1. What these labels will be applied to, indoor or outdoor?
Both.
2. How long they are required to last? This is mainly for ribbon specification purposes.
6 months at a minimum.
3. Which material is required for the labels – there is a reference to polypropylene film, Kimdura, plastic as well as paper?
The choice of coated paper or other material (plastic or composite) is left to the vendor, as long as the standards for durability are met and the ribbons and labels are designed to be compatible.
4. Is the memory requirement for the inlay 96 bit? If not, what is it?
The government requires a chip that meets the requirements of EPC Global GEN II Class 1 which has a writeable data area of 96 bits.
5. The RFID labels we manufacture yield 95 to 98% reading – is that acceptable?
100% of the required labels must be operable (i.e. for 4 x 2 labels, DDC must receive 1,000 operable labels on the roll, for 4 x 6 labels, DDC must receive 500 operable labels on the roll). If a company has a 5% Quality Assurance error on a roll of 1000, then they should provide an additional 50 tags for a total of 1050.
6. May we add the FAR 52.216-4 Economic Price Adjustment—Labor and Material. for the ability to adjust our pricing due to economic changes? For example: material cost increases, transportation cost increases, etc.
No, the contracting officer does not anticipate significant fluctuations in labor or material costs.
7. The DFARS 252.225-7001 Buy American Act and Balance of Payments Program (Jan 2009) is included by reference on page 54. But is it not check on page 65. Does the DFARS 252.225-7001 Buy American Act and Balance of Payments Program apply?
No.
8. What is the standard quantity to be shipped?
The resultant contract from this solicitation will be a requirements contract. The quantities required will be established on each delivery order and will be in accordance with the terms of FAR 52.216-18.
9. How are the shipping costs handled?
Pricing shall be FOB Destination pricing.

10. Can we provide 2 versions of the proposal for the material option?
FAR 52.212-1 allows offerors to submit multiple offers.
11. On page 69, it indicates that section (h) multiple awards has been deleted. Does this mean the government intends to award to only one vendor?
Yes.
12. Will non-laminated paper labels be accepted?
Yes; however, paper labels must be coated to ensure durability.
13. Is an independent laboratory test required for RFID tag technology already in use at
DLA?
14. Please confirm an anti-static Bag is required for every roll of labels, when shipping. A static bag is referenced on page 92, (I think you mean anti-static bag) but no mentioned anywhere else in the solicitation.
15. Are all the items listed in this solicitation (labels and ribbon) required to be delivered in 14-21 days after this solicitation/contract is awarded, or will there be multiple purchasing officers with DoD, calling at different times throughout the year, placing orders for these products? On some of the larger volumes orders, will the POC for the distribution center, place the order for this location to be delivered all at one time, or will there be multiple distributions for the estimated volume, placed at multiple times throughout the year?
The resultant contract from this solicitation will be a requirements contract. The quantities required will be established on each delivery order. Delivery orders will only be placed by the DDC Contracting Office.
16. In the salient characteristics, you mention 8” OD for the target printers, and only request 500/roll on the 4x6 labels. We can put 1,000 4x6 labels per roll and still keep under the
8” OD.
The required number of functioning labels is 500/roll; it may not exceed 8” OD.
17. In the last solicitation for RFID enabled labels, there was a request for the RFID enabled labels to be submitted with the Monza 3-IC chip. Is this chip no longer required?
As there are a number of chips that successfully meet the standard, the required chip is no longer specified; however, any proposed chip must meet the salient characteristics and must be approved for use by EPC GLOBAL for Class 1 GEN II.
18. Can the independent laboratory test be submitted directly from the manufacturer?
Yes; however, each offeror must indicate that the Government shall use the documentation submitted separately from the manufacturer. The information submitted from the manufacturer must be submitted by the time/date/method referenced in accordance with FAR 52.212-1.
ADDENDA TO FAR 52.212-1 – INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS (Sept 2006).
Reference paragraph (c) under referenced provision FAR 52.212-1. This paragraph is tailored to read as follows:
(c) Period of acceptance of offers. The offeror agrees to hold prices in its offer firm for 120 calendar days from the date specified for receipt of offers.
The following paragraph under referenced provision 52.212-1 is hereby deleted:
(h) Multiple awards
OFFER SUBMISSION INSTRUCTIONS
Proposals must include two (2) hard copies. Submission of a proposal that does not contain all items requested below may result in elimination from consideration for award. Contractors must submit proposals in separately bound volumes as described below. No price information shall be included in the technical proposal (Volume 2). Offerors shall add the following footer to each page of their proposal: “SOURCE SELECTION SENSITIVE—SEE FAR 2.101 and 3.104.”
