Amendment 0002
This amendment 0002 is hereby incorporated into solicitation SP3300-17-R-0009 and shall become a part of any resultant contract.
A. The following are responses to contractor submitted questions:
1. What is the clear ceiling height of building 30 in the preferred area where the VLM is planned to reside?
Answer: 25 Feet.
2. What is the required throughput for the VLM?
Answer: The empty tray time delivery shall be 19 seconds average and 28 seconds maximum.
The fully-loaded tray time delivery shall be 23 seconds average and 33 seconds maximum.
3. What are the dimensions of the trays desired for the VLM?
Answer: 96” w x 30”d.
4. What is the host ERP system and version anticipated for use by DDSJ for the VLM?
Answer: The VLM will operate as a stand-alone system. The only government requirement is that the software be an open/editable product.
5. What is the actual maximum vertical height limit for product planned for storage in the VLM.
Would 23.6” maximum height be acceptable?
Answer: The maximum vertical height limit is 18”. Yes, 23.6” would be acceptable.
6. Can you provide label samples for the 2D codes? Do you have a specification standard for the planned Do 2D barcode? Also need to read 1D codes?
Answer: 1D barcodes are produced at the in-check stations and will be used to steer the packages to the correct shipping lane (secondary sort) in the event that the 2D barcodes aren't put in service yet.
Mil-Std 129R lists all of the design criteria for 1D and 2D barcodes. The data-fields for the 2D barcodes are listed in the attached document.
7. Depending on the date when the government will employ the 2D barcode; would you consider using scanners initially which read only 1D barcodes and replace them in the future. Technology and investment change so rapidly in this industry.
Answer: The plan is to have these 2D barcodes in operation by the time the CCP system is complete.
8. Will a small LCD display on the scanner be satisfactory for the display requirement?
Answer: Yes.
9. Where in building are the source 480V 3ph power panels? How many spare amps are available at each source?
Answer: The existing main 480V power panel has 225A and is shown on the attached drawing.
10. Will all carton bar codes to be read be on the top carton surface only?
Answer: Yes.
11. Where and what voltage and amperage is the electrical source located for each existing extendible unloader.
Answer: 480V fed from the panel identified in the answer to question 9.
12. Where and what voltage and amperage is the electrical source disconnect located for each existing transporter dock conveyor?
Answer: The inbound-side conveyor is 208V. and the feed is not known at this time since the conduit is imbedded in the wall. The inbound-side conveyor further south is 120V and is ultimately fed off the panel identified in the answer to question 9. The outbound-side conveyor is 480V and appears to be fed from the substation in Section 2 of Building 30.
Contractors should have plenty of power from the identified 480V power source to meet their needs. Contractors can run power from that location and should bid accordingly.
13. Conveyor carry roll centers are specified 3” on center. What is the minimum length carton you anticipate conveying? Smaller cartons (3’x3”0 for example must be conveyed in a tote or tray.
Answer: A 3” roller spacing was specified to maximize the package range to be conveyed without the need for totes. The contractor should list in the “exceptions” section the minimum carton size if 3”x3” is not achievable as required in Para 1.3.4.
14. Confirm only one unloader extendible will be in operation at a time conveying inbound cartons into the charge end of the 2 in 1 out sorter after the sizing stations.
Answer: Only one truck will be unloaded at a time.
15. The stretch wrappers 6 ea. are to be more automatic once the pallet is set on the wrapper. What kind of control do you wish the forklift operator to have? Would you want the operator to have a remote control? How many forklift operators would be in operation at a time?
Answer: No remote controls are required for this project.
16. The ALOC unit. What kind of vertical travel and speed do you need? You are specifying an ALOC pallet as 84 x 104. Recent industry standard is 88 x 108 for an ALOC pallet. Please confirm.
Answer: Please use the industry standard 88 x 108. Updated pallet dimensions are contained in
Paragraph 3.11.2 of the Statement of Work.
