4 Is freight to be figured on all items pricing? N/A Yes, all transportation costs need to be included in the price of each material item. FOB Destination

5 Is there a breakdown as to what is going to which address, for better shipping rates? I don’t want to use the same for Georgia as I would for California.

Att 2 No. Item quantities by specific location cannot be quantified

6 POD for OCONUS shipments is required to CCP Points. Delivery locations to DDGM, DDNB, and DDPH do not have a delivery address (CCP Point) for shipments over 70#. Do we deliver direct to Guam, Hawaii, and Manama BH?

Att 2 See Answer to Question 2

7 If direct delivery to HI, Guam and BH is required, we request history of delivery to these locations

N/A The information requested is not available. See Answer to Question 2

8 Item #37, NSN 4887 and Item #38 NSN 4888 are described as RSC boxes, the NSN and IPD for these items states both are HSC boxes with lids. Which is correct?

Att 1 The WebFLIS Style Designator for Item #37, NSN 8115-00-926- 4887 states the Style Designation as Regular Slotted (RSC) with the Closure Method = Flaps. The WebFLIS Style Designator for Item #38, NSN 8115-00-926-4888 states the Style Designation as Regular Slotted (RSC) with the Closure Method = Flaps. The “Special Features” state “Style G – Half Regular Slotted Box with Short Top Flaps and Cover”. The “Special Features” would only apply if stated in the order

9 Item 41 shows NSN as 8115-00-774-6562, but asked for an HSC with lid. The 6562 has flaps for closure, no lid. If customer is looking for an HSC, they need the NSN 8115-00-935-1140. Which is correct?

CERTAIN DOMESTIC COMMODITIES (DEC 2016)

19 Is it required to stamp each fiberboard sheet with compliance markings per S4 of ASTM D4727/D4727M? It is a bit unusual in the corrugated industry to mark sheets.

3, 11, 22 Yes. Required action IAW ASTM D4727/D4727, S.4 Marking

20 Do all single wall and double wall weather resistant shipping boxes require compliance markings per 6.5 of ASTM D5118/5118M?

3, 11, 22 Yes. Required action IAW ASTM 5118/5118M, 6.5.1.

21 Is each triple wall weather resistant shipping box required to have compliance and certification markings per 6.8 of ASTM D5168-12?

3, 11, 22 Yes. Required action IAW ASTM D5168-12, 6.8.1.

22 In addition to the packaging items in accordance with ASTM 3951-15, Standard Practice for Commercial Packaging, are shipments also required to be marked in accordance with MIL-STD-129?

11 Yes. Required action IAW MIL-STD-129R.

23 Do you require all items are shipped using 4-way pallets? 11 Yes. Required action IAW MiL-STD-147E, 4.1.6 and 4.1.7.

24 Are all pallets required to be heat-treated? Will these be required for all locations or is it different for each location?

11 Yes. Heat treated pallets are required for all locations.

25 ASTM D4727/D4727M-17 requires pallets for sheets to ‘have the overall length and width dimensions of the fiberboard sheet being packed.’ Will Government require adherence to this ASTM even for the oversized sheets (such as 120 x 72)?

11 Yes

26 Will delivery locations be limited to only the locations provided in attachment 2, or will others be added and removed over time?

Att 2 Delivery will be to the locations provided in Attachment 2 – Delivery Locations. Additional locations may be added via mutual agreement/bi-lateral modification.

27 Will you confirm that all pricing must be FOB Destination? 1 Yes - FOB Destination Reference SF1449 BK 11 28 We notice the solicitation includes DFARS 252.204-7008, Compliance with Safeguarding Covered Defense Information Controls. Is this accurate? Will the selected contractor be required to be compliant with all 110 requirements in NIST Special Publication 800-171?

16 Clause Prescribed – See FAR 204.7304. No – This requirement applies only to components of nonfederal information systems that process, store, or transmit CUI, or that provide security protection for such components. DLA does not anticipate enforcement of this requirement for the solicited supply items.

29 We understand invoicing is through WAWF. What are the payment terms expected? Will prompt payment apply?

3 Upon WAWF approved invoice - Within 15 Days. Yes

30 We notice clause 52.219-14 applies to this solicitation. We want to ensure we are translating this correctly – does this mean that if an offeror does not directly manufacture any items being provided, the non-manufacturing rule is applied?

3 Yes. As this requirement is a 100% set-aside for small business. The small business awardee and small business subcontractor (if applicable) -combined shall perform at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials.

