Attachment 2 – First Article Test Plan Process and Procedures
First Article Test Plan Process and Procedures
As this is a same as or equal to procurement, many of these consumables requested in the award are expected to be of the same or similar material and quality that is commercially and commonly available. The Contracting Officer has the right to waive the First Article Inspection in whole or in part for any of the CLINS, in particular CLINS of the exact same construction, but vary only by size.
For the purposes of this inspection, the terms Easy Peel Liner, Backing or Substrate are to be used interchangeably. The term sample refers to the individual material submitted for First Article Inspection.
Color samples (minimum 10 labels each) for CLINS 0012, 0013, 0014, 0015, 0016, 0017, and 0018 are required to verify that “near to” the proper color matching as defined by the PANTOME matching system can be obtained. The “near to” is defined by warehouse operations or support employees performing the same or similar functions that utilize the colored label. If exact part number is submitted for the First Article Test, the requirement may be waived by the Contracting Officer.
CLIN 0012, 0013, 0014, 0015, 0016, 0017, and 0018 are expected to be the same material, construction, size and capabilities. The only difference is expected to be in color. Therefore, if CLIN 0012, 0013, 0014, 0015, 0016, 0017, and 0018 are the same material and construction, except for color, only 1 roll of CLIN 0013 is required to be submitted for First Article Inspection. That r equ i r emen t may be waived at the discretion of the Contracting Officer.
As CLIN 0026, 0027 and 0028 are not commonly and commercially available and in the past have be custom manufactured for this application they may be required to be submitted separately from any other First Article Inspection. That requirement may be waived at the discretion of the Contracting Officer.
Each CLIN entrant required to be First Article Inspected must be marked with the CLIN number it is expected to be considered against to prevent confusion of samples. CLIN 0026 will not be First Article inspected.

First Article Inspection Administration:
• The Inspection will be performed by Government employees or Government employed contractor technicians. It will consist of the potential of 10 distinct graded inspection procedures designed to occur in proper sequence in order to maximize the testing material.
• As this contract is designed as “Same as or equal to”, and the Government has significant experience with much of the specific media; the Contracting Officer has the option of waiving the First Article Inspection in whole or in part or by individual CLIN. All First Article Inspections, if performed, will be performed in a controlled secure environment by a combination of IT specialist and warehouse or supply chain support personnel experienced with utilizing these labels in their daily and current duties.
• The Contracting Officer has the option of requiring or substituting a laboratory test in a
Government laboratory for any and/or all CLIN items in addition to or in substitution for any of the inspections. See inspection process 10. The purpose of the laboratory test is to prove that the supplied CLIN samples are the same as equal to or perform better functionally than the CLINS.
• Not all samples may be necessary to participate in the First Article Inspection. Only the items requested post award as determined by the Contracting Officer will require to be subjected to a First Article Inspection.
• Each separate First Article Inspection will consist of a grade of pass or fail for each item being inspected and scored accordingly. See potential exceptions below.
o A failure of any one (1) inspection on one (1) CLIN item will immediately if possible engage re-inspection of the same material using the same inspection processes. If the inspection that failed requires additional material or is exhausted the Contracting Officer will be contacted to request additional material. The purpose is to eliminate administrative error in conducting the inspection. If the item did not pass inspection a second time, that particular CLIN entrant will flagged for failure. If the result of the second inspection generates a pass result, a third inspection using the same process and procedures will be initiated. If a third
(3) inspection is necessary the results of the 3rd inspection will be the determining result.
o A failure of two (2) separate CLIN entrant inspections will allow the vendor the option to resubmit the same sample or different CLIN entrants and they will be re-inspected as fresh samples. The purpose is to eliminate an administrative error by the vendor in supplying media for the wrong CLIN number.
o On the occurrence of failure of 3 separate CLIN entrants. That would be single inspections of 3 failed entrants and an option to supply another CLIN entrant, would cause further First Article Inspections of that applicant to cease and the total package deemed ineligible. The process would be referred to the Contracting Officer for resolution and possibly the next applicable entrant.
• Samples defined as TAGS (CLIN 0024) will undergo the same First Article Inspection with the exception of inspections involving adhesion. CLIN 0024 (along with CLINs 0005, 0006, 0011) will have a separate additional inspection for durability as they are to be used in environmentally challenging environments.
