shall be responsible to make corrective adjustments and repairs to the extent necessary to restore the motor vehicles to meet the specifications of this contract.
At the completion of this contract items will be available for pick-up by the Contractor at the point(s) of initial delivery. Vehicles shall be picked up within 10 days after the completion of this contract.
3. VEHICLES (LEASE)
a. (3) 3.0L 6.5 Ton GVW OR Equal Single Cab chassis Wide Body, with flat bed for load with three drop gates Type Truck preferable Automatic Transmission.
4. VEHICLE DAMAGE
A. A joint inspection will be conducted by the Contracting Officer or his duly authorized representative and the Contractor's representative upon initial acceptance of the equipment and upon completion of the Contract to ascertain and itemize damage for which the Contractor is entitled to compensation under FAR 52.228-8, Liability and Insurance - Leased Motor Vehicles
(May 1999). For purposes of this contract, abnormal wear and tear includes, but is not limited to, the following:
i. Missing parts.
ii. Windshield cracks over one inch in length. Windshield significantly pitted, chipped, scratched, or cracked in the critical area of the driver's vision. Damage, which will not pass the Japanese vehicle registration laws.
iii. Cracked or broken windows. Inoperative window mechanism.
iv. Broken headlight lenses or broken sealed beams. Broken light covers.
v. Grill broken, or dents over three inches in length or diameter.
vi. Missing seats, seat backs or headlining or panel torn. Damaged or burned seats, floor mats, head lining or panel. Tears or holes are larger than one inch in diameter or length.
5. MAINTENANCE AND REPAIR
a. Maintenance: The contractor shall perform all maintenance and lubrication to keep the vehicles in a safe and efficient operating condition and shall be responsible for the costs of all lubricants, parts, labor and equipment, and scheduling for maintenance. Maintenance shall be performed in accordance with the vehicle manufacturer's operator and maintenance manuals, Kingdom of Bahrain laws/regulations and Kingdom of Bahrain's safety standards. A yearly schedule is to be provided detailing what will be performed. The schedule shall be provided within 30 days of vehicle deliver, and within 30 days from the beginning of each option period. All maintenance shall be performed within 3 days of delivery to the contractor's facilities. The U.S. Government shall furnish appropriate fuel only during the term of the contract.
b. Repairs: The contractor is required to perform all repairs to keep or restore the vehicles to a safe and efficient operating condition and presentable appearance. The contractor is responsible to obtain all required lubricants, parts, labor and equipment. Repairs shall be performed in accordance with the vehicle manufacturer's operation, maintenance, and repair manuals: Kingdom of Bahrain laws/regulations; and Kingdom of Bahrain's safety standards. Where repairs are necessitated due to defective parts, improperly or inadequately performed maintenance, or other fault of the Contractor, the contractor shall bear all costs of the repair work, including towing if necessary.
Additionally, the lease will be pro-rated for any period that the vehicle was out of service without a substitute vehicle available. Where repairs are necessitated due to causes for which the Government is responsible, the Contractor shall be compensated for all costs associated with the repair, including towing if necessary. The contractor shall diligently proceed to ensure that all repairs are made in a prompt and reasonable time.
c. Emergency Repairs: The Government retains the right to perform minor repairs to restore the vehicle to a safe and efficient operating condition where there is an urgent requirement for use of the vehicle and the contractor cannot respond in a sufficiently timely manner. Examples of such repairs may include replacement of a damaged tire or recharging or replacing a battery. The Government shall promptly notify the Contractor of any such repairs.
d. Towing: If a vehicle breakdown occurs, the contractor is responsible for providing tow service at no additional charge to their vendor's garage or repair facility. The service shall be available 24 hours a day.
e. The Government will deliver and pick-up the vehicles for any required maintenance and repair work at a maintenance and repair facility designated by the Contractor so long as such vehicles can be safely operated. If such vehicles cannot be safely operated, towing costs will be apportioned in accordance with paragraph b. The designated maintenance and repair facility must be within a 10 kilometer radius of the designated delivery site.
6. SUBSTITUTE VEHICLES
In the event the vehicles leased become inoperable the Contractor shall furnish a substitute vehicle(s) within 5 working days from date of notification of out of service units. The substitute vehicle shall be delivered to the site specified for the initial vehicle delivery. Temporary replacements (up to sixty days) shall meet the minimum vehicle specifications and the contractor shall endeavor to meet other specification requirements to the extent practicable. In the event a vehicle is or is projected to be inoperable for more than 60 days, a permanent substitute shall be provided that is in a similar or better condition in terms of age and wear and tear to the vehicle being replaced and shall comply with all other specifications.
7. LICENSE PLATE
The Contractor shall install Bahrain license plates both front and rear of each vehicle and the completely plates will be forward to the bidder/manufacturer after date of award.
8. PERMITS
The Contractor, or his designee including approved subcontractors shall, without additional expense to the U.S. Government, obtain all appointments, licenses, and permits required for the prosecution of the work. The Contractor or his designee including approved subcontractors shall comply with all applicable local laws. Evidence of such permits and licenses shall be provided to the Contracting Officer upon demand.
9. PLACE OF PERFORMANCE. Kingdom of Bahrain - Juffiar, Muharraq and Shaikh Isa Air Base, Khalifa Bin Salman Port, Mina Sulman Port.
10. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The U.S. Government will furnish diesel fuel as required during the lease period.
11. CONTRACTOR FURNISHED ITEMS. The contractor shall provide all equipment, materials, and services to perform the requirements of the contract.
