Notification of Opportunity
OC-ALC, Tinker Air Force Base OK Energy Savings Performance Contract (ESPC) Task Order Under the Department of Energy’s (DOE), Indefinite Delivery Indefinite Quantity (IDIQ) Contract.
Solicitation: SP0600-15-R-0413
1. Notice: The Defense Logistics Agency (DLA) Energy, on behalf of the OC-ALC at Tinker Air Force Base
OK plans to award an ESPC task order using the Department of Energy (DOE) Super ESPC indefinite-delivery, indefinite-quantity (IDIQ) contracts. DLA Energy invites the current 16 ESPC contract holders to submit a written response to this Notice of Opportunity (NOO) for DLA Energy’s consideration. Only those 16 DOE ESPC awardees are eligible for award.
2. Authority: The DLA Energy authority is in accordance with the Federal Acquisition Regulation (FAR) 23.205
“Energy-savings performance contracts”, Energy Policy Act of 1992 (EPAct), and DOE Final Rule, 10 CFR 436 Subpart B – Methods and Procedures for Energy Savings Performance Contracting and Energy Policy Act of 1992 (EPA, April 10, 1995).
3. Project Approach:
OC-ALC desires to achieve improvements in energy efficiency, water efficiency, and renewable energy production for the OC-ALC Depot Maintenance facilities. ECMs developed in the PA and must increase energy reliability, energy surety and significantly address the net zero goals.
Attachment 1 provides the buildings included in the scope and their pertinent data illustrating energy consumption and mission. This is offered only for scoping potential. Be advised that the Government is fully aware of the differences in the total utility data totals within the document. This is due to the fact that some utility data is based on estimates as a result of multiple organizations within one building. Energy calculations in the resultant project must be based on the OC-ALC’s reimbursable rate structures not the base’s rate structure. Attachment 2 provides recent billings for the reimbursable rates structure for OC-ALC buildings except the buildings in the 9000 area. These buildings which are defined as the ‘TAC area’ and have a different rate structure than the rest of the base. Further clarifications will be discussed with the select ESCO during project development. The selected ESCO shall be responsible for determining the actual utility consumption during the PA and IGA phases. This information is offered only to generalize the nuances of the OC-ALC utility rate structure for ESCOs as they decide whether to respond to the Notice.
OC-ALC desires a comprehensive audit and analysis to identify and examine opportunities to achieve maximum energy/water savings and renewable energy production within the constraints of the ESPC vehicle with particular emphasis on the industrial process improvements. The Government defines process improvement as improvements to the energy consumed by the equipment or process such as, but not limited to, the following ECM scope examples:
Amendment 0001
1) Evaluate how constant speed drives (CSDs) are currently tested. In the current process, CSDs generate electricity which is then dissipated using resistors which wastes all the electricity that is generated.
2) Evaluate the air driven accessories process. Currently large quantities of compressed air are wasted due to the way the test process is designed.
3) Evaluate heated process tanks.
4) Evaluate the processes which use distributed compressed air and steam to determine if there are more efficient methods and technologies available.
5) Evaluate paint and strip operations to determine optimal procedures and technologies.
In achieving their energy goals, OC-ALC is interested in any energy conservation measure (ECM) defined in Attachment J-3 of the DOE IDIQ with the exception of two technical categories: TC.15 - Energy Cost Reduction through Rate Adjustments and TC.20 - Future ECMs. All ECMs will have the operations, maintenance, repair and replacement performed by the selected ESCO. The resultant project must address the following needs:
1. Proposed technology must be forward looking. Individual boilers and equipment which address only one focus area without consideration to overall energy management will not be considered responsive.
2. Systems must be analyzed as a whole to determine opportunities to reduce net energy consumption. Individual ECMs for individual components that do not address the impact to the whole system will not be considered responsive.
3. The contractor shall demonstrate an in-depth understanding of OC-ALC's electrical and thermal loads by season and production rates on an 8760 hour basis. Solutions must address processes, equipment, and sustainable behavior changes over the life of the project.
4. Combined Heat and Power, Solar PV/Thermal, Energy recovery and other forms of renewable energy must be analyzed on a life cycle basis for each major process and for the complex as a whole.
