1. GENERAL INFORMATION

1.1. DLA Energy, as the Department of Defense (DoD) Integrated Materiel Manager (IMM) for Aerospace Energy products and services, requires delivery of bulk Liquid Hydrogen (LH2) and Liquid Oxygen (LOX) to Cape Canaveral Air Force Station (CCAFS) FL and Vandenberg AFB (VAFB) CA. The Contractor shall provide all product, raw materials, supplies, management, tools, equipment, labor, and transportation necessary for the delivery of LH2 and LOX. All deliveries to CCAFS and VAFB shall be f.o.b. destination.

2. PRODUCT REQUIREMENTS

2.1. LH2 provided shall conform to Performance Specification, Propellant, Hydrogen, MIL- PRF-27201D, dated 07 February 2007, Type II with exceptions as noted in para 2.3 The filter outlined in paragraph 3.3 of the performance specification is required.

2.2. LOX provided shall conform to Performance Specification, Propellant, Oxygen, MIL- PRF-25508G, dated 21 November 2006, Type II, Grade A with exceptions as noted in para 2.3.

The filter outlined in paragraph 3.3 of the performance specification is required.

2.3. Contractor shall provide at time of delivery, a Certificate of Analysis (CoA) specifying the product, sample location (tanker, bulk storage, or other) for which analysis was performed, sample date and date container/tanker was filled. This certificate shall provide evidence that delivered product meets all requirements of the specification. This certificate must be reviewed and approved by a customer’s representative prior to container/tanker connection to customer’s facility. If individual tanker product contents delivered are from the same facility bulk storage volume, then a single CoA would be valid for all tankers containing the same certified propellant after initial tankers are certified. A bulk storage sample for a planned quantity of tankers extending over several days would be acceptable if bulk is not replenished. A fresh bulk storage sample would be required if a significant change has been made to the plant storage tank or 30 days has elapsed since the last delivery.

2.3.1. In addition to the reports required elsewhere within this contract, one copy of each CoA applicable to this procurement shall be sent to DLA Energy QA/QT within three days after the analysis of that sample. The analysis report shall be emailed to tech.prop@dla.mil, or faxed to the attention of DLA Energy QA/QT at (210) 925-8048.

2.4. Inspection for quality shall be at origin. Quantity determination and acceptance shall be at destination using truck mounted calibrated flow meter or by calibrated weight scale certificate.

Unit of issue for LH2 shall be LB (pound) and for LOX shall be TN (ton) for all documentation.

Conversions: Quantity determinations by weight shall use a conversion of one gallon of LH2 equals 0.591 pounds and conversion of 210 gallons of LOX equals 1 Ton.

3. PRODUCT ORDERING

3.1. Blanket Delivery Orders (DD Form 1155) will be issued by the DLA Energy Contracting Officer (CO). The Government assigned Ordering Officer(s) will place commodity delivery orders with the Contractor within 10 days prior to base quantity need dates.

3.2. DLA Energy Inventory Manager is authorized to issue a DD Form 2908, Propellant Delivery/Services Task Schedule (PDST), which will confirm and designate the specifics of the individual deliveries to be accomplished under the Blanket Delivery Order. The PDSTs issued by the DLA Energy Inventory Manager are considered extensions of the Blanket Delivery Order issued by the DLA Energy CO. The PDST issued by the DLA Energy Inventory Manager will normally be in writing, dated and serially numbered. Telephone or email orders issued for emergency deliveries will be confirmed in writing within one business day.

3.3. Changes or modifications to the commodity delivery date and time or the volume of commodity delivered may be made by the Ordering Officer no later than 6 hours in advance for launch and wet dress rehearsal (WDR) scrub replenishments, due to usage variability.

3.4. Contractor shall provide DLA Energy a list of personnel available on a 24-hour a day basis to take orders from the Ordering Officer, as well as delivery information/status on the order. The list shall include full name, office phone number, cell phone number, fax number and email. DLA Energy shall be notified of changes in contact personnel, phone numbers and email addresses.

4. PRODUCT DELIVERY

4.1. Products shall be supplied in Contractor provided tankers and will be in support of Delta IV launch vehicles which utilize LOX/LH2 as the propellant for the engine systems. Delta IV launch facilities are Launch Complex 37 (CX-37) at CCAFS and Space Launch Complex 6, (SLC-6) at VAFB. The LH2 storage tank gross volume at SLC-6 is 850,000 gallons.
