I. Below are the responses to questions received.

Question: Reference our conversation, and granted I may have missed something on a Friday afternoon but p.81 Section M28.07 (a) talks about the "Proposal Format and Content" clause which I can't find. Am I missing something? I have all the files from Fed Bus Opps.

Answer: See clause L2.34 on page 9 of this amendment.

Question: I went through the Statement of Work and am a bit confused. Where do I find what you are specifically looking for the contractor to actually do with regard to Consulting/Management support? I've looked through the whole solicitation and can't seem to find it.

Answer: See C.2 Scope of Work on page 6 of solicitation.

Question: Is it possible to submit bids for part of the work, i.e. “Management Support Services” but not all of the solicitation? If so, should N/A just be put in the other sections pricing, or submit a pricing figure that might be met using subcontractors?

Answer: Yes. You can offer under one, two or all of the sections. Please make it clear which sections you are not offering under.

Question: In the “Offeror Submission Package” there is no section to submit regarding teaming or subcontracting. If we as a Small Business want to bid as a Prime, do we need to state the name of the company, large or small business, which we would use as a Subcontractor? We have had brief discussions with a larger firm in regards to potentially using as a teaming partner or Subcontractor.

Answer: No, but you would be highly encouraged to provide this information. Small businesses are not required to submit subcontracting plans but to provide socioeconomic plans.

Question: Regarding submission requirements, paragraph 1 Instructions state to look at "Clause L201"...cannot find this reference in the solicitation.

Answer: This should be L2.34. See page 9 of this amendment.

Question: We were looking for a page limit requirement, which you previously indicated would be 10-15 pages, and could not find that as well. Please advise.

Answer: See clause L2.34 on page 9 of this amendment.

Question: How many Past Performance references would you like included in the proposal (maximum or minimum number)?

Answer: There is no minimum or maximum number.

Question: As far as Past Performance references, does the work need to have been performed within a certain time frame…like the last 3, 4 or 5 years?

Answer: 5 years.

Question: What is the page limitation for the technical volume? Does this limitation include past performance?

Answer: 10 pages maximum. No.

Question: Clause H51.03 Insurance Requirements for Contractors and Subcontractors (DESC Aug 1998). We note that the CSPO instruction line for this clause states that it is for use in GOCO storage solicitations/contracts. Ergo, we are not sure why this clause is in the consulting solicitation. If it is in fact applicable, we assume the Automobile Liability Insurance requirement would only apply to company owned vehicles. Is this correct?

Answer: Clause will be deleted.

Question: Section L/Clause L7 Socioeconomic Proposal (DESC Dec 2001). We have noted the requirement to submit a socioeconomic plan. The norm is for small businesses to submit one of these plans when there is a socioeconomic factor involved in the award decision.

We don't see such a factor in Section M. Ergo, we question why this plan is required, unless a socioeconomic factor is added in Section M.

Answer: Subcontracting Plans and Socioeconomic plans are required. See last pages of this amendment for revisions to evaluation clauses.

Question: Section L603 Evaluation of Compensation for Professional Employees (Feb 1993).

This clause is not included in our current consulting contract with DESC and we question the inclusion of this clause in this solicitation for a commercial item. IAW FAR 12.301 and commercial item clause FAR 52.212-5 (aka DESC local clause I1.04), we believe this clause is N/A for this acquisition of commercial services.

Answer: Clause will be deleted.

Question: OSP/Standard Form 33. This solicitation is for a commercial item and we request clarification of the use of SF 33 vice SF 1449 for our offer submission.

Answer: Please complete SF33. Any awards will be issued using SF1449.

Question: Section J/Attachment 3 "General Guidance for Completing Surveys". Although included as part of the solicitation posted on FedBizOpps, we believe this survey regarding past performance is for internal DESC use and not something that should be part of our offer. Please confirm. If this is not in error is the contractor suppose to send the surveys to COTRS? If so, how many and should the COTR send back to the contractor or to DESC-B?

Answer: Survey is for internal use only. Point of contact info for past performance information is the only thing required.

Question: Resumes. We don't see any specific requirement for resumes for the job categories for pricing. Are resumes required or need to be part of the proposal?

Answer: Resumes of key personnel should be provided. Resumes are not required for each of the labor category at this time.

