AMENDMENT 0002
SUPPLEMENTAL INFORMATION TO THE PERFORMANCE WORK STATEMENT (PWS)
Confined Space Training (CST) Requirement
Notice to All Offerors: The CSteam@dla.mil mailbox is not in service at this time. Offerors are advised to E-mail their proposals to DLAenergy.coalteam@dla.mil.
The Offer Due Date, listed in Solicitation SF1449, Block 8, of 08/29/2014, 5:00 p.m. (Eastern Standard Time), remains unchanged.
Offerors are advised to review the questions and answers below pertaining to the CST requirement and PWS under Solicitation SP0600-14-R-0422. Answers are annotated in red font.
Questions and Answers:
1. Have the Quality Assurance Representative (QAR) students had any previous confined space training?
Most have but new employees may not have had any previous training. It is estimated that 85 % have had previous training.
2. Will the students complete their Person Protection Equipment (PPE) fit test prior to training?
Currently respirators are not widely used in the regions. There are however some out there. As stated in question 11, the contractor should provide some general information on the use of respirators in the class but is not required to bring or provide demonstration equipment for respirators. The Contractor should also be prepared to provide assistance in FIT Testing if required at a particular location. In this case the QAR will have their own respirator.
3. Will the students have a current medical fitness evaluation? Yes
4. Will there be a requirement to conduct any of the training or present training materials in the home-country language? No, all instruction will be in English
5. PWS para 1.4.2 (Page 2 of 9) identifies supplemental training in years 2 and 4. The DECS-S-D-08-12 (see Federal Business Opportunities website fbo.gov, (Amendment 0001, DECS-S-D-08-12-CST Attachment) provides training requirements for "supplemental training" are we to assume the Government’s intention is for trainer to do the exact same training in years 2 and 4 as will be done for years 1 and 3, and not the "supplemental training" as outlined in the DECS document? That is correct. The Contractor will perform the same training in years 2 and 4. This training in years 2 and 4 is intended to train any employees who missed the scheduled training or new employees. It is expected however that the training will be updated accordingly year to year to reflect any regulatory changes or industry best practice changes.
6. PWS para 1.5.2 (page 2 of 9) advised that the Government classroom facilities will be provided at each location.
Does this include audio/visual and computer access and support? The contractor will be required to provide their own laptop if required for their presentations. A screen will be provided. The contractor will not have access to the Government computer system.
7. PWS para 1.5.3 states that shipping costs should be included in the contractor's proposal. There are a number of unknown variables in shipping costs. Will shipping costs be on a cost-reimbursable basis or part of the firm fixed price? Shipping costs will be on a cost reimbursable basis as part of the firm fixed price.

