(DOE), Indefinite Delivery Indefinite Quantity (IDIQ) Contract.

Solicitation: SP0600-15-R-0423

1. Notice: The Defense Logistics Agency (DLA) Energy, on behalf of Kirtland Air Force Base, New

Mexico plans to award an ESPC task order using the Department of Energy (DOE) Super ESPC indefinite-delivery, indefinite-quantity (IDIQ) contracts. DLA Energy invites the current 16 ESPC contract holders (herein called ESCO – energy service company) to submit a written response to this

Notice of Opportunity (NOO) for DLA Energy’s consideration. Only the 16 DOE ESPC awardees are eligible for award.

2. Authority: The DLA Energy authority is in accordance with the Federal Acquisition Regulation

(FAR) 23.205 “Energy-savings performance contracts”, Energy Policy Act of 1992 (EPAct) and

DOE Final Rule, 10 CFR 436 Subpart B – Methods and Procedures for Energy Savings Performance

Contracting and Energy Policy Act of 1992 (EPA, 10 Apr 1995).

3. Background: Kirtland Air Force Base is located in the southeast quadrant of Albuquerque, New

Mexico. The base is roughly 50,000 acres and has 7 million square feet of facilities. Kirtland is the home of the Air Force Materiel Command’s Nuclear Weapons Center, 58 th

Special Operations Wing and Air Education and Training Command.

4. Project Approach: Kirtland desires to achieve improvements in energy efficiency, water conservation and renewable energy production in 134 buildings covering 4,162,258 square feet.

ECMs developed in the Preliminary Assessment (PA) and Investment Grade Audit (IGA) must increase energy reliability and energy surety. Refer to Attachment 1 for a list of buildings included in the scope, and pertinent data illustrating Kirtland’s energy consumption. This information is offered only for project scoping potential. The selected ESCO shall be responsible for determining the actual utility consumption during the PA and IGA phases.

In achieving their energy goals, Kirtland is interested in any energy conservation measure (ECM) defined in Attachment J-3 of the DOE IDIQ contract with the exception of two technical categories:

TC.15 - Energy Cost Reduction through Rate Adjustments and TC.20 - Future ECMs. Kirtland is interested in a centralized energy management control systems (EMCS) and such a system should be considered in the resultant project. Their existing EMCS was installed over 10 years ago, is a combination of pneumatic controls and Direct Digital Control, and should be considered near or at the end of its useful life. New systems are to be connected to the base’s civil engineer virtual local area network (CE-VAN) and will have to be certified through the Air Force Certification and

Accreditation Program (AFCAP). ECMs will have the operations, maintenance, repair and replacement performed by the selected ESCO.

5. Submission Requirements

DLA Energy, on behalf of Kirtland, invites the 16 current ESPC contract holders to submit a written response to this NOO for our consideration. This NOO constitutes your opportunity to be considered for this potential project. A site visit will not be offered as part of the down-selection process.

Kirtland AFB, NM

To assure timely and equitable evaluation of offers, offerors must follow the instructions contained herein. Offerors are required to meet the requirements of the NOO and its attachments to include terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in an offer being ineligible for selection.

(2) Page Limitations and Number of Copies:

Each offer submitted shall contain one electronic version and one hard copy. Failure to include all information requested may adversely affect the evaluation and may result in an offer being ineligible for consideration. Assurance of experience, capability, and qualifications that clearly demonstrate and support the offeror’s plan of action and claims are essential.

Page limitation for each offeror’s response is stated in paragraph (7) below. If page limitations are exceeded, the excess pages will not be considered as part of the evaluation of the submitted offer. Each page shall be counted except the following: blank pages, tables of contents, tabs and glossaries and those parts of the offer noted herein as exempt from the page limitations.

(3) Page Size and Format:

A page is defined as each face of a sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two pages. Page size shall be

8.5 x 11 inches, not including foldouts. Pages shall be single-spaced. Except for the reproduced sections of the NOO and its attachments, the text size shall be no less than 12 mailto:Carrie.boeding@dla.mil mailto:Cynthia.obermeyer@dla.mil

Kirtland AFB, NM point. Use at least 1 inch margins on the top and bottom and ¾ side margins. Pages shall be numbered sequentially. These limitations shall apply to both electronic and hard copy versions of the response.

Legible tables, charts, graphs and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated and shall not exceed 11 x 17 inches in size. Foldout pages shall fold entirely within the offer, and count as a single page. Foldout pages may only be used for large tables, charts, graphs, diagrams, and schematics; not for pages of text. For tables, charts, graphs and figures, the text shall be no smaller than 10 point. These limitations shall apply to both electronic and hard copy versions of the response.

