Amendment 0003 is hereby incorporated into Invitation For Bid SP3300-18-B-0013.
Amendment 0003 is being issued to revise the Statement of Work, Project Drawings, Table 1 – existing light count, answer vendor’s questions, and provide DLC report.
Question 1: Please clarify on the type of scissor lift to be used in Warehouse 28
Double EE or EX?
Answer1: EE rated.
Question 2: The hi-bay style is not noted. Fluorescent tube fixtures are being removed, are linear high bays being requested? Or a round (UFO style) high bay can be used to replace as long as the lumens / watts and foot candles match the replacement product will be equal if not greater.
Answer 2: High-bay fixtures are required in the locations called for. See drawings.
Question 3: Dimming: It is not discussed in the doc about light dimming (windows in the facility or dimmed to 50% when no motion detected for a period then turns off etc). Dimming can save a good amount of electricity, but does add 1 more sensor
(light sensor). Is this something you'd like to consider?
Answer 3: Dimming is not required as these are operating warehouses.
Question 4: A few of the sections discuss "Removing" lights, but not replacing them (ie:
2.3.1.3 - east/west outer corridors or 2.3.1.5 - outer corridor).
Is it safe to assume the lights that are being replaced in a separate section are going to light these areas?
Answer 4: Provide per SOW and drawings.
Question 5: On the 8ft fluorescent fixtures being removed, we run a LED upgrade program that will use the current fixture and current wiring and give a dimming option. Is this something that would be considered? Or are you only interested in new fixtures?
Answer 5: Only new fixtures.
Question 6: If we do this upgrade option, all current motion / occupancy sensors for these areas could potentially be reused. Would this be of interest to entertain
Answer 6: No.
Question 7: I wanted to check with you and see what the License requirement is to bid as a prime contractor on this project?
Answer 7: The prime contractor must be a licensed general contractor and the actual electrical work must be performed by an electrical contractor with a current C-10 license.
Question 8: The DLC shows no qualified products for the specifications provided in the solicitation. Given this, are the project specifications based on the manufacturer's documented technical specification sheets or DLC test level?
Answer 8: Both, see attached sample DLC.
Question 9: Please provide the manufacturer and model of the fixtures that are the basis of design for the material specified.

Question 10: Please clarify what is required for the As-built documents and what DLA will provide as a basis. For example, will DLA provide AutoCAD files for the contractor to as-build, or is the contractor to provide a redline set that the DLA
Engineer will as-build?
Answer 10: DLA will provide existing AutoCAD files, Contractor to provide mark up of what were installed. The AutoCAD files must be used by the contractor to as-build.
Question 11: Define an acceptable Exception to delivery due to extended product lead times?
Answer 11: DLA will work with the Contractor on the material lead times as long as all other schedule is acceptable.
Question 12: Will DLA extend the project duration to 180 days to allow for the submittal process, material lead times, and installation?
Answer 12: DLA will factor in the material lead times. Project duration will be reconsidered.
Question 13: Who is the DLA’s San Joaquin location energy provider? Is it PG&E?
Answer 13: WAPA
Question 14: Please clarify the expectations for the events with time allocations from receipt of proposal, Bid Opening Date, award, notice to proceed, preconstruction meeting, submittal review duration, approval process, commencement of installation work, Answer 14:
etc.? We are seeking to better understand everything included in the specified
120 day project duration.
This information is provided throughout the IFB. However, Project duration will start on the day of notice to proceed but DLA will factor in the lead times for materials.

Question 16: Is any specialized protective gear required for access and work in the areas containing radioactive materials?
Answer 16: No. However, proper PPEs - safety goggles/glasses, steel toe shoes, hard hats and safety vests, are the minimum requirements.
Question 17: What kind of protocol is necessary around building 28 since most of that material is highly reactive (corrosive, flammable, etc.)?
Answer 17: Delineate work areas and proceed with normal work activity. Any materials requiring temporary relocation shall be coordinated at least three business days advance notice with the warehouse supervisors and COR.
Question 18: Is there any special training, certifications, or escorts required for building 28 as well?
Answer 18: Contractor employees must be trained and certified in the operation of their equipment brought into the warehouse. Escorts are to be provided by warehouse employees as needed. This will be elaborated during pre-construction meeting.
All other terms and conditions remain unchanged.
