Solicitation: SP3300-24-Q-0013 Amendment: 0002

The purpose of this amendment is to provide answers to questions submitted in response to the solicitation and site visit.

Q: Is there an incumbent? If so, please provide their information.

A: Yes. Top of the Line Services, LLC; contract number SP3300-20-C-0002

Q: Can we use a vendor and subcontractor major workshare, maybe even 100%?

A: The Government contracts with the prime contractor and does not have any relationship with the Subcontractor.

See DFARS 252.244-7000 Subcontracts for Commercial Products or Commercial Services; FAR 52.209-6 Protecting the Government’s Interest when Subcontracting with Contractors Debarred, Suspended, or Proposed for Debarment, FAR 52.219-14 Limitations on Subcontracting (DEVIATION 2021-O0008). FAR -https://www.acquisition.gov/browsefar DFARS - https://www.acq.osd.mil/dpap/dars/dfarspgi/current

Q: Does the facility have access to electric on the outside?

A: Yes

Q: If electric access outside, what is the voltage and amperage, 110V or 220V? Is there access on all sides of the facility?

A: 110

Q: Can on-site storage be provided for any equipment, such as manlifts?

A: While the contractor is on site, the lift can be parked in the lot. Permanent storage is not available

Q: Has the building been cleaned before? If so, when and by whom?

A: Yes. Incumbent: Top of the Line Services, LLC; contract number SP3300-20-C-0002. Last cleaning: October

Q: Why is the requirement open again? Did the contractor meet the requirements of the contract?

A: The current contract, SP3300-20-C-0002, ends 31 March 2024.

Q: Does the facility have any runoff or staining of the exterior panels or glass?

A: yes https://www.acq.osd.mil/dpap/dars/dfarspgi/current

Q: Do you know what the staining is? Most common stains on commercial buildings. (Black Algae: Discoloration found on horizontal and vertical surfaces. Mildew and Fungus: Discoloration found in moist or humid environments.

Rust Stains: Orange/brown discoloration caused by iron oxidation. Debris Stains: Caused by water run-off and accumulation of other debris. Graffiti: Paint or markings applied to a building surface without authorization. Lichen:

Discoloration caused by the growth of lichen on exterior surfaces. Soot Stains: Discoloration found on building surfaces near sources of combustion. Efflorescence: White residue caused by the migration of salts from masonry surfaces. Acid Rain: Acids in polluted air and rain react with the calcite in marble and limestone.)

A: The majority of the staining is from the environment, to the best of my knowledge.

Q: The RFQ states the facility façade is constructed of “precast panels”. Are the non-metallic panels covered in stucco or other brittle construction product?

A: The panels are precast concrete.

Q: Can a roof rolling rig with counterweights for rope access be used?

Q: Are weekends available for us to perform the work?

A: No

Q: Are there any restrictions on the chemicals that can be used?

A: The government is big on environmentally safe green products.

Q: Some windows have heavy water deposit stains. Do we perform a standard washing of windows that will not remove the water stains or do you require a complete restoration and removal of water stains?

A: Standard window washing technique.

Q: With the windows having hard water/potentially chemical stains, can I add into the quote for window restoration?

A: Window restoration is not required and not included in the Performance Work Statement.

Q: Will an escort be provided to access different roof areas of the building?

A: Someone will provide roof access daily.

Q: Is there adequate water pressure at the facility?

A: Yes, previous contractor never complained.

A: Approximately 88 feet

Q: Is a lift authorized to be used on the property to accomplish the work?

A: Yes, means and methods is up to the contractor.

Q: From the information received, is 773 windows accurate and is the building square footage of 137,285 sf accurate?

A: To the best of my knowledge. That information isn’t readily available.

Q: Can a lift be used on the lawn if we use planks to protect the lawn?

A: Yes. Any damage to the lawn will be repaired by the contractor at no expense to the Government.

Closing Response Date: Friday, February 16, 2024 3:00 pm EST – Failure to submit your response by this date and time may result in non-consideration of your quote.
