Solicitation SP0600-13-R-0502

Amendment 0001

A. The solicitation is amended to incorporate the following questions and responses.

Question 1 (Q1): I believe he stated in the Ellsworth site visit that Air Force T.O. 37-1-1 was the reference to be used for Operator Maintenance while UFC 3-460-03 is the reference for Preventative Maintenance. I want to ensure I have the clear word, since T.O. 37-1-1 can be construed to cover both.

Answer to Q1: T.O. 37-1-1, "General Operation and Inspection of Installed Fuel Storage and Dispensing Systems," is the primary reference for bulk storage operations and Operator Maintenance. UFC 3-460-03, “Operation and Maintenance: Maintenance of Petroleum Systems,” is the primary reference for Preventive Maintenance.

Question 2 (Q2): David I believe you stated in the pre-proposal conference at the Ellsworth site visit that Air Force T.O. 37-1-1 was the reference to be used for Operator Maintenance while UFC 3-460-03 is the reference for Preventative Maintenance. I want to ensure I have the clear word, since T.O. 37-1-1 could be construed to cover both and if normally used to jointly cover preventative and operator maintenance requirements by AF POL personnel.

Answer to Q2: T.O.

Question 3 (Q3): At Ellsworth there was no fuel bowsers listed as GFE. Will the contractor be able to utilize government bowsers or shall we assume that bowsers are CFE?

Answer to Q3: The contractor shall be able to utilize government bowsers on a joint use basis as opposed to having a bowser permanently assigned as GFE. The contractor is not expected to provide a bowser as CFE.

Question 4 (Q4): There was no mention of GFE fuel bowsers at Nellis AFB. There was a mention that the Fuels Management Flight does try to keep all bowsers on the main base. In the course of terminal operations there will be the requirement to drain water from low point drains.

Normally this drained fuel/water mixture is retained into a bowser. Are there bowsers available for the contractor to utilize during the low point draining operations?

Answer to Q4: The contractor shall be able to utilize government bowsers on a joint use basis as opposed to having a bowser permanently assigned as GFE. The contractor is not expected to provide a bowser as CFE.

Question 5 (Q5): At the site visit for Hill AFB there were two fuel bowsers seen. There is no mention of these on the GFE in Appendix D. Are these POL bowsers and able to be used by the contractor.

Answer to Q5: The contractor shall be able to utilize government bowsers on a joint use basis as opposed to having a bowser permanently assigned as GFE. The contractor is not expected to provide a bowser as CFE.

Question 6 (Q6): At the end of the visit for Hill AFB there was a discussion of security seals on the commercial trucks that the Contractor is required to load. The answer given by the military was "we provide them." Can DLA explain in what context that should be taken, with the military member say "we" can the contractor assume that the military will provide seals for the contractor?

Answer to Q6: Seals will be provided by the government. In the event government provided seals are unavailable, seals may be obtained by the contractor on a reimbursable basis IAW established procedures.

Question 7 (Q7): For Hill AFB, how many commercial trucks will the contractor be expected to fill daily?

Answer to Q7: On average, the contractor can expect to outload one to two trucks per day during normal operating hours.

Question 8 (Q8): Will there be an updated GFE list provided with the final PWS for Mountain Home AFB?

Answer to Q8: An updated GFE list will be provided.

Question 9 (Q9): Fill stand operations for the USAF refuelers. The question was asked, but the COR was not able to answer it. Is the R-11 fill stand operation a one man (military) operation since it is Skully equipped, with the assumption that the contractor storage person is in the area for Mountain Home AFB?

Answer to Q9: IAW AFI 23-201, “Fuels Management,” 3.3.2.8, the two-person policy “does not apply during fillstand operations when the fillstand is equipped with an operational deadman control or Scully-type overfill prevention system.” This only removes the need for the contractor to monitor fuel flow from the top of the refueler to avoid overfilling. It does not imply the contractor may leave the bulk storage system or area unattended, negate the contractor’s responsibility to ensure the system is monitored, or relieve contractor from responding in the event of a system malfunction or spill to promptly safeguard personnel, facilities, and the environment.

Question 10 (Q10): The industry standard to offloading a commercial refueler is a two-person operation - the tank truck driver and storage operator. During the site visit at Mountain Home AFB, there was one tank truck at the beginning of the visit with no one present, is it to be assumed that this operation is not a two-person operation at Mountain Home AFB, and can the contractor assume that if this is the SOP (not being a two-person operation), that it shall remain the same one the new contract.

Answer to Q10: IAW AFI 23-201, “Fuels Management,” para 3.3.2.7, off-loading tank cars or tank trucks is a two-person operation.