Question: Ordering Period. We have noted that the ordering period for the resultant contract is 1 July 2009 thru 30 June 2014 IAW Section B, page 5. However, clause I211 on page 55 states ordering period is only 1 July 2009 thru 30 Jun 2010, which we assume is in error.

Answer: That is correct. The ordering period is 1 July 2009 through 30 June 2014.

Question: Are offerors required to respond with a technical proposal volume? Is there a page limit on any required technical proposal volume? If a technical proposal volume is not required, is there a preferred format for submitting the requested information?

Answer: Yes, see clause L2.31. Page limit is 10 pages. No preferred format.

Question: Section M, Evaluation Factors for Award, M28.07, Evaluation of Offers (DESC Nov 2002), paragraph (a), states: “Proposals submitted in response to this solicitation should be prepared in accordance with the PROPOSAL FORMAT AND CONTENT clause.” This clause does not appear in the RFP, SOW, or Offeror Submission Package. Would DESC please provide offerors with a copy of this clause and any relevant proposal format and content requirements?

Answer: Please see clause L2.31 on page 9 of this amendment.

Question: Regarding past performance surveys, is there a minimum and a maximum number of past performance surveys DESC requires from offerors? If so, what is the minimum and maximum number of surveys?

Answer: Survey was sent out in error. Only point of contact information is required.

There is no minimum or maximum number that should be provided. Strongly suggest more than one.

Question: Should completed past performance surveys be submitted from survey respondents directly to DESC? Should completed past performance surveys be returned from survey respondents to the offeror to be included in the offeror’s proposal package? If the surveys are to be submitted directly to DESC, would DESC please provide submittal information for the past performance surveys?

Answer: Survey was sent out in error. Only point of contact information is required.

Question: On the Cover Sheet of the Offeror Submission Package, Instructions paragraph 1, Clauses L2.01, L2.05-8, and L201 are referenced for submission requirements. Clause L201 does not appear in the RFP, SOW, or Offeror Submission Package. Would DESC please provide offerors with a copy of Clause L201?

Answer: This is an error. See clause L2.34 on page 9 of this amendment.

Question: Please provide clarification as to the intent of RFP Clause L7, Socioeconomic Proposal; for submitting “a plan that demonstrates their commitment to providing subcontracting opportunities to small businesses and Historically Black Colleges/Universities and Minority Institutions (HBCUs/MIs).” Should the plan be included in a technical proposal volume or is the requirement satisfied by the submission of a small business subcontracting plan, as referenced in RFP Clause I171, Small Business Subcontracting Plan?

Answer: Subcontracting plans and socioeconomic plans are separate from the technical proposal and are not included in the 10 page count.

Question: The RFP indicates that there will be at least four Small Business awards.

Conversely, will there be a minimum number of Large Business awards?

Answer: The set aside is for small businesses is 25%. It could be across all three sections. A maximum of 16 awards will be made under each section.

Question: Does the Government intend to issue Task Order RFP’s under the proposed contract for small businesses only?

Answer: It is possible some task orders may be set aside only for small businesses.

Question: Can an offeror submit proposals both as a sub-contractor to a small business as well as a prime contractor?

Answer: Offer submission information should be with the prime vendor and the prime vendor should make DESC aware of any subcontracting arrangements with specific companies.

Question: Can the offeror submit the proposal electronically by sending it via email to Mr. Ivan Hargrove at ivan.hargrove@dla.mil or is this a hardcopy and facsimile submission only?

Answer: No. Offers must be submitted in hard copy or facsimile only.

Question: Please confirm that a Socio-Economic Plan is not required to be submitted, in accordance with directions included in the Offerer Submission Package?

Answer: Socio economic plans are required for small businesses. Large businesses must provide a subcontracting plan.

Question: Please clarify the possible contract types that may be awarded under the IDIQ contract. The RFP states that only FFP task orders will be awarded while the SOW states that task orders may be fixed price, time and material, or labor hour.

Answer: Will make this correction. The task order type will depend on the requirement.

Question: Pg 1, B of the RFP document states “return an original and one copy of the Offeror Submission Package data and an original and three copies of the proposal submission”. Attachment 1 is shown as the Offeror Submission Package. Is the offeror to assume that “proposal submission” includes Factor 2 - Experience and Factor 3 - Past Performance as shown in Section M Evaluation of Offerors (ref RFP pgs 81 & 82)?

