Amendment 0004

1. Amendment 0004 is issued to provide response to the following contractor submitted questions.

Question: ““Do we pay the shipping to Georgia?

Answer: Offerors shall quote Firm Fixed Unit Prices for all line items shown on CLIN 0001 through CLIN 0055; 1001 through 1055; 2001 through 2055. Pricing shall be quoted as FOB Destination, with all shipping, packing and packaging charges included in the Firm Fixed Unit Prices for each item. Vendors must complete pricing for the base and all two option years. All prices must be rounded to two decimal points. Unit of Issue: EA = Each. Please pay special attention to FAR 52.212-3 Evaluation – Commercial Items and its addenda.

Question: “How high can we stack them for shipping?

Answer: Routine commercial trucking has standard height limitations. However it is known that certain CLINS on this contract will required contractor to make provisions for oversize/overheight shipping, and procurement of specialized truck platforms.

Question: “Do we package the lid and the pallet separately, or are they pre-assembled for shipping?”

Answer: These are separate CLINS, and must be shipped separately.

Question: “Do they ship in an enclosed van or a flatbed?”

Answer: This is contractors decision/materials requirement. However, steps must be taken to ensure material arriving is in “NEW” condition. Inclement weather conditions during shipping is a consideration regarding item arrival condition.

Question: “How are part numbers 8 and 9 (rub strips) fastened together?”

Answer: IAW ASTM B660-15, para 6.2.7/Specification F1667 as specified in SPI.

Question: “Can we use glue PLUS nails as specified in order to make them stronger?”

Answer: This would not be required by SPI.

Question: “Where does the certification markings need to be on the pallet?”

Answer: ALL WOODEN LUMBER, WOODEN PALLETS, AND WOODEN CONTAINERS

PRODUCED ENTIRELY OR IN PART OF WOOD PACKING MATERIAL (WPM) SHALL BE

CONSTRUCTED FROM DEBARKED WOOD IN ADDITION TO HEAT TREATED (HT)

MATERIAL (HT 56 DEGREES CENTIGRADE OR 133 DEGREES FAHRENHEIT FOR 30

MINUTES). CERTIFICATION/MARKING IS REQUIRED BY AN ACCREDITED AGENCY

WOOD PACKAGING MATERIAL (WPM) OFFICE. THIS INFORMATION CAN BE FOUND AT

WWW.IPPC.INT. As specified in each SPI.

Question: “Do they want EVERYTHING in 45 days or can we make scheduled deliveries”

Answer: I believe this question stems from the Delivery Requirement (Days) category. This requirement MUST be met, as each CLIN is ordered. This is NOT a contract to purchase all CLINs at one time. These CLIN’s will be purchased on an “As Needed” basis. From the date of posting the order (usually via BIBBS), the contractor is required to meet the Delivery Requirement (Days).

2. Amendment 0004 is also issued to incorporate to the Combined Synopsis/Solicitation Attachment 1- Updated Schedule of Supplies that include the most recent SPI updates.

3. Amendment 0004 is also issued to extend the closing date from 10/09/2019 to 10/16/2019.