Question 11 (Q11): At Nellis AFB it was announced that the trailer was contractor owned and that there are no suitable ops buildings being provided per Appendix D. In addition to the trailer can the government provide the associated cost for septic system pump-out per week for the trailer?

Answer to Q11: For proposal purposes, the offerors should not include either the cost for a trailer or the cost of septic system pump-out in CLIN 1001.

Question 12 (Q12): Pertaining to Fairchild AFB, Nellis AFB, McChord AFB, Appendix E currently requires resumes’ of Key personnel to be submitted with the proposal. Recently, due to the long lag period between the offer due date and contract award (typically up to 12 months) DLA-E has deleted this requirement from other similar solicitations. Will this requirement remain in this solicitation?

Answer to Q12: Resumes are not required to be submitted with the proposal. Upon award, the awardee must submit applicable resumes for government approval within 30 days of contract award.

Question 13 (Q13): Pertaining to Fairchild AFB, Appendix D states 1 radio will be provided.

Shouldn’t this reflect 2 radio’s?

Answer to Q13: Only one radio will be provided as listed on the GFE located in Appendix D.

Question 14 (Q14): Pertaining to Nellis AFB, Appendix D estimates a requirement for 23 exercises, Reserve weekends, or other workload increases per year. How many of these are projected to occur on weekends/holidays?

Answer to Q14: During the past year, the contractor has only been called in twice on the weekends to provide support when one hydrant system was inoperable.

Question 15 (Q15): Pertaining to McChord AFB, Appendix D estimates a requirement for 24 exercises, Reserve weekends, or other workload increases per year. Based upon historical data, how many of these are projected to occur on weekends/holidays?

Answer to Q15: The 12 Reserve weekends and other weekday workload increases normally affect Air Force operations but historically do not require additional contractor support during normal duty hours or after hours support.

Question 16 (Q16): Pertaining to McChord AFB, PWS paragraph C-5.2.2 states Preventative Maintenance (PM) is either a contractor or government responsibility as specified in Appendix D however McChord is not listed in Appendix D. Will PM be a contractor responsibility?

Answer to Q16: Preventive Maintenance at McChord AFB is the contractor’s responsibility, and an FDSM will be required.

Question 17 (Q17): Is there a definite date from DLA that the past performance questionnaires must be received by?

Answer to Q17: Past performance questionnaires must be received by the proposal/offer due date listed on the SF1449 which is November 29, 2012 by 3:00 p.m. local Ft. Belvoir time.

Question 18 (Q18): Will the Government consider changing the requirement for submittal of resumes with the proposal to submitting resumes within 30 days after contract award? This will give the new contractor time to interview and hire the incumbent personnel.

Answer to Q18: Yes. Please see the updated Attachment I – PWS version dated 9/27/2012 Appendix E. This version states, “After award, a resume meeting the above requirements must be submitted within 30-days for review and acceptance by DLA Energy.”

Question 19 (Q19): In writing the Technical can the contractor write one document to provide an overview for all locations and then separate site specific appendixes that will not be included into the 50 page count for each location?

Answer to Q19: Yes. Please see the instructions provided in ADDENDUM TO FAR 52.212-1 under the Technical/Management section which states, “The total technical portion listed in Section one (1) through six (6) of this clause shall not exceed 50 pages, excluding index/table of contents. Offerors shall provide Appendices for location specific information including staffing matrices covering hours of operations, proposed contractor furnished equipment (CFE), and any other unique technical performance details not common to all bases. Appendices are not included in the 50 page limitation.”

Question 20 (Q20): If we desire to bid on all eight AF installations, are we required to submit eight different proposals?

Answer to Q20: No. Please see the instructions provided in ADDENDUM TO FAR 52.212-1.

Question 21 (Q21): Our company is biding only on Hill, do we use the same Solicitation number or will each location be assigned a different solicitation number. Also what is the Deadline for packages to be to DLA and are email submissions allowed? Lastly, do we use the OSP in the original solicitation or are individual packages going to be assigned?

Answer to Q21: You will use the same solicitation number. Only one solicitation number was issued. The deadline for proposal/offer submissions is stated on the SF 1449 which is November 29, 2012 by 3:00 p.m. local Ft. Belvoir time. Email submissions are not allowed. Page 2 of the SF 1449 states, “Note: Fax and e-mailed offers are not acceptable.” Lastly, please see the OSP instructions provided in ADDENDUM TO FAR 52.212-1. There is only one OSP which incorporates all locations. A revised OSP is incorporated in this amendment.