Answer: Technical proposals should consist of Factor 2. Past performance points of contact should be provided separately. They are not included in the page limit.

Question: When are the past performance questionnaires (Attachment 3) due to the Government?

Answer: Survey was sent out in error. Only point of contact information is required.

Question: IAW your statement of work for SP0600-09-R-0505 (Consulting Services), it states the following: “Consulting services may include any aspect of DESC’s current or future mission”. This statement is extremely broad. We are a Facility Asset Management and Consulting Services Small Business. Is DESC going to require services under this solicitation for management of their facilities and infrastructure? What exactly are the services that are going to be required?

Answer: We do not know what the future requirements will be at this time. Sample management support services are business case analysis, studies, providing additional manning, etc. Solicitations for management of facilities and infrastructure are done under separate contract vehicles.

Question: I am reviewing the RFP on DESC Consulting Services (SP060009R0505) and there was no required proposal page count information in Section L. Will this be addressed in an amendment or is the page count open for this RFP and if not what will be the proposal page limits be?

Answer: Please see clause L2.34 on page 9 of this amendment. Page limit is 10 pages.

Question: Are the three categories for consulting services, as mentioned in the scope of work paragraph (C.2) of the RFP (page 6); (1) management support services, (2) analyses/studies support, and (3) applications of new technology to fuels and energy?

Answer: yes.

Question: Should past performance be the bulk of the proposal?

Answer: Only point of contact information is required for past performance.

Question: Should resumes be included in the proposal?

Answer: Resumes of Key Personnel should be included. This is not part of the 10 page limit.

Question: Is there a page limitation on length and number of projects to support the technical experience?

Answer: The maximum number of pages is 10.

Question: How many past performances should we include?

Answer: There is no minimum or maximum number. Strongly encourage more than one.

Question: Would DESC consider an extension to the submission due date to Friday, June 12?

Answer: Yes.

Question: Please refer to the Offeror's Submission Package, Page 4, B34.01. The three separate CLINs provide projected labor categories and number of hours. The estimated hours do not represent full time employees. Other categories may be added by Task Order.

Other than Project Management and other categories that may be added by Task Order, will this be full time work?

Answer: The hours are for evaluation purposes only. Each task order issued will provide specifics on the amount of time required.

Question: Please refer to the Past Performance Survey attachment. Is the bidder to complete the first section and submit with the Offeror's Submission Package and the government will forward to our past performance references? Or, is the bidder to mail direct to the past performance contacts and request the completed survey be sent to Ivan Hargrove?

Answer: Survey was sent out in error. Only point of contact information is required.

Question: Will all the work be in the DC area for pricing purposes?

Answer: For evaluation purposes only yes.

Question: During the task order bids will any be set aside for just the 3 Small businesses being competed against each other or will be competed with the large businesses as well?

Answer: The total set aside about is 25% which may be more then three small businesses.

There may be some tasks that are set aside for small businesses.

Question: For the Past Performance surveys, does the government require a survey from each of the three subject areas of interest: (1) management support services, (2) analyses/studies support, and (3) application of new technology to fuels and energy? If so, is there a minimum number of surveys required for each subject area?

Answer: Survey was sent out in error. Only point of contact information is required.

Question: Section L does not ask for anything other than a Socio-economic Proposal.

Section M appears to evaluate Price, Experience and Past performance. Do you want a volume for each of these there areas? If yes, can they be in one proposal or should Price be separated?

Answer: Pricing information is separate from the technical proposal. Please try to keep pages of other sections to a minimum.

Question: Does DESC want a Technical Proposal?

Answer: Yes. Page limit is 10.

Question: Please advise of the page count limits for each of the proposal volumes. Please advise if there are any formatting restrictions, such as font size.

Answer: Page limit is 10. How that information is displayed is up the offeror.

Question: Are small businesses that are sub-contractors to large businesses also allowed to bid as Primes for the three set-aside slots? Also, are large Prime bidders allowed to sub to small businesses for the SB set-asides?

Answer: Anyone can submit an offer as a prime. The primes that indicate they are small businesses would only be allowed to offer on any small business set aside.

Question: Please clarify if FAX submission of offer (as described in section B on page 2 of 2, DD Form 1701) is actually required, or will an Original and one copy hand-carried, and/or email submittal be sufficient?

