INTRODUCTION:
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart
12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice, in conjunction with the Federal Acquisition Regulations (FAR) Subpart 13.5 Simplified Procedures for Certain Commercial Items. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The RFQ number is SP3300- 16-Q-0230.
This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-91 effective 30 Sep 2016 and Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20160923 edition and Defense Logistics Acquisition Directive (DLAD) Current to Revision 5 and PROCLTR 2016-09. This RFQ is being solicited as a 100% set-aside reserved for small business concerns. The North American Industry Classification System Code (NAICS) is 561612 - Security Guards and Patrol Services. The size standard for this NAICS code is $20,500,000.00. The Product Service Code (PSC) associated with this requirement is S206
– Guard Services.
DESCRIPTION OF REQUIREMENT: The purpose of this Canine Drug and Explosive Detection Services procurement is to provide canine detection/deterrent resources in support of DoD installation security regulations and anti-terrorism measures currently in place for the protection of employees, visitors, information and properties at DLA Distribution Susquehanna, Pennsylvania facilities located in New Cumberland and Mechanicsburg, PA.
These services shall be performed in accordance with the Performance Work Statement provided as Attachment 1.
Wage Determination No.’s 2005-2447, Rev. 18 dated 29 December 2015 (Cumberland County, for Mechanicsburg location) and 2005-2455, Rev. 18 dated 29 December 2015 (York County, for New Cumberland location) apply to this acquisition. All relevant labor under this effort will be in accordance with the Service Contract Act.
Pursuant to FAR 52.222-42, Statement of Equivalent Rates for Federal Hires, the following data is provided for informational purposes only and is not a Wage Determination. The Wage Grade equivalent to this position is as follows: Detection Dog Handler = (GS-5) $15.50 per hour (Cumberland County) and $16.90 per hour (York County).
PERIOD OF PERFORMANCE:
The period of performance will be for a one (1) year base period, with two (2), one-year option periods.
Base Year: 1 December 2016 – 30 November 2017 Option Year One: 1 December 2017 – 30 November 2018 Option Year Two: 1 December 2018 – 30 November 2019
INSTALLATION LOCATIONs: DLA Distribution Susquehanna, Bldg. 911, PA, New Cumberland PA 17070.

SCHEDULE OF SUPPLIES/SERVICES:
See the attached Excel document RFQ Attachment number 2 (Schedule of Services) for the schedule of services to include: a list of contract line item number(s) (CLINs); item descriptions; quantities; the unit of measure(s); unit price; and total price for each CLIN/Year and total contract price.
Any award resulting from this solicitation will be issued on a Standard Form (SF) 1449 for commercial items.
The award will be written with firm fixed priced CLINs for each of the two different types of dog/handler teams required, for the 4-hour block of time per each event.

A package is required from all offerors and shall be provided with the quotes. Please pay special attention to the Instructions to Offerors starting on page 10. The instructions require various items of documentation to be submitted with your quote. The evaluation criteria, starting page 13 explains how offeror’s quotes will be evaluated for acceptability/unacceptability.
CONTRACT PRICING: Contractors’ price quotes should represent their best and final firm fixed price for each dog/handler team for a period of 4 hours of service at a time. These prices should include the fully burdened rate for the cost of the labor for the individual as well as all costs for the dog, in addition to overhead costs and profit.

INSURANCE: Reference FAR Clause 52.228-5 Insurance-Work on a Government Installation located in this solicitation. Insurance certificates must be submitted to the Contracting Officer within ten (10) days after the date of contract award. The minimum amount/kind of insurance required is shown below:
Workers’ Compensation and Employer’s Liability - $100,000 (except in states with exclusive or monopolistic funds that do not permit workers’ compensation to be written by private carriers.); General Liability- $500,000 per occurrence; Automobile Liability – Property damage $20,000 per occurrence, Bodily injury $200,000 per person and $500,000 per occurrence.
When requested by the Contracting Officer, the Contractor shall provide a copy of all subcontractors’ proofs of required insurance no later than five (5) days before each subcontractor commences work on the Government installation. These certificates are not required for submission with your quote, they are only required of the awardee receiving the contract.
INVOICING & PAYMENT:
Invoices shall be submitted through Wide Area Workflow (WAWF). After review and certification by the Government, invoices will be approved and set for payment via electronic funds transfer (EFT) by Defense Finance and Accounting Service (DFAS).

FAR 52.217-8 -- Option to Extend Services (Nov 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within the current period of performance prior to contract expiration.

FAR 52.217-9 Option to Extend the Term of the Contract (Mar 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days;
provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c) and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. (a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

Illegal Items not Authorized on Federal Installation
Illegal drugs, guns or other contraband are not authorized on this Federal installation. It is the Contractor's responsibility to ensure that its employees working on-site at this installation are U. S. citizens or legal aliens with no outstanding warrants. This installation is manned by a DoD Police Force who possesses apprehension authority, which includes holding suspects for local authorities. The local authorities can issue a citation that charges the individual with a specific offense and requires the individual to appear before a Federal Magistrate. This agency processes illegal aliens in accordance with INS instructions.