How the First Article Inspection is conducted and the applicable criterion:
1. Was the sample (CLIN entrant) marked as to which CLIN entrant is submitted?
Shipments once awarded will have to be properly marked. (Pass/Fail).
2. The second (2) First Article Inspection for each CLIN subject to that inspection would be a basic and simple validity check against the requisite salient characteristics. (Pass/Fail)
• Was the CLIN entrant the requisite:
Size (label size- width and length, only width for ribbons).
The CLIN shall be at the required size. The amount of labels per roll and the length of the ribbon are inspected in other elements.
Perforation (if required for labels) present. The perforation shall be present if require by Schedule of Supplies. This may be exempted by the Contracting Officer.
Color (if specified). The color shall be reasonable to the required color index. In cases of inexact color match, the Contracting Officer shall be the final judge if the color is reasonably close.
Individual item marked correctly with part number and proper nomenclature (size, quality (For example: for ribbons same as or equal to ThermMax2200, for labels same as or equal to DuraTran II Kimdura). There shall be no instances of unmarked or mismarked label specifics. This may be waived as a minor administrative error by the Contracting Officer.
3. The third (3) First Article Inspection for label stocks only will consist of successful mounting and printing of the required products into brand new target printer (Intermec PD42G procured from the AITIV contract or 3400 printer if required. Or in the case of CLIN 0026 a new Kyocera FS-4200DN laser printer.
Each printer will be loaded with the designated ribbons (from the above matrix), label stocks and validated against the below criterion using a print job commonly and daily in heavy use in DLA operations for this particular label or similar. Each printer and print head will be examined and cleaned with Intermec cleaning card before, after and between samples to assure no cross contamination of the samples. The Inspection is Pass/Fail.
• Ribbons Only: As both a label and ribbon are required to complete the First Article Inspection and are in fact designed to operate in tandem the requisite ribbon and label may be scored concurrently.
As there are limited ribbon samples (at least 1 required for each First Article Inspection) and many labels, each ribbon CLIN entrant will be scored only once and the score recorded only once.
Did the designated ribbon mount correctly in the designated target printer? There shall be no instances of failure to mount correctly.
When the print is complete, did the ribbon flake, disassemble, unwind, rip, tear, and separate? There shall be no instances of the ribbon flaking, rip, tearing or parts separating from the any ribbon.
Did the ribbon leave significant smudges or significant smears and/or possible damaging residue on the print head mechanism or anywhere in the device?
Did the ribbon come with a core or other mechanism to be used for proper ribbon take up once the ribbon has been exhausted?
• Label Stocks Only (excluding CLIN 0026 sheet label stocks) (Pass/Fail):
Was the label at the proper sizes (width and length) as advertised and meet the specifications and salient characteristics as to composition, color, and integrity advertised?
Did the target label stock mount correctly in the designated target printer? There should be no instances of incorrect mounting.
While printing; did the printer properly recognize the spaces between labels and perform pagination (eject the printed label and print correctly in the next one in sequence) properly?
When properly loaded in the printer; There shall be no greater than 5 instance of missed or improper pagination per roll, excluding the beginning and ending labels.
Upon job completion (of each singular roll), did the label leave any indications of wear or leave significant damaging residue on or in the printer? There should be no instances of damage to the printers from label stocks during the print process.
When in take up reel modes did the labels prematurely separate or disassemble from the backing, substrate or liner during the print process? There shall be no more than two (2) instances of premature separation during the print process per roll.
When printing did the label prematurely separate from the backing and wrap around parts and internal mechanisms of the printer? There shall be NO instances of separation per roll where the label wraps around any print mechanism and printer has to be disassembled to remove the label.
• CLIN 0026 only sheet label stocks (Pass/Fail):
Is the Backing/Liner Sheet/Substrate at the proper dimensions
(8 ½ x11 inches)? There shall be no instances of the Backing/liner Sheet/Substrate not meeting the requisite dimensions.
The liner must be the requisite size.
Is the Backing/Liner Sheet/Substrate of the correct thickness to allow for proper, efficient and continuous high volume feeding with no or limited interruption into the designated laser printer? Upon feeding there shall be no greater than .5% (3 sheets) instance of miss-feeding of the media into a new high volume laser printer per 500 sheets.