Volume 1:
1. Completed Standard Form 1449
2. Completed CLIN price information in the Schedule of Supplies/Services. Each subCLIN must show the unit price and total price for the subCLIN. *Offerors must use the CLINs and subCLINs specified in the Schedule of Supplies/Services. It is not permissible for offerors to use offeror created CLINs.*
3. The offeror shall provide the total price for each year and the total price for all years inclusive of all CLINs and subCLINs.
4. Completed certifications and representations located at FAR 52.212-3 and DFARS 252.212-7000.
5. Signed acknowledgements of amendment (SF30). (Applicable only if any amendments are issued against this solicitation).
Volume 2:
Section 1—Technical Capability:
1. Offerors shall provide a narrative response to each item in the salient characteristic matrix found in Attachment #2 to demonstrate that the proposed product meets each of the minimum salient characteristics for this requirement.
The offeror must demonstrate that its products can meet the characteristics documented in the salient characteristic matrix. Simply responding with a yes or no to each item is not an adequate response to this evaluation factor. As part of this response, an offeror may provide product literature that reinforces the product’s ability to meet the characteristics.
2. Documentation of an independent laboratory test from a laboratory not affiliated with the vendor or manufacturer or parts thereof. The documentation shall provide documentation defining the inlay (chip and antenna combination) to include frequency and readability ranges and aspects. The independent laboratory test may be submitted separately by the manufacturer; however, each offeror must indicate that the Government shall use the documentation as submitted by the manufacturer. The documentation must be submitted in accordance with submission instructions below in regards to the time/date/method of submission.
Volume 3:
The offeror shall provide information on past performance. Past performance information is used in determining the level of confidence the Government has for successful performance based upon the offeror’s actions under previously awarded, relevant contracts.
The Government will only consider relevant past performance data. To be considered relevant, the offeror must demonstrate past execution of similar contracts in terms of complexity, technology, magnitude of effort, schedule, and scope. Additionally, the performance must have occurred during the last three (3) years. If an offeror or its major subcontractor determines they have no relevant past performance data, they shall provide the following statement in lieu

of the information requested below: “(Insert offeror or major subcontractor’s name) has determined that they possess no relevant past performance information in accordance with the RFP. “
To be compliant with this factor, offerors shall provide the following information for both the offeror and proposed major subcontractors.
(1) An index of Previous Contract Data for the offeror. The index shall contain all relevant PRIME contracts and relevant SUBCONTRACTS that the offeror is currently performing or has completed during the last three years. The index shall include:
– Contractor Name
– Name of the customer /agency
– Contract/Purchase Order Number
– Customer points of contact (minimum of two, provide name, telephone number, fax number and e-mail addresses).
– Length of contract
– Period of performance (dates)
– Initial Contract Price
– Final Contract Price or price as of the last modification
– Description of product/service provided (include sufficient detail to demonstrate the scope and complexity of the product/service provided)
– Discussion of the similarities and differences of experience (include sufficient detail to demonstrate similarities/dissimilarities to the requirements of this solicitation)
– Facilities in which the product/service was performed.
– Quality of Past Performance; to include a discussion of actual performance under each contract listed, including problems encountered; how they were resolved; the timeliness of deliverables required; how costs were controlled; business relationships; management of key personnel, and any other areas deemed necessary to provide insight into actual performance issues.
(2) An index of Previous Contract Data for all major subcontractors containing the information listed in (1) above as it relates to relevant PRIME and SUBCONTRACTS that the major subcontractor is currently performing or has completed during the last three years.
(3) Offerors and their major subcontractors may describe any quality awards or certifications that indicate technical excellence in the service requested. Examples of such awards or certifications include, the Malcolm Aldridge Quality Award, other Government quality awards, and private sector awards or certifications (e.g. the automobile industries QS 9000, Semitic’s SSQA, or ANS/EIA-599). Indicate what segment of the company (or division or the entire company) received the award or certification and the date. If the award or certification is over three years old, present evidence the qualifications still apply.
The Government may utilize the Federal Past Performance Information Retrieval System (PPIRS), the Contractor Performance Assessment Reporting System (CPARS), responses received from the Performance Risk Assessment Questionnaire, data submitted by the offeror, and any other information available to determine the quality and relevance of the offeror’s past performance.
