About this file
This document is a Questions and Answers (Q&A) amendment for a Defense Logistics Agency Distribution solicitation (SP330025Q0186) for portable toilet and handwashing station services at Marine Corps Logistics Base in Albany, Georgia. The service requires a minimum of 24-31 portable toilets, including one ADA-compliant unit, and 13-16 handwashing stations, with tiered pricing based on unit volume. Key requirements include standalone units, emergency servicing within 72 calendar days, and no specific reporting requirements, as it is considered a commercial service.
The solicitation defines small business eligibility as having average annual receipts under $9 million over the past five years, and allows subcontractors without additional qualification requirements. The service will be located at DLA Distribution aboard Marine Corps Logistics Base, with performance evaluated through customer feedback. Vendors are directed to review 52.212-1 for submission instructions and are expected to follow standard commercial practices for unit maintenance and potential damage.

Question#1 - The last line mentions "A standard size of $9 million", what exactly is that figure for?
· To be a small business, vendors must adhere to industry size standards established by the U.S. Small Business Administration (SBA). The SBA, for most industries, defines a "small business" either in terms of the average number of employees over the past 12 months, or average annual receipts over the past 5 years.
The SBA’s industry size standards then correspond to the North American Industry Classification System (NAICS). For federal government procurements, vendors must meet the small business size standard that corresponds to the NAICS code selected by the contracting officer for that opportunity, whether it be a request for quote, proposal, etc.
In this case, the $9M refers to the average annual receipts over the past 5 years.
Question#2 - Is the max number of portable toilets 31 and the min 24?
· No. Attachment 1 shows the schedule. The schedule has tiered pricing to account for volume discounts. For less than 5 units (max # at any given point in the month), we need you to provide a unit price. For 5 to 7 units, we need you to provide a unit price. For 8 to 10 units, we need you to provide a price. And so on, with the remainder of the schedule.
Question#3 - Do you need any handicap or ADA Compliant portable toilets?
· Yes, a minimum of (1) should be on site at all times.
Question#4 - Is the max number of handwashing stations 16 and the min 13?
· Refer to question and answer #2.
Question#5 - Do you need 4-person or 2-person handwashing stations?
· The most affordable option will suffice.
Question#6 - Could you confirm whether there is a preferred type, such as standalone units, ADA-compliant models, or four-station handwashing stations?
· The portable toilets should be standalone. (1) ADA compliant model will be included and on site at all times. The most affordable handwashing option (4-person or 2-person) will suffice.
Question#7 – Can we request the locations corresponding the number of units required?
· They are located at DLA Distribution which is aboard Marine Corps Logistics Base, Albany, Georgia.
Question#8 – Is there a Scope of Work or PWS?
· No. This is a commercial service.
Question#9 - Could you clarify the expected response window for emergency servicing? Is the 72-hour timeframe based on calendar days or business days?
· Calendar days.
Question#10 - Are there any restrictions on using subcontractors, and should their qualifications be included in the technical response?
· No and No.
Question#11 - Who bears financial responsibility for any damage to or loss of the portable units while deployed?
· This is a commercial service; all standard commercial practices, standards and norms apply.
Question#12 - Is there a preferred format for submitting our pricing — such as Excel, PDF, or a pricing narrative within the technical section?
· Review 52.212-1 for instructions.
Question#13 - How will service performance be evaluated post-award? Will there be specific KPIs or reporting requirements?
· No reporting requirements. This is a commercial service; performance will not be monitored. If/when the customer has complaints, we will bring the issues to the contractor to address.
