PRINTER CONSUMABLES

STANDARDS Applicable Definitions • The definition of Width in this action is across the throat of the printer and perpendicular to the axis of travel.

• The definition of Length in this action is along or parallel to the axis of travel in the printer and is perpendicular to the throat of the printer.

• In all cases in this procurement when referring Width and Length the Width shall be the first number and the Length shall be the second. i.e.: 3x1 is 3 inches width and 1 inch in length. In cases of sheet stocks being fed to laser printers, the application is in portrait mode with a width of 8.5 inch and a length of 11 inch.

• Backing, substrate or liner shall refer to the non-stick coated paper, kraft paper or plastic backing the pressure sensitive label shall be attached to on the roll or sheet before and during the printing process and prior to its removal and application to a shipping media. The backing shall hold the labels intact during the induction to the printing process, printing and successful exit from the printing process, until the label is manually removed from the liner, backing or substrate to be physically applied to the shipping media.

• Face Stock is defined as the material itself making up the tag or label before the application of the adhesive and is independent of the backing or liner.

• Adhesive is defined as glue or pressure sensitive binding material that is activated when removed from the backing, liner or substrate post printing and application to the shipping material. For the purposes of this requirement, the adhesive once applied to the shipping media and “set up” or cured is to be permanent.

• Tags are defined as material for printing that have no adhesive or backing, liner or substrate or adhesive.

They are to be designed to be manually attached to shipping media by means other than adhesive, such as wire or tie. Neither wire tie nor tie is required as part of this action.

• Labels are defined as material of face stocks in roll stock or sheet stock, for printing consisting with or without laminate. Labels do require adhesive.

• The target printer unless otherwise specified in the Schedule of Supplies or this document is considered to be a Intermec Pm4i and/or PD42G series printer for roll labels and Kyocera FS-4200 and FS-4020DN for sheet stocks.

• Shipping Media is defined as average over pack material that commonly found in regular shipping operations in the United States and not necessarily unique to the Department of Defense. Most shipping media is expected to be reasonable porous material (cardboard or cardboard and paper composite, with or without protectant) or industry commonly used plastic shrink wrap. The shipping Media is expected to provide a reasonably smooth surface for adhesion.

• FATI stands for First Article Test Inspection. For this action, it may be used interchangeably with First Article Inspection (FAT). The Contracting Officer has the option to require sufficient samples to assure material awarded will meet the appropriate salient characteristics and function “out of the box” the same as or equal to that currently in successful production. Consumable material that cannot perform to standards as defined in the salient characteristics causes expensive work stoppages and a frustrated national security supply chain. The first responsibility of this procurement is to assure functional integrity of the supply chain.

LABEL (Roll Stocks) Label Form • The labels shall be in roll form and mounted on an easy peel liner, backing or substrate. The labels must mount on a roll (label side/ printed side out) with a cardboard or plastic center of the roll of sufficient size to be mounted correctly on the target printer/machine.

FOR

• The labels in roll form shall be die cut to a size smaller than the backing, liner or substrate. There must be sufficient room (recommend ~1/8 inch) along all 4 edges of the physical label and the edge of the substrate or backing so an operator can easily remove the label from the backing by hand.

• The labels in roll form may be of various specific sizes and may or may not have perforation. Any specifics, such as sizes and the requirement for perforation are included in the Schedule of Supplies list by line item number.

LABELS (Sheet Stocks) Label Form • Labels required in sheet form (6 per sheet) shall be butt cut to the appropriate sizes as specified in the Schedule of Supplies.

• Labels are designed to be successfully printed on a higher speed laser printer. Specifically a target Kyocera FS-4200DN or FS-4020DN.

• Labels, 6 each are assembled on an 8.5 (8 ½ inch) by 11 (11 inch) liner or substrate. Labels are to be ~4.25 inches wide by ~3.666667 inches long as arranged in portrait mode. There can be some minor variation in label size but vary not greater than 1/8 inch in width or length.

• Labels will not extend to the outside edge of the 8.5x11 liner. There shall be a gap (minimum of 1/16 inch) between the outside edge and the label to prevent adhesive from contaminating the printer.

• Labels on the sheet liner must not be contiguous. There must be a clear separation between labels, but not necessarily a gap between the labels where they meet at the internal edges.

• Labels must be easy to remove from the liner, backing or substrate, not bind or curl upon removal and adhere or tack to the shipping media when applied to the shipping media by and operator.

