Amendment 0002

1. The purpose of this Amendment to RFQ SP3300-19-Q-5029 is to provide the site visit attendee list and answer questions received to date.

2. A Site Visit was held 31 July 2019 at 1:00PM EST. The attendee list is provided for informational purposes:

3. The following questions were received by the Government in response to Solicitation SP3300-19-Q-5029.

Each question has been redacted to ensure anonymity. The Government response is provided under each question to allow all potential offerors the opportunity to see all communications with industry.

Question 1: Is the Service Contract Act applicable and is there an applicable wage determination for this solicitation?

Answer 1: The Product or Service Code (PSC) for this acquisition is 59(98). Since this acquisition is for a commercial supply, and the services to install are incidental to the PLC system being provided, the Service Contract Act does not apply and therefore there is no applicable wage determination.

Question 2: During the site visit, the Government mentioned 4 (four) new PLC’s are anticipated to be installed between now and when the work under this resultant contract will begin. Will this impact the Statement of Work of this solicitation?

Answer 2: No, any impact to the statement of work as a result of the changes to the current system are considered negligible by the Government.

Question 3: Do Davis Bacon Act wages apply for installation?

Answer 3: The Product or Service Code (PSC) for this acquisition is 59(98). Since this acquisition is for a commercial supply, and the services to install are incidental to the PLC system being provided, the Davis Bacon Act does not apply.

Question 4: I learned about this site visit after it took place. Is it required? Are there any other options?

Answer 4: The site visit was not required to provide a quote. It was just an opportunity to see the current system. Unfortunately, 31 July 2019 was the only site visit provided.

Question 5: Does the Government have schedule milestones, deadlines, and/or restrictions the Contractor needs to be aware of? If so, please specify.

Answer 5: The RFQ has been revised under Volume II, Section 1, Sub-section B to clarify the Implementation Schedule required for the quote. It is up to each offeror to determine and provide their schedule milestones/deadlines/restrictions.