Answer: No offers are to be submitted by emails. Hand carried or by fax is acceptable.

Question: The solicitation asks for a separate "Offeror Submission Package" of an Original and one (1) copy, then a Proposal submission of an Original and three (3) copies.

Can these be consolidated into one package of an Original and three copies on the solicitation closing date?

Answer: Yes.

Question: Additionally, some of the fill-ins (such as section B as well as reps/certs) are identical for the separate submission package and the proposal. Are duplicates required to be filled-in?

Answer: No. Please provide the information as per the Offer Submission Package.

Question: Past performance surveys, Attachment 3: Is there a minimum/maximum number of surveys to be submitted?

Answer: Please provide points of contact information only. Highly recommend submitting more than one point of contact.

Question: Past performance surveys, Attachment 3: Should the clients direct the survey responses to Mr. Hargrove’s attention? Are email or facsimile responses acceptable? Please provide specifics as to how and to whom the clients should address the completed surveys, and a not later than date for their response(s).

Answer: The survey was provided in error. Only points of contact should be provided.

Question: Section M, Evaluation Factors: Does the government have an expectation for maximum number of pages for the technical and past performance submissions, or is the expectation that “unnecessarily elaborate brochures…are neither necessary nor wanted” sufficient?

Answer: See clause L2.34 on page 9 of this amendment. Page limit is 10 pages.

Question: Page 81, Section M28.07(a) states that proposals should be prepared in accordance with the "PROPOSAL FORMAT AND CONTENT CLAUSE". However, there is no PROPOSAL FORMAT AND CONTENT clause in section L, Instructions to Offerors. Are we missing something?

Answer: See clause L2.34 on page 9 of this amendment.

Question: Are prices required only for the base year IAW Section M (b)(i) and the note at the bottom of page 4 of the Offeror Submission Package that applies to task orders?

Answer: Pricing can be provided for one year or separate pricing for each year. Please annotate how pricing is structured for your offer.

Question: Is there any page limit for Factors 2 and 3?

Answer: Technical proposal should be limited to 10 pages. Points of contacts only for past performance information.

Question: Does Factor 2, "Experience" mean resumes of appropriate staff members only?

Answer: No. Resumes should be included in addition to any information provided on offerors related experience/ how handle consulting services.

Question: There are no instructions on number of Past Performance Surveys, desired time to be received, etc. Please provide guidance.

Answer: There are no minimum or maximum number of points of contacts required. Highly encouraged to provide more than one. If none is available offer will receive a neutral rating.

Question: Section M(b)(ii) 1 lists one subfactor as "Experience in the Energy industry, particularly the fuel industry". Can we assume "Energy industry" includes experience in DoD energy/fuels?

Answer: Yes.

Question: The website and documentation provided are not in agreement as to the due date of this effort. One states that the due date is June 8th, the other states May 29th.

Which is correct?

Answer: Date for offers has been extended to June 22, 2009.

Question: Past performance questionnaires are due to DESC from our previous/current customers prior to submitting our proposals. Given the discrepancy listed in above question, exactly which day are the questionnaires due to DESC?

Answer: This was provided in error. Only points of contact should be provided.

Question: There were no instructions on the survey forms that covered how and to whom they were to be sent. Need the address or email address for the contractor's past performance information to be forwarded clarified.

Answer: This was provided in error. Only points of contact should be provided.

Question: RFP page 81, para M28.07 states proposals should be prepared IAW the Proposal Format and Content clause. This clause is not found in section L. Is there more guidance on Proposal format and content? Or can the government reference where to find this clause?

Answer: See clause L2.34 on page 9 of this amendment.

Question: Pricing: Section B lists a line for rates by labor category by task order. Is the government expecting a rate for on site and a rate for off-site work? If so how should this be displayed?

Answer: In accordance with C.2 Scope of work at this time the contractor will have to provide workspace therefore rates should be for off site work.

Question: Will the Government clarify whether it intends to award multiple awards (page

6) or a single award (page 80)?

Answer: Multiple award IDIQ contracts.

Question: Will the Government clarify whether it intends to award a Fixed Price IDIQ (page 5) or fixed price, T&M, labor-hour task orders (page 6)?

