VESSEL LOCATION

PRODUCT QUANTITY DATE

TRANSFER OPERATION START TIME Defined as when the receiving and transferring persons first meet to begin completing the declaration of inspection. 33 CFR 156.120(a)

TRANSFER OPERATION STOP TIME

Per 33 CFR 156.150, an inspection is required for oil (bilge/ oily waste water) transfers on the navigable water or contiguous zone of the United States, to from or within a vessel with a capacity of 250 barrels (10,500 gal) or more.

The 250 barrel capacity refers to ALL oil onboard, including fuel and lube oil, regardless of the compartment or volume to be transferred.

The operator (PWC) shall initial in the space adjacent to item to indicate that the requirement has been met.

Initials

1. Transfer hoses are long enough to allow vessel to move to mooring limits to prevent placing strain on the hose or transfer piping system. 33 CFR156.1220(b)

2. Each hose is supported to prevent kinking or other damage to the hose and strain on its coupling. 33 CFR

156.120(c)

3. Each part of the transfer system is aligned to allow the flow of oil (bilge/oily waste water). 33 CFR 156.120(d)

4. Each part of the transfer system not necessary for the transfer operation is securely blanked or shut off.

33 CFR 156.120(e)

5. The end of each hose that is not connected for the transfer of oil (bilge/oily waste water) is valved shut or blanked off using blank flanges or quick connect/disconnect cap. 33 CFR 156.120(f) and 154.520

6. The transfer system is attached to a fixed connection on the vessel and the facility except that when a vessel is receiving fuel, an automatic back pressure shutoff nozzle may be used. 33 CFR 156.120(g)

7. Each transfer hose has no unrepaired loose covers, kinks, bulges, soft spots, or any other defect which would permit the discharge of oil through the hose material and no gouges, cuts, or slashes that penetrate the first layer of hose reinforcement ("reinforcement" is the strength members of the hose, consisting of fabric, cord and/or metal). 33 CFR 156.120(i)

8. Each nonmetallic hose must be useable for oil service. 33 CFR 156.120(j) and 154.500(c)

9. Each hose assembly must either have full threaded connections or quick-connect couplings (with fasteners tied down). 33 CFR 156.120(j). 154.500(d), 156.120(k), and 156.130

10. Each hose must be marked with "BILGE/OILY WASTE CODE 342 MAX ALLOWED PRESS 200 PSI".

33 CFR 156.120(j), 154.500(e) and (f)

11. The hose burst pressure and pressure used for testing must not be marked on hose. 33 CFR

156.120(j) and 154.500(g)

12. Discharge containment equipment listed in Table 14-1 of the Bilge and Oily Waste Transfer Facility

Operations Manual (Section 11, Tab F of PWC Pearl Facility Incident Commander Plan for Oil and

Hazardous Substances Spills) is readily accessible or deployed. 33 CFR 156.120(m) and 154.545

13. Each hose handling area must be within a fixed catchment or curbing of a capacity of 84 gal. to contain oil discharged (risers) or portable means of not less than 5 gal capacity if a mobile facility (ship to truck).

Discharge containment must be in place and periodically drained. 33 CFR 156.120(n) and 154.530

14. All connections in the transfer system are leak free except that a component in the transfer system, such as the packing glands of a pump, may leak at a rate that does not exceed the capacity of the discharge containment provided during the transfer operation. 33 CFR 156.120(p)

15. Each facility must have a means that enables continuous two-way voice communication between the person in charge of the vessel transfer operation and the person in charge of the facility transfer operation.

33 CFR 156.120(q) and 154.560
