3. Project Approach:
Eglin AFB desires to achieve the mandated energy goals in line with Executive Order (EO) 13693 with concentrated reduction in energy intensity and water consumption. Included in the project scope are 183 buildings encompassing 5,417,842 square feet between Eglin AFB and Duke Field hereby referred to as Eglin AFB. Attachment 1 provides a listing of available buildings to be included in the resultant project along with their pertinent data and energy consumption. The selected ESCO shall be responsible for determining the actual utility consumption during the Preliminary Assessment (PA) and Investment Grade Audit (IGA) phases.
Eglin AFB is interested in a comprehensive audit and analysis to identify and examine opportunities to achieve maximum energy/water savings and renewable energy production within the constraints of the ESPC vehicle. Should the financial economics produce a viable project, Eglin AFB seeks to achieve facility energy intensity reductions for energy efficiency, improve water use efficiency, and to increase the amount of facility energy and thermal energy from renewable electric energy and alternative energy in line with Executive Order (EO) 13693.
In achieving its energy and water conservation goals, Eglin AFB is interested in any ECM defined in Attachment J-3 of the DOE IDIQ with the exception of two technical categories: TC.15 - Energy Cost Reduction through Rate Adjustments and TC.20 - Future ECMs. Under 10 CFR § 436.31, an ECM must improve energy efficiency, and therefore, any water conservation measures proposed must improve energy efficiency.
Specifically, Eglin AFB is interested in exploring and evaluating the following ECMs: Building Automation Systems/Energy Management Control Systems; Heating, Ventilating, and Air Conditioning (HVAC) Improvements; Lighting Improvements; Building Envelopment Improvements, and any other ESCO identified opportunities.
All ECMs will have the operations, maintenance, repair and replacement performed by the selected ESCO. Be advised that the resultant project shall be accomplished in compliance with Air Force Engineering Technical Letter (ETL) 13-13, Energy Savings Performance Contracts, dated 15 Aug 2013 and Engineering Technical Letter (ETL) 11-1: Civil Engineering Industrial Control
System Information Assurance Compliance to ensure compliance with security and maintainability standards. Pursuant to the basic IDIQ contract, Section C.12, ENERGY EFFICIENCY AND
RENEWABLE ENERGY AND WATER PROJECT FINANICAL AND TAX INCENTIVES,
credits, rebates, and incentives from the government, utility companies, and private companies should be pursued to the maximum extent practicable.

(6) Response Requirements
The ESCOs are responsible for verifying the completeness and accuracy of all information furnished to them by the Government. Failure to include all information requested may adversely affect the evaluation and may result in an offer being ineligible for consideration. Responses to this Notice of Opportunity should be received no later than 17 October 2016, 3:00 p.m. Ft. Belvoir, VA time. All interested ESCOs should submit the following in order to be considered:
Factor 1 – ESCO Approach: (15 single sided pages maximum) (TO-4 shall not be included as part of the 15 pages maximum; however, it shall adhere to page and size format requirements listed above).
The ESCO’s response to this factor should include sufficient information to identify and describe the possible energy conservation measures that it would propose for this project addressing conservation efforts of energy intensity and water and renewable energy production. To qualify as an ECM under this NOO, any water conservation measure or component in an ESCO’s proposal must improve energy efficiency and meet the definition of Energy Conservation Measure (ECM) as listed in the DOE IDIQ. The Government is not seeking a response similar to a Preliminary Assessment. The Government is only looking for a reasonable illustrated approach for how the ESCO would pursue energy conservation efforts meeting Eglin AFB’s needs. The response shall present the following:
a) ESCO’s best industry practices for investigation and development of the ECMs identified and the ESCO’s recommended ECMs culminating in the scope of work for this project. The ESCO shall draw upon and reference information provided in Attachment 1 for this development.
b) ESCO’s rationale for the ECM selected and the determining factors for that ECM selection. The response should provide clear and convincing evidence why and how the selected ECM will meet the needs of Eglin AFB as described herein. In addition, the ESCO shall submit a draft Task Order Schedule 4 (TO-4) First Year Estimated Cost Savings by ECM and Technology Category illustrating the ESCO’s selected ECMs, less their associated implementation costs. ESCOs shall use information provided in Attachment 1 and any applicable industry standards. ESCO’s assumptions shall be highlighted in its response.
c) ESCO shall include a discussion of resources they intend to utilize as well as any subcontracting or teaming arrangements to be established should they be selected.
It is not a requirement that the ESCO have past performance history in the execution of their selected ECM for this project. The basic IDIQ has already determined each ESCO responsible for the sound implementation capability of the each of 20 technical categories.
To be clear, in the event of resultant task order award, the award shall only be awarded to one of the 16 DOE IDIQ basic contract holders as the prime contractor.
Factor 2 – Past Performance: (ESCOs shall not submit additional information in response to this Factor).
The Past Performance factor considers the ESCO’s past performance as the prime contractor.
The Government will use its discretion to determine the sources of past information used in the Past Performance evaluation. The information may be obtained from the Government’s knowledge of contractor performance, other government agencies or commercial entities, or past performance databases.
Factor 3 - Price Factors: (Five single sided pages maximum) ESCOs shall discuss and define any cost benefit or other financial advantage their company can bring to the Government that would reduce the amount of principal borrowed for a subsequent project. The discussion of each benefit or advantage must identify, at a minimum, a percentage discount to the implementation costs that are recommended. Be advised that the ESCO will not be held to this exact percentage if selected, however, will be held to the fulfillment of the concept. It is expected and accepted that during the development of the project scope and finalization of all attributes of the project during the Investment Grade Audit that further definitization will occur.
The Government is not looking for a cost breakdown of the project visualized in response to Factor 1. The Government seeks to understand the ESCOs practices and ardent pursuant of any financial benefits that will assist in bringing the implementation cost of the final project down while at the same time not eroding or compromising the success of the project.
5. Evaluation Methodology
a. Basis for Selection:
Task Order (TO) down selection procedures as stated in the DOE basic contract, paragraph H.3.1, will be used to make an integrated assessment for a best value decision for ESPC services at a firm fixed price.
Proposal will be evaluated using the following three factors:
1) ESCO Approach;
2) Past Performance;
3) Price Factor.
Factor 1, ESCO Approach, is more important than Factor 2, Past Performance. When combined, Factor 1 and Factor 2 are more important than Factor 3, Price Factor.
The resultant Task Order may be awarded to the responsible ESCO that provides the best fit in achieving energy conservation and renewable efforts for Eglin AFB. Best fit means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in satisfying the requirement and represents the best value to the Government considering the ESCO’s approach, past performance and price.
b. Number of Contracts to be Awarded:
The Government intends to award one resultant Task Order for this requirement.
However, the Government reserves the right not to award a Task Order at all.