Answer: The basic award for the consulting services will be firm fixed price. Task orders issued may be fixed price, time and materials, or labor hours depending on the requirement. Task orders will be priced separately depending on the level of work and expertise required.

Question: Section E, page 1 states that “...Three awards will be reserved for small businesses and one award for a small disadvantaged business. Notwithstanding the possibility of a small business set-aside, the procurement remains unrestricted and large businesses may offer.” Will the Government provide the number of awards planned for large businesses?

Answer: This is a typo. The amount set aside is 25%. The maximum amount of contracts that will be awarded under each section is 16.

Question: Attachment 1, Offer Submission Package, Cover Page, Instructions, paragraph 1 advises offerors to see Clause L201 for submission instructions; however, L201 is not included in the solicitation. Will the Government provide Clause L201?

Answer: This was an error. See clause L2.34 at the end of this amendment.

Question: Is there a particular format that DLA expects the proposal to abide by (i.e.

particular section headings)? Is there a page limit to the proposal submission portion?

Answer: See clause L2.34 at the end of this amendment.

Question: On page 81 of the RFP, section M28.07 paragraph b-i states “…the offered prices will be determined by computing the total estimated cost to the Government for the base period. The cost evaluated will be the cost provided in Clause B34.01 for CLINs 0001- 0006, CLINs 1001-1006 and CLINs 2001-2006…” Clause B34.01 includes both the labor and travel/expense CLINs, is it the Government’s intention for the contractor to also submit an estimate for the travel/expense CLINs (0006, 1006, 2006)? If so, on what basis for estimating travel plans?

Answer: Travel will be specified in each individual task order. None is planned for the basic awards.

Question: On page 81 of the RFP, section M28.07 paragraph b-i states “…the offered prices will be determined by computing the total estimated cost to the Government for the base period.” Does the government also want to see total estimated costs for the four option year periods as well as a total acquisition price? For pricing purposes, in section B34.01 (page 5), please establish if the estimated hours given are for the entire ordering period or each year of the ordering period.

Answer: Pricing for each of the years can be provided. The estimated hours is only for one year.

Question: In reference to the document titled as “Attachment 3” General Guidance for Completing Surveys in the RFP package; how does the Government intend for these surveys to be administered? Is it the contractor’s responsibility to request a Point of Contact (POC) to fill out and submit the survey to the Government, or does the Government intend to release those surveys to POCs directly (those POCs included in the contractor’s past performance qualifications of the proposal)? If the Government intends the contractor to request POCs to complete this information, what are the deadlines associated with releasing the survey to the POC and when must the POC return the survey? Furthermore, who (name, email address, telephone, mailing location) do the surveys need to be submitted to at the Government once completed?

Answer: Survey was sent out in error. Only point of contact information is required.

Question: The small business size standard is ______. I think the answer for this is $100,000. All of these positions have a average yearly salary of 90,000 in the private sector. My understanding is that the maximum that a contractor can make on all of these placements has to be less than $100,000. Do I understand this correctly?

Question: Regarding the past performance survey, do you want this to be sent by the contractor to the entity filling it out? When? There does not appear to be guidance on this portion of the RFP documentation. Does the person filling it out send it to you?

Recommend you clarify the past performance survey procedures.

L2.34 PROPOSAL FORMAT AND CONTENT (DESC FEB 2003)

Proposals will be submitted in sections and clearly labeled Price Proposal and Technical Proposal. Information addressing Factors 2 and 3 will be included in the price Proposal. Offers for less than the entire contract period will not be considered.

(a) PRICE PROPOSAL. (FACTOR 1)

(1) The SERVICES TO BE FURNISHED clause must be completed and a detailed cost breakdown included. All fill-ins in the Offeror Submission Package must be completed and submitted with the offer. The offeror should submit the original and one copy of the price proposal.

(2) If any exceptions are to be taken to the terms and conditions, indicate specific paragraphs and submit as part of the price proposal. Only exceptions detailed here will be considered exceptions to the requirements of the solicitation.

(b) FACTOR 2: TECHNICAL PROPOSAL.

(1) The offeror will submit the original and three copies of the technical proposal. The proposal will be evaluated strictly on technical merit, and should describe and justify the offeror's technical approach to the requirements of the work to be performed. The technical proposal should be specific and provide concise, straight forward descriptions of the offeror's capability to perform this work. Offerors will identify any technical, schedule, performance, or cost risks associated with their proposals, and describe how they will resolve or avoid the identified risks.

