SP3300-19-Q-0077
Amendment 0001
1. The purpose of Amendment 0001 to Solicitation SP3300-19-Q-0077 is to provide responses to vendor questions and revise FAR 52.212-4 Alternate I, paragraph (i)(1)(ii)(D)(1) to clarify that no reimbursement will be provided for Other Direct Costs.
2. For clarity purposes, FAR 52.212-4 Alternate I, paragraph (i)(1)(ii)(D)(1) is changed as follows:
Changed from:
(D) Other Costs. Unless listed below, other direct and indirect costs will not be reimbursed.
(1) Other direct Costs. The Government will reimburse the Contractor on the basis of actual cost for the following, provided such costs comply with the requirements in paragraph (i)(1)(ii)(B) of this clause: [Insert each element of other direct costs (e.g., travel, computer usage charges, etc. Insert “None” if no reimbursement for other direct costs will be provided. If this is an indefinite delivery contract, the
Contracting Officer may insert “Each order must list separately the elements of other direct charge(s) for that order or, if no reimbursement for other direct costs will be provided, insert ‘None’.”]
Changed to:
(D) Other Costs. Unless listed below, other direct and indirect costs will not be reimbursed.
(1) Other direct Costs. The Government will reimburse the Contractor on the basis of actual cost for the following, provided such costs comply with the requirements in paragraph (i)(1)(ii)(B) of this clause:
[None]
3. Vendor questions submitted relating to RFQ SP3300-19-Q-0077 and Government responses are as follows:
1) QUESTION: In Attachment 1, PWS Section 2.3, Contractor Personnel, Item F, “All contractor personnel requiring elevated/privileged access to any system or network components shall possess an IT-II clearance, meet DoD 8570.1-M-1A Technical (IAT) II baseline and possess required Computing Environment (CE) certifications.” A similar statement appears in SP3300-19-Q-0077, (2) Volume II, Item C, in reference to 1) 8570
IAT Level II and 2) Computer Environment (CE).
Can the government explain in detail what “elevated/privileged access to any system or network components is? In what instances, specifically related to the PWS, does the government anticipate the need for the security contractor to require “elevated/privileged access”.
1) RESPONSE: Elevated or privileged access would be required for any modifications to the network, system or software that require access above a standard user to make modifications. This would include but not be limited to such tasks as upgrading software, restarting services, modifying configuration settings, etc.
2) QUESTION: Will the government allow an individual that meets the requirements for IAT and CE as listed in the solicitation to “remote in” or connect into the government’s electronic security system server(s) via a Virtual Private Network (VPN) or such similar secure method?
2) RESPONSE: If the individual meets the IAT and CE requirements and is required to remote into the server(s), the individual must obtain a Common Access Card (CAC) and have an account set up in the DLA Active Directory. Once the CAC is issued and an account has been established, this individual will be able to run Citrix client on his/her laptop and access the servers through a Virtual Desktop Infrastructure (VDI) session.
3) QUESTION: Do both Attachment 1, PWS Section 2.3, Item F and SP3300-19-Q-0077, Volume II, Item C require a security contractor to have on staff one (1) individual that has an IT Certification from both the 8570 IAT Level II and Computer Environment (CE)?
3) RESPONSE: If the individual requires elevated/privileged access, then this individual must have one certification from each list (8570 IAT II and CE).
4) QUESTION: Could the requirement for both IT Certs be fulfilled with one employee with an 8570 IAT Level II certification and a second employee with a Computer Environment
(CE) certification?
4) RESPONSE: No, all employees that require elevated/privileged access, must have one certification from each list (8570 IAT II and CE).
5) QUESTION: The majority of electronic security system technicians do not have or require the types and levels of IT Certifications as are listed in PWW, Section 2.3, Item F and SP3300-19-Q-0077 as these are normally required for IT-centric types of positions where an individual maintains an IT network/infrastructure/IT software provisions on a full-time basis.
Would the government consider relaxing, reducing or even removing the IT certification requirements as listed in the PWS and SP3300-19-Q-0077?
5) RESPONSE: No, this is a DoD mandate and applies to anyone that requires elevated or privileged access rights to the system or network.
6) QUESTION: Will every electronic security system technician that works at DLA, Jacksonville and Mayport, FL under this contract be required to have one IT Cert from both the 8570 IAT Level II and CE Certs?
6) RESPONSE: Anyone that requires elevated or privileged access rights to the system or network must have one certification from each list (8570 IAT Level II and Computer
Environment (CE) certifications).
7) QUESTION: Can the government clarify whether, under the current FAR regulations and requirements in the solicitation, if G&A, freight and any fee (profit) can applied to the raw cost of equipment and materials that are purchased under the Time and Materials (CLIN
0004, CLIN 1004 and CLIN 2004)?
7) RESPONSE: G&A, freight and any fee (profit) cannot be applied to the raw cost of equipment and materials that are purchased under the Time and Materials (CLIN 0004, CLIN 1004 and CLIN 2004).
8) QUESTION: Where is the AMAG Symmetry Server Located at (Jacksonville or Mayport, FL)? How many AMAG Client Workstations are connected to the AMAG Server?
8) RESPONSE: The AMAG server is located at Jacksonville. There is one workstation.
Both the server and workstation are maintained by the Navy at Jacksonville.
9) QUESTION: Is this a new requirement to provide Electronic Security System Support for the DLA Jacksonville and Mayport Sites?
9) RESPONSE: No
10) QUESTION: If this is an existing contract, please provide the awarded contract number.
10) RESPONSE: SP3300-16-M-1623
11) QUESTION: Who is the existing incumbent contractor
11) RESPONSE: Mandex, Inc.
12) QUESTION: Please confirm the LENEL Value Reseller of Record.
12) RESPONSE: The Government cannot provide that information.
13) QUESTION: Please confirm the current contract dollar value
13) RESPONSE: $247,547.14
14) QUESTION: The Government recommends submission of at least 3 recent part and recent contracts for past performance (ref. page 26 of 48). The evaluation criteria states
(ref. page 30 of 48)
In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”
Please confirm how the Government will rate Contractors past performance references if they submit less than the Governments recommendation of at least 3?
14) RESPONSE: The solicitation states: “The Government recommends submission of at least three (3) recent and relevant contracts, but will evaluate any and all submitted contract past performance information which demonstrates they have successfully executed contracts of similar scope and magnitude within the past five (5) years.”
Contractors are not required to submit at least 3 recent and relevant contracts. The
Government will evaluate past performance in accordance with the methods outlined in the
RFQ, pages 30-32.
