Question #1: Fuel storage design will fluctuate significantly depending on whether best commercial practices apply or UFC 3- 460-1 applies. The PWS is unequivocal on the application of the UFC to the hydrant system (question 60 of Amendment 4) but silent with regard to the storage components. Page 142 of the UFC, section 8-8.3 Internal Floating Pans, states: “ Tanks containing Class I flammable fuels or mission critical Class II combustible fuels , such as JP-8, shall be equipped with a full contact aluminum honeycomb floating pan.” This is a very expensive item that would not normally be in place under “best commercial practices”. Does UFC 3-460-1 apply to the fuel storage components of this project?

Answer: Yes. It must meet requirements in UFC 3-460-1.

Question #2: Sub factor 1 - Design: Could you provide some clarification on the fire loop system that needed to be identified? Is this requirement for a water suppression system? What type of details would you need for this type of system?

Answer: See NFPA 30 and UFC 3-460-1 Chapter 2-15, A fire loop incorporates a loop in the water source of fire hydrants to eliminate “dead-end” hydrants. Typically this loop encircles the property and ties into all fire hydrants and sprinkler systems.

Question #3: Sub factor 1 - Design: What other information would be required for our detection systems?

Answer: See PWS C-5.2.9 and UFC 3-460 Chapter 2-9.2

Question #4: Sub factor 2 - Operations and Maintenance: Will any of the existing government furnished equipment (GFE) be succeeded to the COCO contract? This would include the fuel trucks and mobile fire extinguishers that are currently being utilized by the government in the facility.

Answer: No, GFE will be offered to the COCO portion of the contract. The COCO contractor is responsible for providing all equipment necessary to provide the services required in the PWS.

Question #5: Would the Government consider allowing use outside of the currently allowed construction area, for temporary facilities which might allow for operation while permanent facilities are being completed?

Answer: No. All facilities used must be permanent fixed facilities.