The offeror should also describe why the proposal will meet the requirements of the Performance Work Statement. Proposals that are unrealistic in terms of technical commitments or price may be considered indicative of a lack of understanding of the solicitation requirements. The complete technical proposal for Factor (1), excluding résumés and equipment sale/lease agreements, will not exceed __10___ pages.

(2) SPECIFIC INSTRUCTIONS. Technical proposals will address the following subfactors, which will be evaluated to determine technical scores:

Demonstration of the offeror’s experience in providing energy-related support services. The experience will be evaluated in the following areas, which are listed in descending order of importance:

(i) Experience in the Energy Industry, particularly the fuel industry.

(ii) Experience in providing management and support services/studies.

(c) FACTOR 3: PAST PERFORMANCE. The offeror shall list all contracts and subcontracts (completed or in progress) for the last three years from DESC as well as others (completed or in progress) for other Government agencies or the private sector that are related to the proposed contract. Failure to submit a complete list may reflect adversely on the Contractor. The Government has the option to consider information from these sources, and any others that may be available, that it deems necessary in order to make an accurate assessment of the Contractor’s past performance. The offeror should include the following information:

(1) Name of contracting activity;

(2) Contract number;

(3) Contract type and dollar value;

(4) Brief description of the work (if the offeror is a large business, include a description of any subcontracting); and

(5) Contracting Officer, Contracting Officer's Representative, Administrative Contracting Officer, and program manager (all that are applicable) with telephone numbers. These contracts may include efforts undertaken on behalf of (1) private industry, (2) quasi-government organizations, or (3) Federal agencies, including those performed for non-DoD activities.

The offeror should provide information on any significant problems encountered and corrective actions taken.

(d) FACTOR 4: SUBCONTRACTING. The offeror should describe the extent of any planned subcontracting with small, small disadvantaged, veteran-owned small, service-disabled veteran-owned small, and HUBZone small businesses, and Historically Black Colleges and Universities and Minority Institutions.

For purposes of this solicitation, Factors 2 and 3 combined are equal in importance and more important than Factor 1; however, as proposals become more equal in their technical merit, the price becomes more important. Factors 1, 2, and 3 are significantly more important than Factor 4.

M28.07 EVALUATION OF OFFERS (DESC NOV 2002)

(a) Award of this contract shall be made by using source selection procedures. Proposals submitted in response to this solicitation should be prepared in accordance with the PROPOSAL FORMAT AND CONTENT clause and will be evaluated by a board of one or more Government personnel. Final selection shall be made by the Source Selection Authority based on an overall assessment of each offeror’s technical and price proposals. Judgment on the part of the Government evaluator(s) is implicit in the entire source selection process. The resultant contract shall represent the best overall value to the Government.

(b) For purposes of this solicitation, Factors 2 and 3 combined are equal in importance and more important than Factor 1; however, as proposals become more equal in their technical merit, the price becomes more important. Factors 1, 2, and 3 are significantly more important than Factor 4.

(i) PRICE EVALUATION. The Government reserves the right to award to other than the lowest evaluated offer. The low offer will be determined by computing the total cost to the Government for period of performance. The cost evaluated will be based on the offer pricing information provided in Clause B34.01. The rates for each labor category will be multiplied by the estimated hours for that category for an annual price. The annual price will be multiplied by 5 for a total value.

(ii) NONPRICE EVALUATION. Proposals will be rated and ranked against the evaluation factors listed below.

A record of acceptable past performance will not result in a favorable assessment of an otherwise unacceptable proposal.

FACTOR 4 SUBCONTRACTING

The Government will evaluate the offeror's commitment to subcontracting with small, small disadvantaged, veteran-owned small, service-disabled veteran-owned small, HUBZone small, and women-owned small businesses, or historically black colleges/universities or minority institutions.

(c) After each evaluation, each of the factors described in (b)(ii) above will be given one of the following ratings:

(1) Exceptional.

(2) Very Good.

(3) Satisfactory.

(4) Marginal.

(5) Unsatisfactory.

Proposals may be rated differently within each category, i.e., two proposals may receive an exceptional rating, but one may be more exceptional than the other.