MANAGEMENT OF CONTRACTOR EMPLOYEES
The Contractor personnel are employees of the Contractor and under the administrative control and supervision of the Contractor. The Contractor, through its personnel, shall perform the tasks prescribed in the Performance Work Statement/Statement of Work. The Contractor shall select, supervise, and exercise control and direction over its employees under this contract. The Contractor shall not supervise, direct, or control the activities of the Government personnel or the employee of any other contractor, except any subcontractor employed by the Contractor on this contract. The Government shall not exercise any supervision or control over the Contractor in the performance of contractual services under this contract. The Contractor is accountable to the Government for the actions of its personnel.

The offeror shall provide the following information in sufficient detail to clearly demonstrate the offeror possesses a complete understanding of the minimum technical requirements necessary to perform the canine drug and explosive detection services as set forth in the PWS:
(a) The offeror shall handler and canine training and certification processes and procedures; handler and canine proficiency sustainment/maintenance training practices and procedures; and general canine care policies and procedures.
(b) The offeror shall clearly identify the proposed single purpose handler and canine teams to be used in performance of the detection requirements set forth in the PWS. The offeror shall submit certificates clearly indicating each proposed single purpose handler and canine team has been trained and certified together to perform the specific detection service.
(c) The offeror shall submit information clearly indicating each proposed handler possesses at least two years of recent general canine handling and care experience.
(d) The offeror shall submit information clearly indicating each proposed canine drug detection team has been trained and certified to detect the substances outlined in AFI31-121 paragraph 5.1.2.6.1.
(e) The offeror shall submit information clearly indicating each proposed canine explosive detection team has been trained and certified to detect the substances outlined in AFI31-121 paragraph 5.1.2.6.2.
(f) The offeror shall submit information clearly indicating how they intend to provide contingency support either through the use of his own resources or through the use of subcontracted resources; how they intend to respond within one hour on-site at the locations identified in the PWS to fulfill the contingency support requirement; identify the proposed canine explosive detection team(s) to be used in performance of contingency support; and submit information clearly indicating the proposed canine explosive detection team(s) to be used in the performance of contingency support has/have been trained and certified to detect the substances outlined in AFI31-121 paragraph 5.1.2.6.2. Although most service will be required during normal operational hours of M-F, 7a-6p, the contractor must certify to 24/7 availability of service.
(2) Volume II: Past Performance (Electronic File)

