Instructions contained herein are to serve as a guide in preparation of quotes; however, they are not intended to be all inclusive. The quoter is expected to completely examine and analyze all aspects of the technical/business, past performance, and price areas to be addressed, and to include information in the quote, which will enable the evaluators to determine the quoter’s understanding of the requirements.
Past Performance
The quoter, including subcontractor, may submit up to five (5) relevant, recent (Government or Commercial) references, if they do not anticipate any recent, relevant information is obtainable by the Government from sources, which may include: Contractor Performance Assessment Reporting System (CPARS), Supplier Performance Rating System (SPRS), Electronic Subcontract Reporting System (eSRS), Federal Awardee Performance and Integrity Information System (FAPIIS), or other databases, as well as interviews with POC references, Program Managers/Customers, Contracting Officers, or Contracting Officer Representatives (CORs).

All non price evaluation factors will be evaluated for acceptability (only) on a pass/fail basis and will not be rated.
Quoter’s must be determined to be responsible according to the standards of FAR Part 9 to be eligible for award. As part of this evaluation the Government reserves the right to review any sources or people the Government determines reliable including those sources which relate to past performance.

Past Performance Requirements
The quoter will be evaluated on any submitted recent and relevant past performance references and any other recent and relevant information obtained from Government sources/databases (CPARS, SPRS, FAPIIS, etc.) and POCs. In the case of a quoter without a record of recent relevant past performance history, the vendor will not be evaluated favorably or unfavorably for its past performance history. In the context of acceptability/unacceptability, “unknown” shall be considered acceptable. Should the Government discover adverse past performance information to which the quoter had not had a prior opportunity to respond, the KO will conduct communications if deemed appropriate. In the context of this procurement, recency is defined as a contract performed within three (3) years of the solicitation issuance date. The relevancy assessment shall consider the similarity of scope, magnitude of effort, and the complexities this solicitation requires.
To be acceptable the offeror must demonstrate the ability to successfully perform the required effort.
Price
The proposed total price (the sum of the total amount for all CLINS) between quotes that are determined to be technically acceptable will be the determining factor in the selection of a quote for award. Price analysis shall not be conducted on quotes or quoters determined to be unacceptable for award. Government will perform a price analysis to determine the reasonableness of proposed price in accordance with FAR 15.404-1(b). The Government will utilize a comparison of proposed prices received in response to the solicitation.
Award will be based on the overall lowest priced quote that meets or exceeds the acceptability standards for the non-cost factors. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
