About this file
This document is a Small Purchase - with Sole Source Conditions form for the State of Illinois. The State's Department of Veterans Affairs (IDVA) requires culture of excellence training and guidance from The Management Action Center (TMAC) to establish a culture of excellence and safety at the veterans home in Chicago. TMAC has an existing contract with the Governor's Office that IDVA has been utilizing, and has already provided training to the leadership at the veterans home. IDVA has researched alternative vendors and found that TMAC's rate of $200/hour is competitive compared to the average rate of $300-$500/hour for these services.
The agency is requesting to continue working with TMAC for continuity reasons, as the leadership in Chicago has already been working with TMAC. Seeking bids would delay the immediate start of services and result in additional costs related to information gathering, interviewing, and developing a new plan. The total value of this Small Purchase with Sole Source Conditions is $25,000.

| TextField4: The Governors Office has an established contract with The Management Action Center (TMAC) that IDVA has been utilizing. The vendor has already provided training to the leadership at the veterans home in Chicago. The Agency has researched vendors that are registered in BidBuy as well as Google to determine an average cost for these services. These services average between $300-$500/hr. TMAC's rate is $200/hr. The Agency's research of these services reflect that this is a competitive rate. |
| TextField5: This is an emergent need and seeking bids would prolong the immediate start of services. There would be additional cost related to information gathering, interviewing, and development of a plan. TMAC has a developed plan and has already provided training for some members of leadership. For continuity reasons, it is in the Agency's best interest to continue to work with The Management Action Center to develop a culture of excellence and safety. Leadership in Chicago have already been working with TMAC, therefore having another vendor work with the rest of the staff would also lead to confusion for leadership and subordinate staff. |
