Amendment 0003

The purpose of this Amendment is as follows:

1. Answer contractors' questions.

2. Replace Amendment 0001 Attachment 1 - Schedule of Supplies with revised Attachment 1 - Schedule of Supplies.

3. Replace Attachment 3 – Commercial Item Description A-A-0059195D dated 25 March 2015 with revised Attachment 3 - Commercial Item Description A-A-005919E dated 1 September 2015.

4. Provide Attachment 5 – Historical Data.

5. Extend the closing date of the solicitation until 30 September 2015, 11:00 am EST. All offers must be received by this date and time to be considered for award.

Contractor Submitted Question Government Response Question 1:

The CID AA-0059195D specification calls for an inside cavity depth of the inside liner that is incorrect on each item. Para 3.1.2.1 references figure 1. Figure 1 clearly shows that the inside liner should reach the approximate height of the outer container inside height. However in Table 1, the dimensions for the inside cavity (inside liner) depth or height dimensions which is the last dimension will clearly not reach the height of the inside of the outer container for each item. This exposes the insulation wall directly to the inside of the cargo cavity area and I do not believe this is what the agency desires. It appears the dimensions listed in Table 1 for the depth of the inside liner (cavity) are off by as much as 4 ¾ “.

Response 1:

Please see attached Commercial Item Description (CID) A-A-0059195E dated 1 September 2015 for the correct dimensions.

(Note: Replace previous Attachment 3 –CID A-A-0059195D dated 25 March 2015 with revised Attachment 3 – CID A-A-0059195E dated 1 September 2015)

Question 2:

Also in reviewing and comparing the DLAR 4145.21 packaging requirements, there appears to be some

Response 2:

Section “F. GENERAL REQUIREMENTS” of DLAR 4145.21 variation in the depth capacity needed for packing out the inner liner. Assuming the corrections in A. above are made to the liner depth, item 1 for the Small box liner will be ¾” shorter than the load capacity needed and will cause the box to be overfilled when loaded with the cargo box and required refrigerant packs by the shipper.

The specifications indicate they do not want these to be overfilled. I recommend that for Item 1 the small shipper outer container size should be 15.75 x 12.75 x

14.625 and the inside HSC liner should be 11 x 8 x 12.5 to accommodate the proper inside cargo contents with refrigerant packs and allow for sufficient insulation wall thickness in the bottom of the box as well as for the top plug.

is not applicable to this solicitation.

Section “G. SPECIALIZED REQUIREMENTS” of DLAR 4145.21 is applicable to this solicitation. However, Reference G.2 “Acceptable containers and supplies for cold chain management protocols are contained in Attachment 3” is not applicable to this solicitation. The contractor shall use the dimensions stated in the latest CID A-A-0059195E dated 1 September 2015 for this solicitation.

Question 3:

With regards to the Solicitation page 3 - “Notice to Offerors”, item 2 identifies NAICS code 322212 and the size standard as 750 employees. This NAICS code is for “establishments primarily engaged in converting paperboard (except corrugated) into folding paperboard boxes without manufacturing paper and paperboard”. I believe this is the incorrect NAICS for this solicitation.

The contractor for this requirement is not making the boxes from paperboard but instead is using Corrugated Fiber Boxes NAICS 322211 and Urethane foam products NAICS 326150. The size standard for both of these NAICS codes is 500 employees and not 750. It is my belief that the NAICS code should be corrected and thus reduce the size standard for this small business set-aside to 500 employees or less.

Response 3:

There are many products under each manufacturing. NAICS 322211 and 322212 were both reviewed for this acquisition. Since corrugated boxes (322211) as a finished completed product are not included as part of this requirement, NAICS 322212 was considered to be a more appropriate match. The size standard for this NAICS is 750 employees under the latest SBA Size Table dated July 14, 2014.

The current NAICS will remain unchanged and as stated in the solicitation.

Question 4:

Pursuant to my question a few minutes ago over the phone, do you have the minimum quantity of containers of one typical order?

Response 4:

Attachment 5 provides historical data (date ordered, container sizes, quantities, and ship to locations) for delivery orders issued under current contract SP3300-11-D-0002.

Question 5:

Can we obtain pricing under the current contract of pricing for each NSN and actual quantities used for each NSN for each destination?

Response 5:

Attachment 5 – Historical Data (item sizes and quantities) is provided.

Historical pricing can be requested via FOIA. See link for FOIA request instruction, http://www.distribution.dla.mil/eFOIA.aspx

Question 6:

Can we get clarifications on shipping by "commercial practices" as far as how many of each NSN per Pallet we can ship?

Response 6:

The Contractor shall determine in accordance with standard commercial shipping practices involving safe transport to destination the quantity of each size container that can be shipped per pallet.

Question 7:

While the outside dimensions of the schedule of supplies and Defense Logistics Agency Regulation (DLAR)

4145.21 page 6 table II differ slightly are the NSN in Defense Logistics Agency Regulation (DLAR) 4145.21 the proper ones?

Response 7:

Section F of DLAR 4145.21 is not applicable to this solicitation.

Therefore, the NSN listed in DLAR 4145.21 is not applicable for this solicitation.

Question 8:

We would like to know the current pricing and quantities shipped to each location in both zones.

Response 8:

See responses 4 and 5.

Question 9:

Were there any modifications to the former contract as far as pricing or quantities?

Response 9:

No.
