Questions and Answers Requirement SP0600-14-R-0422

1) What is meant by “the government will provide a classroom for training?”

Government Response: A classroom will be provided at each location. The Contractor is not responsible for arranging for a classroom. The Government Representative at each location shall arrange for an adequate space to conduct the training

a) i.e., does this room include a computer? Or should plan to ship one, a projector, etc?

Government Response: The contractor shall provide their own computer or projector required for the class. The government will provide a projector screen at each location.

2) How is DLA-E defining “competent person?”

Government Response: Clarification of “Competent Person” Paragraph 1.2.1. The goal of this training is to provide the QARs with the requisite knowledge to perform their jobs safely in confined spaces. The term “Competent Person” is defined by OSHA as an individual designated by their Employer, and undergoes training.

DLA Energy will not designate QARs as a “Competent Person”. However the training provided should provide the QAR with an understanding of the duties of a Competent Person and the extent of the authority of a Competent Person.

a) Is it IAW Navy Standard Items?

(Navy Standard Item 009-07, paragraph 3.1.2 specifically states that a competent person must be trained by a Certified Marine Chemist or a certified NFPA Instructor).

Government Response: This requirement is to meet OSHA requirements, not Navy Standard requirements.