Is the label attached to the Backing/Liner Sheet/Substrate at the proper sizes (width and length) as advertised? There shall be no instances of the label not being within requisite specifications as defined by the salient characteristics.
Is the label of the proper weight and composition, color, and integrity as required in the salient characteristics? There shall be no instances of the label at the wrong composition, weight, or color as advertised.
Five hundred sheets of submitted sample of label with Liner will be fed into the target higher volume laser printer and printed using print jobs commonly and daily in use on the same defined media from the DLA Warehouse Management System. Upon stock feeding into the target higher volume laser printer and printing an exit from the target laser printer;
Did the label stock jam, contort, fail to feed correctly, prematurely release or peel or separate from Liner? There should be no more than 3 instances of incorrect feeding, printing, exiting per 500 sheets. There is no exclusion for beginning or ending sheets.
Upon job completion, did the label leave any indications of wear or leave significant damaging residue on or in the printer?
There should be no instances of damage to the printers from label stocks during the print process. There shall be no adhesive, glue or label becoming loose or disengaging from the liner in this process and adhering to any part of the printer mechanism.
4. The fourth (4) First Article Inspection consists of a numerical count of the ribbon length and label amounts per roll and sheets when using sheet stocks. The count will occur during or incidental to the printing process.
• Roll Stocks: Was the ribbon(s) at the proper width and length and meet the advertised specifications? The ribbon shall be at the required width and greater than the required length or not less than a minimum of 5% of the required length.
• Roll Stocks: Were the amount of labels per roll greater than or within 5% less than the minimums as specified in the salient characteristics? The amount of labels per roll must be greater than or within than 5% of the requisite minimum amount per roll as defined in the salient characteristics.
• Sheet Stocks: Upon exit from the printer the amount sheets in the presented ream (500 sheets) of liners will be counted and calculated. There should not be greater than 1% error in the required count of sheets per submitted sample.
5. The fifth (5) First Article Inspection will consist of a label application of the output product of the print function developed in the third (3) First Article Inspection. A random sample of 50 printed labels from each type label stock will be equally applied to 2 types of commonly used shipping media in DLA (cardboard and shrink wrap plastic) at ½ on each. The process will be evaluated for the following factors:
• ROLL STOCKS:
Did the label separate from the backing successfully during the intended application process and not prematurely? Greater than 5% of the labels separating prematurely or not correctly will be designated a failure for this element.
Did the labels apply to the shipping media successfully? Greater than 5% of the labels not adhering correctly or the pressure sensitive adhesive not operating/holding correctly will be designated a failure for this element.
• CLIN 0026SHEET STOCK:
Fifty of the random printed labels will be peeled from the backing and place upon and expected to immediately adhere to a target shipping media (cardboard and plastic shrink wrap). Did the label separate from the liner easily with no tools or mechanisms beyond hand removal and adherence to the shipping media with normal hand pressure? There shall be no more than 3 instances per 50 labels of the label being difficult to peel or remove from the liner, there shall be no more than 3 instances of premature adhesion to any material per 50 labels until applied to the target intended shipping media.
Using no more than normal hand pressure, the 50 labels will be applied to the shipping media and allowed to setup, cure or make the adhesion permanent. After 24hours, the labels will be tested using normal hand pressure to assure the label adhesion is made permanent. There shall be no more than 10% instances of a failure to remain attached or permanently adhere to the shipping media.
6. The sixth (6) First Article Inspection will consist of evaluating the output using a common linear 3 of 9 barcode printed on the Intermec PD42G and a commonly used DLA warehouse management system output label. Of the printed and applied labels, 50 printed labels with be evaluated with an industry standard bar code verifier, specifically the HHP Quick Check bar code verifier. The purpose is to test the legibility of the printed product on the submitted combination of label and ribbon stocks. No more that 5% of the labels inspected shall be scored at less than ANSI Standard “C”. (This inspection includes all labels and printed products to include
CLIN 0026).
7. The seventh (7) First Article Inspection will determine the label’s ability to maintain adhesion after application of reasonable force and after 24 hours on the shipping media. Fifty of the applied printed labels will be checked after 24 hours setup time.
No more than 5 % shall have failed to setup and achieve permanent adhesion to the shipping media.
