Vandenberg AFB, CA Solicitation SP0600-10-R-0809 Questions & Answers (156-162)
November 28, 2012
Questions and Answers:
Q156: The natural gas-fired South Vandenberg Power Plant (SVPP) was originally designed to support the Space Transportation System launch activities. With cancellation of this mission, the SVPP has been used to provide backup electric power to support MOSR activities for the Space Launch Complexes. The SVPP required natural gas at 375 psig at the point of delivery, whereas other users on the high pressure gas line that serves the SVPP have gas pressure reduced and delivered at 50 psig. What is the current and planned duty roll of the SVPP? Will the SVPP continue to be used in its current roll and/or is VAFB considering construction of new or efficient back-up power supply in the main cantonment are and abandon the SVPP thus eliminating the need for a high pressure gas distribution line replacement to the SVPP?
A156: The SVPP is used for back-up power and will continue to be used for back-up power. VAFB does not have plans to abandon the SVPP, the high pressure gas line will continue to be required.
Q157: Can you please advise how many defense contractors, public agencies, residents n privatized housing or other Non-Department of Air Force customers are on Vandenberg that are served by the water, sewer and gas systems. Are any of these entities (i.e.: penitentiary, school district) leasing or owning the underlying land that are serves by any of the water, sewer or gas systems.
A157: There are approximately 20 metered customers that purchase utilities from VAFB via Utility Sales Agreements. None of the entities lease or own the land they occupy.
Q158: With respect to C.3.4 and C3.6 of the proposed contract, will the installation undertake or request the contractor to undertake some level of treatment to allow for non-potable water reuse/irrigation (aka purple pipe system).
A158: VAFB is not proposing or requesting the contractor to implement a non-potable water reuse system. The Offeror can propose additional projects in accordance with RFP Section C, "SDCs/Upgrades/Connections and Renewals and Replacements".
Q159: Has the Government made any additions/improvements to the SCADA system(s)/equipment since 2010?
A159: The SCADA is not included in the Government inventory at this time. Prepare your proposal to the inventory included in Section JA3, Table 1.
Q160: Would the Government consider including the existing SCADA system(s)/equipment as part of the privatization?
A160: The SCADA system is not included in the inventory. The transfer of the existing SCADA is not being considered at this time.
Q161: Is the Government willing to allow the system owner to connect to the existing SCADA system(s) for the purpose of monitoring Water/Wastewater System operations?
A161: The SCADA is not included in the Government inventory at this time. The Government may decide to transfer additional items if it is advantageous. The Offeror may propose additional projects in accordance with the RFP Section C, "SDCs/Upgrades/Connections and Renewals and Replacements".
Q162: Can the Government provide details as to which components/parameters are currently being monitored by SCADA?
A162: The existing SCADA monitors tank levels, controls pumps, and chemical feed systems for water treatment. The SCADA system is not included in the inventory and is not being transferred at this time.
