About this file
This file is a Questions and Answers document for Solicitation SP330025Q0087 for Heat Sealable Bags, issued by the Defense Logistics Agency (DLA) Distribution. The solicitation seeks heat sealable bags used for packing and shipping materials, with vendors able to supply bags either on a roll or individually packaged. Key clarifications include pricing submission requirements, with pricing to be submitted only on the second tab of the attachment, and specific packaging and labeling standards such as MIL-STD-129R and MIL-STD-2073-1E.
The Q&A document addresses multiple vendor inquiries, including details about product packaging, quantity pricing (which cannot vary), and packaging/labeling specifications. Notably, the government will not provide product images or additional context about the specific products being packaged. The bags will be used enterprise-wide by DLA Distribution, with multiple shipping zones involved, though specific zone-to-product mapping was not provided. Vendors are instructed to follow specific instructions for pricing submission and adhere to military packaging standards for unit and exterior container labeling.

Questions and Answers – SP330025Q0087
1. A picture or diagram of the item being procured would be greatly appreciated to help visualize the specifications.
a. No pictures will be provided.
2. Could you provide more context on how this item is being used and what operation it's a part of?
a. DLA Distribution uses them to pack/ship materials.
3. Are these items supplied on a roll or individually packaged?
a. Either.
4. If they're on a roll, what type of machine are they being run on?
a. No machine.
5. What is the product being packaged, and what would be the approximate weight of the product in each bag?
a. Various products.
6. Can I quote different pricing levels for different quantities?
a. No, follow the instructions in 52.212-1
7. Do not IDIQ contracts lack a fixed minimum quantity?
a. The solicitation covers the minimum quantities.
8. Also, I see the there are 5 shipping zones. Is there information regarding what item ships to what shipping zone?
a. We do not have that information.
9. We would like to confirm our understanding of the pricing submission requirement as outlined under FILE III – Price Quote, specifically instruction (2), which states: “Completed Attachment 1 – Schedule of Supplies; 2nd tab (delivery order).” To clarify, does the Government require pricing to be submitted only on the second tab, which corresponds to the first delivery order? Is it correct that the first tab, which lists annual estimates, is informational only and should not be populated with pricing?
a. Yes to both questions.
10. While the solicitation specifies that the contract or delivery order number must be marked on the exterior of each shipment, there is no explicit reference to MIL-STD-129. Can you please confirm whether MIL-STD-129R labeling requirements apply to unit, intermediate, and exterior containers for this contract? Additionally, since the Unit of Issue (UI) for the bags is listed as EA (each), can you clarify whether each individual bag is required to be wrapped and labeled with a unit label, or whether bulk inner packaging with one label per bundle (e.g., 25 or 100 bags per polybag) would meet the requirement?
a. MIL-STD-2073-1E w/CHANGE 4
b. APPENDIX B
c. Quantity per unit pack (QUP). The QUP shall be determined in accordance MIL-STD-2073-1E w/CHANGE 4 APPENDIX B.
d. MIL_STD-129R w/change 3
e. 3.2 Term definitions.
f. Quantity per unit pack (QUP). The quantity of items in a unit pack given in the terminology of the definitive unit of issue. When a non-definitive unit of issue is assigned to the stock item, it may be further quantified by a unit of measure and measurement quantity. Also see Unit of issue (UI).
g. Unit of issue (UI) – see 3.1a. The UI is a standard or basic quantity that is expressed as a unit and indicated in a requisition, contract, or order as the minimum quantity issued (bottle, can, dozen, each, foot, gallon, gross, pair, pound, yard, etc.) and to which a unit price is ascribed. The UI codes are specified in DoD CDTS, Volume 10, Table 53. A Defense Logistics Management Standards updated list of UI code definitions and their respective ANSI ASC X12.3 Data Element 355 (Unit or Basis for Measurement) codes are specified in the Unit of Issue and Purchase Unit Conversion Guide (Unit or Basis for Measurement) (DoD Code Sequence) at https://www.dla.mil/Defense-Data-Standards/Resources/LOGDRMS-Resources/ . a. Definitive UI. A definitive UI is a type of UI designation that indicates an exact quantity of volume, linear measurement, weight, or count (e.g., assembly, each, kit, set, foot, pound, gallon, etc.). b. Non-definitive UI. A non-definitive UI is a type of UI designation that does not indicate an exact quantity of volume, linear measurement, weight, or count (e.g., drum, can, box, or roll). When a non-definitive UI is specified, it is usually accompanied by a UI quantitative expression (e.g., 1 RO (150 ft) or 1 RL (50 ft)). The quantitative expression specifies the content (decimal locator, quantity, and unit of measurement) of the non-definitive unit of issue assigned to an item of supply.
h. Unit pack. The first tie, wrap, or container applied to a single item, or a quantity thereof, or to a group of items of a single stock number, preserved or unpreserved, which constitutes a complete or identifiable package.
i. Once the QUP is determined. Packaging can be marked in accordance MIL-STD-129R w/change 3, 5. DETAILED REQUIREMENTS.