8. The eighth (8) First Article Inspection applies only to items with unique durability requirements and is in addition to the previous First Article Inspections 1 to 7 where applicable.
• In addition to the above First Article Inspections Samples of labels designed with stringent adhesive requirements for COLD APPLICATION. (CLIN 0021). (Pass/Fail).
CLIN 0021 will have an additional 25 random printed labels adhere to a cardboard composite shipping media kept below 32 degrees Fahrenheit. The shipping media before application will be stored for at least 8 hours at below 32 degrees Fahrenheit before application of the label and presented immediately to the label application upon removal from storage. No more than 5% shall have failed to adhere to the shipping media.
After application the shipping media will be returned to storage below 32 degrees Fahrenheit. After 12 to 24 hours after application with the test bed remaining below 32F they will again be check for proper adhesion and attempt to peel. Not more than 5% shall remain bound to the shipping media at the end of the time frame.
• In addition to the above First Article Inspections CLINS 0005, 0006, 0011, 0019, 0023 will be additionally inspected for additional durability and resistance to moisture and environmental stress. These particular CLINS are to be designed to withstand significant environmental stress and will be subjected to additional inspections carried out in a professional laboratory. Five (5) printed samples each of the required CLIN will be subjected to ASTM G195 test for Abrasion and ASTM D1922 for Tear force. The test will be performed in a Government laboratory with a professional staff dedicated to conducting ASTM testing. Standards are as published in the salient characteristics per each sample. Each CLIN designed to withstand significant environmental stress is rated separately.
(Pass/Fail).
Abrasion Resistance: Using ASTM G195 Speed 60 (+-2rpm), Vacuum: 100% with gap of .25in between nozzle and surface, Wheels: CS-10, Load: 250g+- 1g. Test is conducted until all printed barcodes on the sample code are no longer legible using WEBSCAN grading. ALL PRINTED SAMPLES ARE TO BE CREATED USING THE RIBBON AS DEFINED IN Schedule of Supplies.
Tear Resistance: Tested to ASTM D1922 tear in each direction.
Values are in average force to initiate a tear. Sample size of 5.
9. The ninth (9) First Article Inspection applies only to CLIN 0027 and 0028. It involves the examination and verification of the paper stocks involved in CLIN 0027 and 0028. The scoring is Pass/Fail for the entire sample for the entire series of inspections. There shall be no instances of failure in any of the below categories in this section. (Pass/Fail).
• Is the sample properly marked?
• Is the sample the proper size/
• Does the same have the proper perforation at the required position?
• Is the sample at the required paper bond weight? Sample will be weighed against a known sample of bond weight.
• Did the sample (500 sheets) successfully feed into and print on a target laser printer? There shall be no instances of failure to feed per 500 sheets.
• Did twenty (25) random sheets of a standard print job in daily use on this function print a linear barcode that scores ANCI C or better using the same techniques in First Article Inspection#6 above.
10. The tenth (10) First Article Inspection applies verifiable and repeatable scientific evaluation techniques to the previous (1 through 9) inspections, is extracted from MIL-PRF-61002B and subsequent releases. The purpose is to assure scientific evaluation techniques can be applied when required or mandated by the Contracting Officer. This First Article Inspection (#10) is at the sole discretion of the Contracting Officer and or may be engaged or waived by the Contracting Officer in total or in part by individual CLIN. It is intended to be used when results of previous First Article Inspection are unclear or not definitive. First Article Inspection #10 is to be conducted by a professional testing operation at a Government owned and operated laboratory as determined by the Contracting Officer. This inspection element is expected to be only used when the submitted sample is not the same as the suggested item or CLIN. The evaluation is to assure that in scientifically measurable categories the submitted sample CLIN performs the same as or equal to the CLIN defined as same as or equal to and is not to be graded, but defined as the same as or equal to in the critical categories. The Inspections are as defined in MIL-PRF-61002B and may be substituted with subsequent MIL-PRF- 61002 versions for inspections that produce the same comprehensive results. Items from MIL-PRF-61002B that may be engaged are: Abrasion resistance, Adhesion, Moisture/rain resistance, Extreme temperature resistance, Ultraviolet light condensation when required.
11. There is no First Article Inspection for solvent, chemical, or detergent resistance.