5. Compressed air networks must be metered and analyzed as a whole to determine true loads, base loads and leakage rates. Proposed alternatives must demonstrate detailed knowledge of the system and measures to reduce energy and equipment capacities by 50%.
6. Airflows required for paint, de-paint operations shall be modeled using Computational Fluid Dynamics models to determine actual airflow requirements per the Uniform Facilities Code (UFC) and the Task Order Request for Proposal (TORFP). Proposed systems must meet actual requirements not historical requirements.
7. Cost and benefits for ECMs must be quantified by building and billing customer so that OC- ALC cost and benefits can be separated from other tenant organizations.
ESCOs are advised that there are existing ESPC, UESC and ECIP projects at some of the buildings.
Further discussion of demarcation will be with the selected ESCO at the Preliminary Assessment kickoff meeting. The selected ESCO will be required to include and illustrate the clear lines of demarcation between their new project and the existing energy conservation projects. The project Measurement and Verification Plan shall clearly illustrate the savings to assure the Government review team that energy savings are counted only once between the new project and existing energy projects.
4. Submission Requirements
The DOE Super ESPC will be the contracting vehicle used to implement this energy conservation project.
DLA Energy, on behalf of OC-ALC, invites the 16 current ESPC contract holders to submit a written response to this Notice for our consideration. This Notice constitutes your opportunity to be considered for this potential project. A site visit will not be offered as part of the down-selection process.

Factor 2 – Project Management Plan (PMP): (7 single side pages maximum)
ESCOs shall provide the following:
(i) A Communication Plan addressing communications with the Government and between project team members: The Communication Plan should include, at a minimum, ESCO management/decision makers, subcontractors, and industry partners. The plan should clearly demonstrate how the team is going to communicate across disciplines to ensure complete, quality, and innovative solutions. The plan should include the approach the ESCO intends to take at different project stages, including identifying and refining ECMs throughout the PA and IGA processes, identifying and correcting construction issues during the construction process, and identifying and correcting performance issues during the performance phase.
(ii) A Staffing Plan for the proposed ESCO project team: The Staffing Plan should indicate the job title, duties, and responsibilities with decision making authority for the project, and clearly demonstrate how the project will be resourced and managed through the PA, IGA, construction, and performance period phases. The plan should include an organization chart, and show the proposed number of assigned personnel and their associated disciplines (senior ME, etc.).
The Project Management Plan will be evaluated on the effectiveness of the communication approach, adequacy of resourcing, and effective approaches to ECM identification, and monitoring/corrections during construction and performance stages. (Note: ESCOs are advised that it is the plan that is to be clearly defined and illustrated not the particular individual names of personnel to be assigned.)
Factor 3 - Past Performance: This factor considers the ESCO’s past performance as the prime contractor.
The Government will use its discretion to determine the sources of past information used in the evaluation, and the information may be obtained from references provided by the offeror, agency’s knowledge of contractor performance, other Government agencies or commercial entities, or past performance databases.
Factor 4 - Price Factors: (Five single sided pages maximum) ESCOs shall provide the following information for each of the four (4) projects submitted under Factor 1:
A. Total Implementation Price B. Breakout of each ECM’s price within the project total cost including overhead and profit C. Percent indirect expenses (overhead);
D. Percent of project development expense;
5. Evaluation Methodology
a. Basis for Selection:
Task Order (TO) down selection procedures as stated in the DOE basic contract, paragraph H.3.1, will be used to make an integrated assessment for a best value decision for ESPC services at a firm fixed price.
Proposal will be evaluated using the following four factors in descending order of importance:
1) ESCO Experience;
2) Project Management Plan;
3) Past Performance; and
4) Price Factor.
The focus on the down select will be likeliness of successfully performing a project of this magnitude. The resultant Task Order may be awarded to the responsible ESCO that provides the best fit based on its technical experience, ability, approach, and past performance for achieving energy conservation and renewable efforts for the OC-ALC. Best fit means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in satisfying the requirement and represents the best value to the Government considering the ESCO’s Experience, Project Management Plan, Past Performance and Price.
b. Number of Contracts to be Awarded:
The Government intends to award one resultant Task Order for this requirement. However, the Government reserves the right not to award a Task Order at all.