The Offeror shall describe their background, knowledge and experience related to preventive and remedial maintenance services for MHE. Of particular emphasis is performance that was executed in accordance with the same or similar scope and magnitude that is described in the PWS. Past performance information is used in determining the level of confidence the Government has for successful performance based upon the Offeror’s actions under previously awarded, relevant contracts.
The Government will only consider relevant past performance data. To be considered relevant, the offeror must demonstrate past execution of similar contracts in terms of scope, complexity, technology, magnitude of effort and schedule. The offeror must demonstrate through past performance an ability to perform the work described in the solicitation. This is done by demonstrating that they have successfully executed contracts of similar scope and magnitude within the past five years. The Government recommends submission of at least three contracts, but will evaluate any and all submitted. Offerors shall provide a detailed explanation of the relevance of the contracts or efforts to the requirements as defined in the PWS. If subcontractor experience is provided as part of the most relevant contracts provided, it will be given weight relative to the percentage of effort being provided by that particular subcontractor in the quote submitted. The references will be evaluated in the aggregate in order to allow offerors who may not have the entire scope, magnitude, and complexity of the requirement under one individual contract to still be considered relevant if experience with the full scope, magnitude, and complexity of the requirement can be demonstrated within the allotted number of references as described above.
If an offeror or its subcontractor determines they have no past performance data, they shall provide the following statement in lieu of the information requested below: “(Insert offeror’s name) has determined that they possess no past performance information in accordance with the RFQ.”
To be compliant with this factor offerors shall provide the following information:
(1) An index of previous contract data for the offeror. The index shall contain two (2) or more contracts that the offeror is currently performing or has completed during the last five years. The index shall include:
- Contractor Name
- Name of the customer/agency
- Contract/Purchase Order Number
- Customer points of contact (provide name, telephone number, fax number, and e- mail addresses)
- Length of contract
- Period of performance (dates)
- Initial Contract Price
- Final Contract Price or price as of the last modification
- Description of product/service provided (include sufficient detail to demonstrate the scope and complexity of the product/service provided)
- Discussion of the similarities and differences of experience (include sufficient detail to demonstrate similarities/dissimilarities to the requirements of this solicitation)
- Facilities in which the product/service was performed
- Quality of Past Performance; to include a discussion of actual performance under each contract listed, including problems encountered; how they were resolved; the timeliness of deliverables required; how costs were controlled; business relationships; management of key personnel, and any other areas deemed necessary to provide insight into actual performance issues.
(2) A narrative synopsis that shall describe the specific nature of the work, similarities with the proposed work and the relevant experience gained.
(3) A Past Performance Questionnaire is attached to this solicitation. Offerors shall send this questionnaire to previous customers. All questionnaires shall be submitted to the Government by the quote due date and time identified in the solicitation. All previous contracts the offeror utilizes for Questionnaire information must be contained in the Previous Contract Data index for the submitting the questionnaire to the customer. The offeror shall ask the customer to complete the questionnaire and return it directly to the Acquisition Specialist via email. Government evaluation members may contact the named individuals to clarify, obtain additional information, or conduct a telephone survey of past performance. As such, the offeror shall provide a list of all Questionnaires submitted that provides the following information:
- Name of the customer/agency
- Date submitted to customer/agency
- Contract/Purchase Order Number - Customer points of contact (minimum of two, provide name, telephone number, fax number, and e-mail addresses)
(4) Offerors may describe any quality awards or certifications that indicate technical excellence in the service requested. Examples of such awards or certifications include, the Malcolm Aldridge Quality Award, other Government quality awards, and private sector awards or certifications (e.g., the automobile industries QS 9000, Semitic’s SSQA, or ANS/EIA-599). Indicate what segment of the company (division or entire company) received the award or certification and the date. If the award or certification is over three years old, present evidence the qualifications still apply.
(5) The Government may utilize the Federal Past Performance Information Retrieval System (PPIRS), the Contractor Performance Assessment Reporting System (CPARS), responses received from the Performance Risk Assessment Questionnaire, data submitted by the Offeror, and any other information available to determine the quality and relevance of the offeror’s past performance.
(3) Volume III Price Quote (Electronic File):
1. Signed and dated quote with all required fill-ins completed. Include Company CAGE code, Company name, address, telephone number, e-mail address, FAX number; and Solicitation number.
2. Completed Attachment 2 - Schedule of Services for base year and two (2) option years in EXCEL file
Workbook format. Prices must be rounded to two decimal points. NOTES: One soft copy of the completed Schedule of Supplies/Services for Base Year and Two Option Years in EXCEL file Workbook format is provided with this RFQ. EXCEL spreadsheets contain formulas for calculating the total price per CLIN. Offeror is to complete the blue unit price cells only for each contract year.
3. Completed certifications and representations located at FAR 52.212-3 of the RFQ OR offeror statement indicating that said certifications and representations are current and located in the System for Award Management (SAM) database at http://www.sam.gov.
4. Signed amendments of Solicitation, if applicable.
The Provision FAR 52.212-2 Evaluation -- Commercial Items (Oct 2014) applies to this acquisition. The following addenda to the provision FAR 52.212-2 applies to this acquisition.
Addenda to FAR 52.212-2 Evaluation – Commercial Items (OCT 2014) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The Government intends to award one contract to the responsive, responsible offer using the Lowest Priced, Technically Acceptable (LPTA) procedure. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability. Award will be made on all or none basis. Award will be made to the acceptable offeror with the lowest evaluated price, inclusive of options, which is deemed responsible in accordance with the Federal Acquisition Regulations (FAR), and which has submitted a quote conforming to the solicitation requirements.
The requirements include all stated terms, conditions, completion of representations and certifications, and all other requirements of this solicitation. The Government intends to award without discussions; therefore, the initial offer should contain the offeror’s best terms from a cost and technical standpoint. However, the Government reserves the right to conduct discussions if determined necessary by the Contracting Officer.
Quotes shall be evaluated for acceptability or unacceptability only and shall not be rated. Award will be based on the lowest evaluated price of quotes meeting or exceeding the acceptability standards for the non-price factors, Technical and past performance. Any offeror who has been found to have an acceptable rating on factor 1- Technical & factor 2-past performance, will then have the quote evaluated for lowest price.
The following non-price factor shall be used to evaluate quotes:
Factor 1– Technical Capability
The offeror must demonstrate a thorough understanding of and the capability to perform the Government’s requirements. Technical capability to meet the Government’s requirement will be evaluated on an acceptable/unacceptable basis.
To be technically acceptable, the offeror shall clearly demonstrate processes and procedures for handler and canine training and certification, handler and canine proficiency sustainment/maintenance training and general canine care have been established and are in place as specified in the PWS. To be technically acceptable, Canine Detection teams must be properly trained and certified as required in the PWS and in accordance with Air Force Instruction AFI31-121 and Air Force Manual AFMAN31-219.
To be technically acceptable, each canine handler shall possess at least two years of recent general canine handling and care experience.
To be technically acceptable, each canine drug detection team shall demonstrate the ability to detect the substances outlined in AFI31-121 paragraph 5.1.2.6.1.
To be technically acceptable, each canine explosive detection team shall demonstrate the ability to detect the substances outlined in AFI31-121 paragraph 5.1.2.6.2.
To be technically acceptable, the offeror shall clearly demonstrate the capability to fulfill the contingency support requirements as specified in the PWS Paragraph 5.E.
Factor 2 - Past Performance Record
This standard is based upon the offeror’s ability to substantiate credible examples of past performance associated with their commercial and Government offerings, inclusive of delivery, schedule compliance, product quality, and overall customer satisfaction. Offerors shall send the Past Performance Questionnaires provided in Attachment 4 of this RFQ to at least two (2) references to complete regarding the offeror’s past performance. Questionnaires must be submitted/returned to the Acquisition Specialist, Micheal.smith3@dla.mil, by the closing date and time of the RFQ.