Purpose – to mitigate the potential for a small business to win the award and then have a large business perform most of the contract work.

31 Is there any guaranteed volume we can use for pricing breaks? 6 See Answer to Question 5

32 The minimum quantities are quite low. Will you confirm the minimum quantity is actually five bundles or five each? This greatly affects pricing.

6 Yes - Reference FAR 52.216-19 – Order Limitations (OCT 1995) - For items with a UOI of bundles (BD), the minimum is five (5) BD.

For items with a UOI of each (EA), the minimum is five (5) EA.

33 On page 15, you ask offerors to hold their pricing firm for 90 calendar days from the receipt of offer. What if the PPI for this NAICS increases during that time period? Can we index pricing to align with the PPI?

15 No

34 On the top of page 16, you indicate that “multiple offers” is deleted from 52.212-1. On page 3, you indicate you are looking for innovative ideas and solutions, multiple offers would allow offerors to respond exactly as required, and then respond in a more creative manner with an alternative offer. Is this acceptable to government?

3,16 No

35 Reference page 20 of the solicitation, you require our plan for testing and certification in compliance with applicable Industry Standards of American Society for Testing and Materials. Just to confirm, all testing and certification must be included in our unit pricing?

19 Yes

36 Regarding the Economic Price Adjustment language beginning on page

8. To clarify, DLA will not allow adjustments to unit prices outside of the formula described on pages 8 - 10?

8-10 Yes

37 For items that have a UM of bundles, we want to confirm that partial bundles shipped will not be paid for. Is this correct?

Att 1 Yes

38 Demonstrated evidence of understanding ASTM standards is a somewhat abstract concept. When the Government determines technical acceptability for the Offeror’s demonstrated understanding of the

22 For Factor 1 – Technical Capability, Offerors must clearly describe their process for testing and certification in accordance with applicable ASTM standards. Though not all inclusive, a description of their process and ability (descriptive literature) to meet this numerous ASTM standards, will Government require Offerors to evidence this through successful performance on other contracts?

requirement is requested. Past performance on Contracts requiring ASTM standards will be evaluated under Factor 2 – Past Performance (compliance with product specifications)

39 In the event that an ASTM is different than the solicitation specification, will the ASTM standard prevail?

N/A The CURRENT ASTM specifications will take precedence for all items.

40 Under Volume II – Past Performance Proposal, the first paragraph asks offerors to describe “their background, knowledge, and experience related to the manufacture and delivery of the triple wall corrugated fiberboard shipping boxes”. Is the reference specifically to triple wall intended?

19 No – Revised to read “corrugated fiberboard boxes and sheets described in the Schedule of Supplies”

41 Under Volume II – Past Performance Proposal, the third paragraph asks for an index of past performance for both the offeror and proposed subcontractors. Is it necessary to provide this for all subcontractors?

19 As stated - If an offeror or its subcontractor determines they have no past performance data, they shall provide the following statement in lieu of the information requested below: “(Insert offeror or subcontractor’s name) has determined that they possess no past performance information in accordance with the RFP.”

To be compliant with this factor offerors shall provide the following information for both the offeror and proposed subcontractors…

42 There are several ASTM standards referenced in this paragraph [Para.

22]. Two of them are not current. (ASTM D1974/D1974M-10 has been updated to 16 and ASTM D4727/D4727M-07 has been updated to 17.)

Would you like us to follow the current standard? On that subject, will the selected contractor be expected to maintain current standards for all ASTMs which apply? (Many will be updated during the life of the contract.)

22 See Answer to Question 38

43 ASTM D5118 requires either the box makers cert stamp or the box makers name to be on the ASTM markings. Is this acceptable, or does Government require both the ASTM required markings and the box manufacturer cert stamp on WR boxes?

Att 1 Either - Current ASTM D5118 requirements apply

44 Regarding “Mfr to print S/N, Unit Pack, Contract No. on each Pallet” in the Item description: Does having exterior container labels and military shipping labels on each pallet meet this requirement?

Att 1 Yes - as long as each pallet is clearly marked with the required information. In addition each pallet load of material shall be marked with a label/placard identifying the stock number, contract and delivery order number, and the quantities of BD or EA per pallet.

Vendors shall mark and identify the Original Document Number (ODN) on all freight and packing slips. The receiver must be able to easily identify S/N, Unit Pack and Contract No.