8. PWS para 1.8.1 (page 3 of 9) advises that the contractor is required to supply all training material required to include but not limited to manuals, text books, hand-outs, demonstration equipment i.e. PPE and meters, class rosters and completion certificates. Contractor is required to supply all training material required to include but not limited to manuals, text books, hand-outs, class rosters, completion certificates and a final 10 question course evaluation as to the effectiveness of the provided training will be given to each employee to complete. In addition to the employee receiving a course completion certificate, a copy of the certificate and course evaluation will be sent to the COR for review. See question 11 regarding PPE & meters.
9. What is the basis of issue expected for demonstration equipment PPE, Meters, etc.? For example 1-4 students?
The Contractor only needs to provide one meter for demonstration. The Contractor is not required to “issue” any PPE to the students.
10. For courses contractors supply each student with a commercially produced text book and the student keeps it at the end of training. Does the Government want the contractor to issue each student a text book to keep or can the contractors reuse them at other training locations? The Contractor may reuse the main text book however it is requested that some take away material be provided for quick reference. Also request that electronic versions of PowerPoint presentations be made available.
11. Can the Government provide a list and brand names of the equipment currently used by the DLA to ensure we have the right equipment available for the training? The Contractor needs to address Safety/personal protection equipment (PPE) in the course. This includes the use of eye glasses and face shields, safety shoes, hand/ glove protection, hard hats. Intrinsically safe/spark proof tools, etc. Although respirators are not currently being used at some locations, the contractor must be equipped to perform Qualitative Fit Testing at all locations if need be. The need for respiratory fit testing services at the different facilities can be confirmed with the supervisory Quality Assurance Representatives before the site visit. The training module covering respiratory protection will cover respirators in a general sense as per 29 CFR 1910.134. Also, the contractor must be fully competent to demonstrate and insure that students are fully qualified to manipulate and calibrate a 5 gas toxic gas meter with /PID with its internal pump and be able to recharge and use its dataloging features.
12. Will the courses run sequentially throughout the year or will there be any run concurrently? How many do you believe will run concurrently each year? Courses will run concurrently at the locations that require 2 classes.
However the different locations will run throughout the year. It was our intention to establish an annual schedule after award. This training will be conducted during other annual meetings so coordination will have to be made with the various regions.
13. Will the Government reimburse the cost of demonstration equipment consumables or for equipment damaged or broken during training? Are these cost included in our Firm Fixed Price offer? The only demonstration equipment the Contractor is required to bring is a meter. The Government will not be responsible for this equipment.
14. What demonstration equipment will the training location provide for training i.e., PPE, meters etc.?
The only demonstration equipment that will be provided at the location will be respirators. (If required)
15. PWS paragraph 1.7.4 (page 3 of 9) TRAVEL, is there supposed to be a paragraph 1.7.1, 1.7.2, and 1.7.3?
No, there are no paragraphs 1.7.1 through 1.7.3, paragraph 1.7.4 is mis-numbered.
16. Proposal Instructions require the offeror to submit costing in a Firm Fixed Price format. However, page 5 of OSP- 14-R-0422-A defines this as a Time & Materials (T&M) FFP rather than just a FFP. Reference to the term T&M is deleted.

17. PWS Section 1.3.1 (page 2 of 9) advises that "The Government anticipates award of a Firm Fixed price contract "... then a few lines later states, "The effort must be identical to the effort that would be expended if this were a firm-fixed-price order." Remove the term “order”’; the Government anticipates award of a firm fixed price “contract”.
18. The government's identified locations for the training do not provide the level of specificity required for accurate travel cost projections. For example, the courses that are located in either "Long Beach, CA or Houston, TX" would each have varying airfare estimations and differing allowable lodging expenses, as per the GSA per diem rates, in accordance with the JTR. Other locations identified, i.e. "Korea", "Germany", and "Alaska" have wide ranges of estimated airfare projections, wide ranges for allowable lodging expenses, and varying allowable meals & incidental expenses (M&IE). Will the government provide city/town/location within each of these projected venues to allow for accurate travel accounting projections? Travel cost can be determined by looking at the GSA web sites.
See links below. Contractors are advised to print the M&IE and airline cost from the GSA web site before going to the training sites. The courses are 8 hours per day for 3 days.

19. Is there an incumbent currently performing this work, or similar work for this customer, or is this a new requirement? Yes, there is an incumbent currently performing this work.
20. What cities will the classes be taught? Anchorage, Alaska; Kaiserslautern, Germany and Daegu, Korea. All other locations are listed in the PWS (see PWS page 2 of 9)
21. Which sampling instruments are the DLA employees using? We must know in advance if we are to instruct on the equipment and ensure the users understand the calibration, sampling and interpretation of acquired data. Please see question 11.
22. Solicitation SP0600-14-R-0422, INSTRUCTIONS TO OFFERORS, Page 4, refers to a “Past Performance Worksheet” however; no “Past Performance Worksheet” is included in the solicitation. Solicitation SP0600-14-R- 0422, INSTRUCTIONS TO OFFERORS, Page 4, should refer to and list the “CONTRACTOR PAST PERFORMANCE DATA SHEET (CPDS)” which is included in the Offeror Submission Package (OSP).