• Labels must be of sufficient weight (20 LB bond) of paper to ensure the label will not curl, wrinkle or prematurely separate before printing, during printing or after printing.

• The labels shall have a hot melt pattern adhesive, or of similar applicability applied to the labels to assure permanent adhesion when applied to the shipping media.

• Labels shall be white of off white but must sufficient Reflectivity and Opacity to ensure a successful barcode read to the standards define in this document.

• Sheet stock paper with perforation shall be the appropriate bond weight as defined in the Schedule of Supplies, must contain a perforation for easy fold and separation at the midpoint in portrait mode.

• Sheet stock paper shall not be recycled, unless specifically excepted by contracting office.

LABEL, RIBBON AND PAPER Packing The amount and construction of filler or inert packing included in the over pack or carton of supplies will be annotated on the Schedule of Supplies by line item.

LABEL (Labels roll and Sheet Stocks)

Printer Damage • Every label regardless if roll or sheet stocks, must be designed for easy peel by an operator from the backing or substrate with the adhesive not engaged until the peel from backing and final application process to the target shipping media, and either manual pressure, cure or both.

• All labels must be designed to not separate prematurely in the printer, leave no residue or adhesive on the target printer, rollers or roll or wrap around any parts or printer assembly. This does not imply that labels are not designed to wrap around an automatic label take up reel, when required and approved equipment for same is correctly installed to manufacturer standards.

• When used with the correct thermal transfer ribbon for roll stocks (as specified in the Schedule of Supplies)

FOR

the label shall be designed to print without any smearing, smudging, jamming, wrapping around, impacting or the disabling of the printer or damage to the print head. The labels and printers may be tested to assure no damage occurs to the printer head and any other internal printer component and no any particle or residue becomes separated from the label or substrate and is left in the printer to cause damage.

• When used correctly in the target laser printer, the Sheet Stocks will shall be designed to print without any smearing, smudging, jamming, wrapping around, impacting, contaminating or the disabling of the printer or damage to the internal printer parts. The labels and printers may be tested to assure no damage occurs to the printer and any other internal printer component and no any particle or residue becomes separated from the label or substrate and is left in the printer to cause damage.

LABEL & PAPER (Sheet Stocks) Label and Paper Sheet Material

• The face stock of the labels shall be 20lb bond weight paper with or without laminate.

• Where appropriate sheet stock, paper with perforation with no adhesive (8.5 x 11 paper with perforation) shall be bond weight paper as required and defined in the Schedule of Supplies.

LABEL (Roll Stocks) Label Potential

Environment Post Application.

The label or tag shall be constructed for durability and some limited abrasion resistance in less than optimum and possibly austere environments and shall resist fading due to temperature, humidity ranges and direct sunlight.

Additional durability requirements are included in the Schedule of Supplies. Specifically;

• Labels once applied may be exposed to an outside environment for intermittent moisture, ranges in humidity from (0% to 100%) and temperature extremes after application and adhesive setup of minimum range of (-20 degrees F to 140 degrees F), which is the full range of Department of Defense logistical activities.

• Labels and tags may be exposed to direct sunlight for considerable lengths of time during the shipping processes with only limited degradation of legibility.

• Labels and tags designated for outside storage could be exposed for greater than 12 months. The potential range of use of many of the labels is the entire spectrum of DOD logistics shipments.

• Some tags designated as required and designed for outside storage may be exposed to saltwater spray for considerable lengths of time (up to 12 months) with only limited degradation of legibility or use. The potential range of use of many of the labels is the entire spectrum of DOD logistics shipments.

• Labels are intended to qualify under MIL-PRF-61002B 6.1.2.3 Grade Consideration (a, b and c) where specified and MIL-STD-129R paragraph 5.1.2.

• Tags are expected to meet or exceed the requirements for roll stock labels for durability, print legibility, functionality and quality control with the exception of no adhesive and no backing or liner or substrate.

Specifics for tags are noted in the Schedule of Supplies.

ALL STOCKS Shipping Media (Detail)

• Most shipping media is expected to be reasonable porous material (cardboard or cardboard and paper composite, with or without protectant) or industry commonly used plastic shrink wrap.

• Label must have the ability to stick to non-porous shipping media.

• There is a possibility of limited wood (plywood crating, pressed composite wood substitutes commonly used in crating) and possibly limited amounts of sheet metal. In cases of crating and sheet metal, the label may be required adhere to the shipping media.

