Amendment 0001

FIRST: The following RFIs have been received from industry for solicitation SP0604-21-R-0407 and are addressed by the Government:

RFI 01: We would like to request the utility data for the solar PV system production in 15-minute intervals or at a minimum hourly data, please. This data is needed to develop our technical solution.

Therefore, we respectfully request a three-week time extension of the proposal deadline (22 January 2021).

RFI 01 RESPONSE: Detailed power generation data from the Power Purchase Agreement (PPA) installed ground mounted solar array will be provided to the selected partner at the commencement of the IGA phase of this requirement. Nameplate data is found on page 1, section 3 of the NOO. The government intends to seek a FY21 contract award and sequence construction to mitigate the most risk possible to the site during the 2021-2022 California fire season. Therefore, no extension to this solicitation period will be granted.

RFI 02: Please provide copies of invoices for each utility type i.e., electricity, water, and propane for the summer and winter months.

RFI 02 RESPONSE: Electric Utility is on rate Schedule E-20-P. These rates can be found at https://www.pge.com/tariffs/electric.shtml#INDUSTRIAL. Our propane is purchased at the commercial spot market rate at time of purchase. Water rates are from the City of Petaluma https://cityofpetaluma.org/billing-water-sewer/ Copies of invoices and additional meter data will be provided as part of the initial data package for selected ESCO as part of the PA.

RFI 03: Attachment 8, second tab shows the annual kWh and electricity cost to be 10,415,790 kWh and $1,745,518. The first tab in Attachment 8 shows the annual electricity usage and cost summary to be 6,484,626 kWh and $1,086,848. Why is there a difference between these totals and which one is the correct one?

RFI 03 RESPONSE: The annual kWh is as stated to be 6,484,626 and $1,086,848. These figures are from the main meters. The difference is the other numbers came from sub-meters. The sub-metering has been having issues, so the individual building numbers may not be from the same time periods, or even the same year.

RFI 04: Please provide the monthly propane and water usage and cost information for the latest year.

RFI 04 RESPONSE: See attachment 1 this Amendment ‘Attachment 1 - FY2020.xlsx’

RFI 05: What is the primary use for the propane consumption at the site? Which buildings use the most amount of propane each year?

RFI 05 RESPONSE: Primary propane use is for cooking and heating. Largest uses are Bldg. 560, Lower Galley; Bldg. 126, Upper Galley; Bldg. 544 Bauer Training; Bldg. 543 Juliet Nichols Training.

RFI 06: Please confirm that the electric kWh provided in this attachment is the net usage at the site, excluding the kWh produced by the existing PV systems.

https://www.pge.com/tariffs/electric.shtml#INDUSTRIAL https://cityofpetaluma.org/billing-water-sewer/

RFI 06 RESPONSE: The annual kWh of 6,484,626 and $1,086,848 is net and does not include the PV production.

RFI 07: Please confirm that the proposed microgrid should serve 100% of TRACEN Petaluma's on-site load

RFI 07 RESPONSE: The goal would be to serve 100% of load, but the most cost-effective solution may not include everything. Depending on duration of events it is conceivable that some load would be deemed less critical and would not require the same availability of energy. The PA phase of the project will refine the requirements for each critical load.

RFI 08: Could you please provide an extension for the due date of this NOO response to allow us more time to analyze site data and incorporate information from question responses?

RFI 08 RESPONSE: The government intends to seek a FY21 contract award and sequence construction to mitigate the most risk possible to the site during the 2021-2022 California fire season. Therefore, no extension to this solicitation period will be granted.

RFI 09: Does the TRACEN Petaluma site have any development plans on any of the undeveloped parcels of land as seen in Attachments 5 (and 3)?

RFI 09 RESPONSE: Although there are some plans for future development, they are mostly building extensions. Therefore, virtually all undeveloped land is available. As a note, a CATEX was granted for the current ground mount solar array.

RFI 10: Is the TRACEN’s wastewater treatment plant eligible for energy conservation measures under this ESPC?

RFI 10 RESPONSE: TRACEN's Wastewater treatment plant is owned by the Coast Guard and is eligible for energy conservation measures, if applicable.

RFI 11: On what date did the TRACEN begin purchasing energy from its Community Choice Aggregation supplier?

RFI 11 RESPONSE: Sonoma Clean Power was established in 2002.

RFI 12: Has the TRACEN experienced any Public Safety Power Shutdowns (PSPS)? Has the site experienced other electrical outages and if so, can you say how many and for how long each event?

RFI 12 RESPONSE: TRACEN had a Public Safety Power Shutdown (PSPS) in November 2019 lasting five days. Other outages were not of significant length, about four per year.

RFI 13: What Advanced Metering Infrastructure brand does Petaluma have?

RFI 13 RESPONSE: The Advanced Metering Infrastructure equipment is manufactured by Obvius.

The Coast Guard is currently refreshing many of the AMI components external to this EPC.

RFI 14: Can you provide a copy of each type of utility bill (electric, water)?

RFI 14 RESPONSE: Copies of invoices will be provided to the selected ESCO as part of the initial PA data package.

RFI 15: Can you provide a copy of the existing PPA agreement or summary of the factors of that agreement?

RFI 15 RESPONSE: Summary elements of the PPA will be provided to the selected ESCO as part of the initial PA data package as elements of the agreement are proprietary in nature and will require an

NDA.

RFI 16: If new solar resources are brought online in this project, will the facility be able to stay on the E-20 rate?

RFI 16 RESPONSE: Likely at some point during the year the TRACEN will exceed 1000 kW. All rate discussions/decisions will be considered.

RFI 17: What equipment is fueled by the propane tanks?

RFI 17 RESPONSE: Propane tanks feed cooking equipment in the galleys, heating base wide, and some emergency back-up generators.

RFI 18: How much diesel and propane storage is available onsite?

RFI 18 RESPONSE: Diesel storage is 1,750 gallons. Propane storage is 67,000 gallons.

RFI 19: What is the capacity of the Wastewater Treatment Plant (Millions of Gallons per Day)

RFI 19 RESPONSE: 3.28 million gallons per day

RFI 20: What is the status of funding for the new automatic transfer switches and transformers to be installed in FY21 and new transformers anticipated in FY23?

RFI 20 RESPONSE: The new transfer switches are manual transfer, not automatic. The transfer switch project is already awarded for FY-21. The new transformers are in our program, but funding depends upon appropriations in FY-23.

RFI 21: What physical hardening efforts have been accomplished today for the electrical infrastructure?

What are the highest priority physical hardening needs remaining?

RFI 21 RESPONSE: The PA phase of the project will refine the requirements.

RFI 22: What are the plans (or are there plans) to replace existing government-owned solar inverter assets?

RFI 22 RESPONSE: The government owned inverters, originally installed in 2003, were replaced in 2017.

RFI 23: We again respectfully request a three-week time extension of the proposal deadline to Friday, February 12, 2021

RFI 23 RESPONSE: The government intends to seek a FY21 contract award and sequence construction to mitigate the most risk possible to the site during the 2021-2022 California fire season. Therefore, no extension to this solicitation period will be granted.

RFI 24: Please confirm that the ESCO may use relevant past project experience from specialized partners/subcontractors to respond to Factor 2: ESCO Experience.

RFI 24 RESPONSE: As noted in the NOO, ESCO’s response shall identify and describe experience of the ESCO as prime contractor. Experience from other than the ESCO will not be evaluated as part of Factor 2: ESCO Experience. It may be evaluated as part of Factor 1, subparagraph (e).

SECOND: All other terms and conditions remain as previously stated.
