About this file

This document is a Questions and Answers (Q&A) file for a Defense Logistics Agency Distribution solicitation (SP330025Q0186) for portable toilet and handwashing station services. The Q&A provides critical details about the procurement requirements, including small business size standards and specific equipment specifications. Key details include a $9 million average annual receipts threshold for small business qualification, a tiered pricing structure for portable units based on quantity, and specific equipment requirements such as a mandatory ADA-compliant portable toilet and standalone units.

The solicitation requires vendors to provide portable toilets and handwashing stations with variable pricing based on unit quantities (less than 5 units, 5-7 units, 8-10 units, etc.). Specific requirements mandate at least one ADA-compliant portable toilet on-site at all times, with standalone units preferred. Handwashing stations can be either 2-person or 4-person configurations, with vendors expected to propose the most affordable option. The pricing structure is designed to accommodate volume discounts, and vendors must meet SBA small business size standards corresponding to the contract's North American Industry Classification System (NAICS) code.

Question#1 - The last line mentions "A standard size of $9 million", what exactly is that figure for?

· To be a small business, vendors must adhere to industry size standards established by the U.S. Small Business Administration (SBA). The SBA, for most industries, defines a "small business" either in terms of the average number of employees over the past 12 months, or average annual receipts over the past 5 years.

The SBA’s industry size standards then correspond to the North American Industry Classification System (NAICS). For federal government procurements, vendors must meet the small business size standard that corresponds to the NAICS code selected by the contracting officer for that opportunity, whether it be a request for quote, proposal, etc.

In this case, the $9M refers to the average annual receipts over the past 5 years.

Question#2 - Is the max number of portable toilets 31 and the min 24?

· No. Attachment 1 shows the schedule. The schedule has tiered pricing to account for volume discounts. For less than 5 units (max # at any given point in the month), we need you to provide a unit price. For 5 to 7 units, we need you to provide a unit price. For 8 to 10 units, we need you to provide a price. And so on, with the remainder of the schedule.

Question#3 - Do you need any handicap or ADA Compliant portable toilets?

· Yes, a minimum of (1) should be on site at all times.

Question#4 - Is the max number of handwashing stations 16 and the min 13?

· Refer to question and answer #2.

Question#5 - Do you need 4-person or 2-person handwashing stations?

· The most affordable option will suffice.

Question#6 - Could you confirm whether there is a preferred type, such as standalone units, ADA-compliant models, or four-station handwashing stations?

· The portable toilets should be standalone. (1) ADA compliant model will be included and on site at all times. The most affordable handwashing option (4-person or 2-person) will suffice.