• There are no special requirements to develop aggressive adhesives not commonly available to adhere to wood particles that cannot present a reasonably smooth surface or to metal or corroded metal that cannot present a reasonably smooth surface.

FOR

• It is not required for the label to adhere to chemically treated material or on containers (plastic or metal) where improper packaging of chemicals may spill or exist on the outside. Label and adhesive does not have to be solvent or chemically resistant. A special chemical or solvent resistant adhesive is not required.

• It is not required for labels to adhere to chemically treated shipping media such as a metal protectant. Labels will be applied to an intermediate shipping material before application to any shipment containing chemicals that could impact label legibility and adhesion.

• There is a requirement specified in the Schedule of Supplies for labels for special tack adhesive that is activated and usable in very low (below freezing) temperatures.

• There is a requirement as specified in the Schedule of Supplies list for labels to adhere to dry painted metals and stored outside in a hostile external environment that could include large temperature ranges and various amounts of continuous daylight, humidity and moisture as specified in the Schedule of Supplies.

• There is a requirement for a tag of exceptional tear, moisture resistance and durability designed to be attached to via a tear resistant hole to shipping containers. The tag is expected to contain a significantly tear resistant hole or cut at one end to allow a zip tie or wire tie to fasten the tag to the shipping media or shipping container.

• The items defined as paper with perforation with be inserted inside shipping media or attached to the shipping media with adhesive packing list/manifest envelopes. No special durability requirements or adhesive is required.

ALL STOCKS Pagination • There is a requirement as specified in the Schedule of Supplies for tags at lengths as specified in the Schedule of Supplies. The tags shall have the ability to ensure successful pagination in the target devices. That includes where required in the Schedule of Supplies, indents or cutouts at the perforation point between tags and a significant solid black line that a sensor on the printer can recognize as a page break. All tags must be designed to operate successfully with the target printers to include successful pagination. A tag that does not provide for successful pagination in a target printer is not acceptable.

• On labels in roll stock, the substrate/backing shall be continuous with perforation when required, but there should sufficient separation between the labels on the roll to assure successful pagination by printer GAP sensors on the target printers regardless of the label length.

• Labels on an 8.5 inch x 11 inch sheet and paper with perforation format designed for a laser printer; the pagination is controlled by sheet. There should be no instances of premature pagination by the laser printer with partial label print on following pages.

ALL STOCKS Legibility of Print • The label in roll form shall be successfully printed using the target ribbons on the target printers as mentioned in each line in the Schedule of Supplies.

• The label designed in sheet format shall be successfully printed on a target laser printer (Kyocera FS- 4200DN and FS-4020DN) as mentioned in each line in the Schedule of Supplies.

• Paper in 8.5 inch x 11 inch with perforation shall be successfully printed on a target laser printer (Kyocera FS-4020-DN) as mentioned in each line in the Schedule of Supplies.

• The successful printed product shall be legible to the human eye and to the two dimensional bar code and linear bar code readers/scanners (to ANSI Standard barcode read “C” or better as measured by a PSC Quick Check III barcode evaluator). To assure correct and efficient bar code printing and legibility, the label color

FOR

(unless otherwise specified in the Schedule of Supplies) shall be white or off white or matte or semi-gloss finish on the unprinted label face suitable to assure the most effective machine read of the bar codes by a state of the art hand imager or state of the art linear scanner. Paper and tag color (unless otherwise specified in the Schedule of Supplies) shall be white or off white.

• As part of any potential First Article Test Inspection (FATI), the tests for barcode legibility may be done using other technologies as mandated in that specific FATI element or as defined in ASTM G195.

LABEL (Roll Stocks) Adhesion (Excludes tags)

• The label in roll form shall use a pressure sensitive adhesive when applied to the shipping media using normal hand pressure and utilizing NO extraneous tools, chemicals, heat, machinery or assemblies.

• The label shall be easily removed from the backing, substrate by an operator, and adhesive not tack or setup or made permanent until either sufficient time has expired after application to the shipping media or reasonable hand pressure (pressure sensitive adhesion) triggers the adhesive to setup and cure or both.

• There shall be no excessive bleeding of adhesive at or around the edges of the label both before and after application on the shipping media.

• Once applied and the pressure sensitive adhesive “sets up” or cures the label shall adhere to the shipping media on a permanent basis.

• Adhesives shall have a peel adhesion of greater than or equal to 25 gram +/- 1 at 90 degrees from stainless steel as tested by MIL-PRF-61002B paragraph 4.2.5.
