E. Internal Instruction C16.09 TURBINE FUEL, AVIATION (JET A/A1/A50)(DLA ENERGY APR 2010) is revised and included in full text as follows:

INT-C16.09 TURBINE FUEL, AVIATION (JET A/A1/A50) (DLA ENERGY Jul 2011) Aviation turbine fuel shall conform to the requirements of ASTM D1655 with the following modifications:

(a) Type Jet A50 jet fuel defines a grade of product equal in all respects to type Jet A jet fuel except for freeze point, which is limited to minus 50 degrees Fahrenheit (-45.6ºC) maximum in lieu of minus 40 degrees Fahrenheit (-40.0ºC) maximum.

(b) ADDITIVES.

(1) CONDUCTIVITY. If fuel contains electrical conductivity additive, the conductivity limits of 50 to 600 picosiemens per meter (pS/m) at ambient temperature or 85 degrees Fahrenheit (29.4ºC), whichever is lower shall apply at the custody transfer point, unless otherwise directed by the procuring activity.

(2) FUEL SYSTEM ICING INHIBITOR (FSII). When FSII is required by contract line item—

(i) The fuel shall contain 0.10 to 0.15 percent by volume FSII.

(ii) The FSII shall conform to the requirements outlined in the latest revision of either specification MIL-DTL-85470, Inhibitor, Icing, Fuel System, High Flash, NATO Code Number S-1745; or ASTM D4171, Standard Specification for FSIIs, Type III.

(iii) When using the 20-ounce aerosol can to introduce FSII during over the wing refueling, determine the fuel quantity and calculate the amount of required additive. This additive shall be added gradually during filling to permit proper blending in the fuel. One can of aerosol additive will inhibit 180 gallons of fuel to

0.087 percent by volume. The use of aerosol FSII is not permitted for U.S. Navy aircraft refueling.

(3) CORROSION INHIBITOR (CI). When CI is required by contract line item the additive must conform to the latest revision of MIL-PRF-25017 and be listed under the Qualified Products Database (QPD). To locate this information, you must link to the QPD at:

https://assist.daps.dla.mil/quicksearch/basic_profile.cfm?ident_number=94358. Then click on the “View QPD data” link in the Revision History block. Then select “MIL-PRF-25017 CATEGORY 1” link.

(4) METAL DEACTIVATOR (MDA). The additive shall not be used unless the supplier has obtained written consent from the procuring activity and user.

(c) PARTICULATE CONTAMINATION (PC) TESTING AND FILTRATION TIME (FT) TESTING. Particulate contamination and filtration time requirements for bulk procurements must conform to the following:

CHARACTERISTIC REQUIREMENT TEST METHOD

https://assist.daps.dla.mil/quicksearch/basic_profile.cfm?ident_number=94358

Particulate matter, mg/L, maximum 1.0 ASTM D5452 Filtration time, minutes, maximum 15 see below

(1) PC/FT TESTING. A minimum sample size of one gallon shall be filtered. Use of two membrane filters (a test membrane filter and a control membrane filter) is not required. Use of a single filter is acceptable.

(2) PC TESTING. The procedure in the applicable appendix to the most current version of MIL- DTL-83133, with the following modification may also be used for the determination of particulate matter as an alternative to ASTM D5452, Test Method for Particulate Contamination in Aviation Fuels by Laboratory Filtration.

(3) FT TESTING. Filtration time shall be determined in accordance with the procedures in the applicable appendix to the most current version of MIL-DTL-83133, with the following modifications:

(i) Apparatus shall be as described in Figure 1 of ASTMD 5452.

(ii) Round upwards when reporting the filtration time, in minutes. For example, a filtration time of 10 minutes, 18 seconds, would be reported as 11 minutes.

(d) Product shall be homogeneously mixed. Until all aviation turbine fuel tanks are coated, it is acceptable to perform stratification tests in lieu of circulating tanks to achieve homogeneity.

Line Item J22-DS and Escalator/Base Reference Price was advertised in the basic schedule and inadvertently advertised again in Amendment 0001. Disregard the information in Amendment 0001.

F. All other terms and conditions of the solicitation remain unchanged.
