DLA Energy Request for Information

RFI SP0600-11-R-0447 Page 1

This Request for Information (RFI) is for market research purposes. DLA Energy is seeking cost and capability information from interested parties concerning the matters described below. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. This RFI is issued solely for information and planning purposes and does not constitute a solicitation for proposals. Your response to this notice will be treated as information only.

All responses received may be held for an extended period of time or destroyed. In no case will any responses be returned to the originator. DLA Energy will not provide reimbursement for costs incurred in responding to this RFI as all costs associated with responding to this RFI will be the sole responsibility of the responding party. Respondents are advised that DLA Energy is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this RFI. Responses to this RFI do not bind DLA Energy to any further actions related to this topic.

Background:

In order to respond to increasing demand for long term renewable energy, stemming from renewable goals established in the Energy Policy Act of 2005, Executive Order 13423, and the Energy Independence and Security Act of 2007, federal agencies are attempting to facilitate project development and the purchase of electricity from renewable sources on federal facilities, adjacent to federal facilities or on private lands.

The Energy Policy Act of 2005 (EPAct) Executive Order 13423 and the Energy Independence and Security Act (EISA) of 2007 direct Federal Agencies to dramatically increase the efficiency with which they use energy in facilities. EISA requires that agencies reduce energy use by 30%, measured as BTU’s per square foot of facilities by the year 2016. In addition, EPAct requires that 7.5% of all Federal electrical consumption come from renewable sources by 2013.

Finally, the National Defense Authorization Act of 2007 further requires that by 2025, 25% of all energy consumed by the Department of Defense come from renewable sources and DoD policies place a premium on conservation efforts that reduce dependence on foreign petroleum fuels and employ renewable energy resources.

Description:

DLA Energy is requesting information concerning on-site, immediately adjacent or opportunities on other private lands within the utility service territory, for any type of renewable energy supply to serve the total electricity load at Fort Drum. Current contract authorities allow the Government to enter into contracts up to a maximum term of 30 years.

On the premises of Fort Drum exists a privately owned (Black River LP), idled 50 MW coal plant, installed over 20 years ago which may be available for conversion to biomass. However the plant is not tied into the Fort Drum electrical infrastructure. To meet any future Net-Zero security requirements, any renewable resource would need to be directly tied into the two substations identified below. Please note, other than the land occupied by the coal plant, no

RFI SP0600-11-R-0447 Page 2 additional land on Fort Drum will be made available for on-site renewable energy development.

For questions relating to the coal plant, please contact:

Fort Drum receives electricity at two Army owned substations. Substation #1 is located at longitude 75:45:35 W and latitude 44:01:49 N. Substation #2 is located at longitude 75:48:03 W and latitude 44:03:40 N. Both Army owned substations receive transmission service from National Grid at 115 KV under service classification 3A (Large General, Time of Use) and provide secondary 13.2 KV distribution circuits. Current service metering is at 115 KV at each substation and billed conjunctively on one account.

Electric loads and consumption for these service points during the past 12 month period July 2010 through June 2011are provided:

Location Minimum demand Maximum demand Annual consumption

Substation #1 7 MW 11 MW 56,000,000 kWh

Substation #2 10 MW 16 MW 84,000,000 kWh

The electric energy use is expected to increase somewhat in the years ahead as fewer soldiers are deployed and their units spend longer periods of time in garrison.

Response Instructions:

Responses are limited to fifteen (15) pages total (12 point font, 1 inch margins). Include a brief, one (1) page summary of company background. The remaining fourteen (14) pages shall be used to respond to the identification of potential opportunities to supply Fort Drum with renewable energy and provide company information on experience in doing so for other customers. We will consider all information submitted in response to this request for information.