(4) Electronic Copies:

The content and page size of electronic copies must be identical to the hard copy. When discrepancies exist between the written offer and those provided in electronic format, the written offer will take precedence in all cases. For electronic copies, indicate on each CD-

ROM the offeror’s name and project title. The electronic copies of the response shall be submitted in a format readable by Microsoft (MS) Word 2010®, MS Excel 2010®, and MS-

Power Point 2010®, or Micro-Soft Office XP®, as applicable. In addition to one of the aforementioned formats, the electronic copy must also contain one complete response document in Acrobat Adobe (.pdf) format.

(5) Indexing:

To the greatest extent possible, indexing shall be used to readily identify information contained in the submission. The offer shall contain a detailed table of contents to delineate the subparagraphs. Tab indexing shall be used to identify sections. Indexing and tabbing pages shall not count against the page limitations. Any information included on these tab or index pages outside of the realm of a tab or index intent shall not be considered.

(6) Glossary of Abbreviations and Acronyms:

The offer shall contain a glossary of all abbreviations and acronyms used, with an explanation for each. Glossaries do not count against the page limitations.

(7) Response Requirements

The ESCOs are responsible for verifying the completeness and accuracy of all information furnished to them by the Government. Responses to this Notice of Opportunity should be received no later than 23 Oct 2015, 3:00 p.m. ET Fort Belvoir, VA. Interested

ESCOs are asked to limit the volume of the material submitted to only the pertinent information requested. All interested ESCOs should submit the following to be considered:

Factor 1 – Past Performance: (15 single sided pages maximum)

This factor considers the ESCO’s performance regarding implementation of ECMs under an ESPC contract, particularly ECMs for EMCS, as well as its performance as an ESPC prime contractor.

Kirtland AFB, NM

The ESCO’s response to this factor should include sufficient information to identify and describe the experience of the ESCO as a prime contractor for up to four (4) ESPC projects that illustrate the ESCO’s performance regarding EMCS. If an ESCO submits more than four (4) projects, only the first four (4) will be considered for evaluation. Projects that have construction completed will rate more favorably than projects that do not have construction completed at the time of submission. The total project may include other energy conservation measures (ECMs); however, the only ECM that needs to be detailed as required below is the EMCS ECM.

For each project, provide a brief narrative explaining how the project relates to each of the items (i) – (iv) below. Include the Agency/Owner point of contact (name, title, phone number, and email address), contract number, location of each project, the date of task order or contract award, the actual project construction completion date, the modified construction completion date and the performance period term for each project. For projects currently in the performance period phase, include information on whether the guaranteed savings for previous years have been achieved. ESCO submissions shall address each of the following items for each project submitted:

(i) Discuss the certification/accreditation process that was accomplished as part of the installation and implementation cyber security measures. The Government defines cyber security measures as processes and practices to protect network, equipment, programs and data from attack, damage or unauthorized access.

(ii) Discuss the EMCS scope of work to include system descriptions (i.e. front end.

Controllers, etc.), control strategies, commissioning process, and estimated/measured savings.

(iii) Describe the measurement and verification approach by control strategy.

(iv) Describe the maintenance approach used to ensure predicted savings persisted throughout the life of the contract.

In addition to the narrative statement described above, the Government will use its discretion to determine the sources of past information used in the evaluation, and the information may be obtained from references provided by the offeror, agency’s knowledge of contractor performance, other Government agencies or commercial entities, or past performance databases. In assessing this factor, the offeror’s performance capabilities related to its ECMS work will be given greater weight than its performance capabilities related solely to other ECMs or generally as a prime contractor.

Factor 2 - Price: (Five single sided pages maximum) ESCOs shall provide the project development costs, the project’s total implementation price, the profit rate and the overhead rate for each of the four (4) projects submitted under Factor 1.

Kirtland AFB, NM

6. Evaluation Methodology

a. Basis for Selection:

Task Order (TO) down selection procedures as stated in the DOE basic contract, paragraph H.3.1, will be used to make an integrated assessment for a best fit decision for ESPC services at a firm fixed price.

Proposal will be evaluated using the following two factors in descending order of importance:

1) Past Performance

2) Price

The down selection process will focus on each ESCO’s past EMCS performance and their reasonable ability to achieve Kirtland’s energy conservation and renewable energy goals.

The resultant TO may be awarded to the responsible ESCO who provides the best fit for achieving energy conservation and renewable energy production efforts for Kirtland AFB at a reasonable price. Best fit means the expected outcome of an acquisition that, in the

Government’s estimation, provides the greatest overall benefit in satisfying the requirement and represents the best value to the Government considering the ESCO’s past performance and price.

b. Number of Contracts to be Awarded:

The Government intends to award one resultant TO for this requirement. However, the

Government reserves the right not to award a TO at all.
